Signalling on low-voltage electrical installations in the frequency range 3 kHz to 148,5 kHz Part 4-7: Portable low voltage decoupling filters - Safety requirements

This product safety standard applies to the filter part of portable devices for household and similar uses consisting of the filter part, a plug or an appliance inlet or a provision for connection by terminals or with a non-rewirable cord and a socket-outlet or an appliance outlet. They are intended for single-phase circuits for nominal currents not exceeding 16 A and for nominal voltages not exceeding 250 V a.c.. This standard does not cover phase couplers. Filters including batteries are not covered by this standard.

134 When certifying or making declaration of conformity to the Low Voltage Directive 2014/35/EU in order to
135 CE mark the device it is important to state that the CE marking is only valid for the filter parts of the
136 product. The plug parts and socket-outlets parts are not covered by the Low Voltage Directive and are
137 therefore expected to comply with the relevant national standards.

138 1 Scope
139 This document applies to the filter part of portable devices for household and similar uses (hereafter
140 referred to as portable decoupling filters) consisting of the filter part, a plug or an appliance inlet or a
141 provision for connection by terminals or with a non-rewirable cord and a socket-outlet or an appliance
142 outlet. They are intended for single-phase circuits for nominal currents not exceeding 16 A and for
143 nominal voltages not exceeding 250 V a.c.
144 The filtering functions are described in EN 50065-4-1.
145 This document does not cover phase couplers.
146 Portable decoupling filters are not used as part of the fixed installation, where EN 50065-4-2 applies.
147 Plugs and socket-outlets connected to the filter part and plugs and socket-outlets integrated with the filter
148 part are expected to comply with the relevant national standard(s).
149 Appliance inlets and appliance outlets connected to the filter part are expected to comply with the relevant
150 parts of the EN 60320 series. Appliance inlets and appliance outlets integrated with the filter parts are not

310 4 General requirements
311 The portable filter devices including its accessories shall be so designed and constructed that, in normal
312 use, their performance is reliable and without danger to the user or the surroundings.
313 In general, compliance is checked by carrying out all the tests specified, where applicable.
314 5 General notes on tests
315 5.1 General
316 Tests according to this document are type tests.
317 5.2 The samples are tested as delivered and under normal conditions of use, having regard to the
318 classification of the filter device and to the manufacturer's installation instructions.
319 5.3 Unless otherwise specified, the tests are carried out in the order of the clauses at an ambient
320 temperature of 20 °C ± 5 °C.
321 5.4 The required number of samples with filter portion shall be 9.
322 The number of samples with plug or socket-outlet parts shall be in accordance with the national
323 standard(s). The number of samples with appliance coupler parts shall be in accordance with the
324 EN 60320 series
325 Three samples are subjected to all the relevant tests, except the test of Clauses 27 and 28 where three
326 other samples are used, and the tests of Clauses 29 and 30 where another three samples are used.
327 5.5 Equipment is deemed not to comply with this document if any sample does not pass any of the
328 listed tests.
329 6 Rating
330 6.1 Rated value of nominal voltages are 230 V.
331 6.2 Rated values of nominal currents are 10 A, 13 A and 16 A.
332 For a filter accessory, the rated current of the socket-outlet part shall not be higher than the rated value of
333 the nominal current for the filter part and the plug part.

377 8 Marking
378 8.1 Plug and socket outlet parts
379 For plug and socket outlet parts, marking shall be in accordance with the relevant national standards.
380 8.2 Filter parts
381 As a minimum the filter parts shall be marked on the outside as follows:
382 a) nominal voltage(s) in volts ~;
383 b) nominal current in amperes;
384 c) manufacturer's or responsible vendor's name, trade mark or identification mark;
385 d) type of decoupling filter and reference or catalogue number;
386 e) symbol for temperature range, if different from class 3K4;
387 f) symbol for degree of protection;
388 g) symbol for degree of protection against ingress of water.
389 8.3 Symbols
390 Symbols for marking shall be used as follows:

399 8.4 Instruction sheets
400 An instruction sheet shall be provided with the following information when appropriate:
401 a) a statement concerning the national plug and socket-outlets system to which the portable decoupling
402 filter belongs;
403 b) adequate instructions for safe connection of any appropriate flexible cords, including references to
404 HD 21 series and HD 22 series, the number and colour of cores, the minimum and maximum cross-
405 sectional area of the conductors and the length, if necessary.
406 Compliance is checked by inspection.
407 8.5 Terminals
408 If it is necessary to distinguish between the supply and the load terminals, they shall be clearly marked
409 (e.g. by “line” and “load” placed near the corresponding terminals or by arrows indicating the direction of
410 power flow).
411 The letter ”N” shall indicate terminals exclusively intended for the connection of the neutral circuit.
412 Terminals intended for the protective conductor shall be indicated by the symbol  (IEC 60417-5019).
413 These markings shall not be placed on screws or any other easily removable parts.
414 NOTE “Easily removable parts” are those parts, which can be removed during the normal connection of the filter
415 device.
416 A marking scheme is given in Table 1.

418 Terminals associated with any one pole shall have similar identification differing from that of the terminals
419 associated with the other poles, unless the relationship is self-evident.

421 8.6 Durability
422 Marking shall be durable and easily legible.

424 The test is made by rubbing the marking by hand for 15 s with a piece of cloth soaked with water and
425 again for 15 s with a piece of cloth soaked with petroleum spirit.
426 Marking made by impression, moulding, pressing or engraving is not subjected to this test.
427 The petroleum spirit used should consist of a solvent hexane with a content of aromatics of maximum
428 0,1 % by volume, a value of 29 % for kauri-butanol, an initial boiling-point of approximately 65 °C, a dry-
429 point of approximately 69 °C and a density of approximately 0,68 g/cm .
430 The type reference may be marked with paint or ink, protected, if necessary, by varnish.
431 9 Dimensions
432 Plug and socket outlet parts shall comply with the appropriate national standard sheets.
433 Compliance is checked by inspection, by test, by measurement and by use of gauges according to the
434 appropriate national standards.
435 10 Protection against electric shock
436 10.1 For plug and socket outlet parts, tests shall be performed in accordance with the relevant national
437 standards.
438 The tests below apply to all other filter parts.
439 10.2 The filter devices shall be so designed that live parts are not accessible when the filter device is
440 mounted and wired as for normal use, even after removal of parts, which can be removed without the aid
441 of a tool.
442 For filter parts with plug without earth connection, this requirement applies also to contact with metal parts
443 separated from live parts by basic insulation only, or with basic insulation itself.
444 The test is carried out according to EN 60529, with the degree of protection IP2X.
445 During the test, live parts of the equipment shall not be accessible to the test finger.
446 11 Provision for protective earthing
447 11.1 For plug and socket parts, tests shall be performed in accordance with the relevant national
448 standards.
449 The filter shall be provided with a plug for class I equipment if tested in accordance with 10.3.2.
450 The tests below apply to all other filter parts.
451 11.2 Earthing terminals of rewirable filter devices shall comply with the appropriate requirements of
452 Clause 12.
453 They shall be of the same size as the corresponding terminals for the supply conductors.
454 11.3 Decoupling filters having more than one cable inlet shall be provided with an internal earthing
455 terminal allowing the connection of an incoming and outgoing conductor for the continuity of the earthing
456 circuit.
457 Compliance with the requirements of 11.2 and 11.3 is checked by inspection and by the tests of
458 Clause 12.
459 11.4 The connection between the earthing terminal and accessible metal parts to be connected thereto
460 shall be of low resistance.
461 Compliance is checked by the following test:

462 A current derived from an a.c. source having a no-load voltage not exceeding 12 V and equal to 1,5 times
463 nominal current or 25 A, whichever is greater is passed between the earthing terminal and each of the
464 accessible metal parts in turn.
465 The voltage drop between the earthing terminal and the accessible metal part is measured, and the
466 resistance calculated from the current and the voltage drop.
467 The resistance shall not exceed 0,05 Ω.
468 12 Terminals
469 12.1 Plug and socket outlet parts
470 For plug and socket parts, tests shall be performed in accordance with the relevant national standards.
