This European Standard applies to newly manufactured watt-hour meters, measuring active electrical energy, intended for residential, commercial and light industrial use, for use on 50 Hz electrical networks. It specifies general requirements and type tests methods. It applies to electromechanical or static watt-hour meters for indoor and outdoor application, consisting of a measuring element and register(s) enclosed in a meter case. It also applies to operation indicator(s) and test output(s). If the meter has (a) measuring element(s) for more than one type of energy (multi-energy meters), or when other functional elements, like maximum demand indicators, electronic tariff registers, time switches, ripple control receivers, data communication interfaces, etc. are enclosed in the meter case (multi-function meters) then this standard applies only for the active energy metering part. This standard distinguishes between: – electromechanical and static meters; – meters of class indexes A, B and C; – direct connected and transformer operated meters; – protective class I and protective class II meters; – meters intended to be used indoors and outdoors. It does not apply to: – watt-hour meters where the voltage across the connection terminals exceeds 600 V (line-to-line voltage for meters for polyphase systems); – portable meters; – reference meters. For rack-mounted meters, the mechanical properties are not covered in this standard. The test levels are regarded as minimum values to guarantee the proper functioning of the meter under normal working conditions. For special applications, other test levels might be necessary and should be agreed on between the user and the manufacturer.

La présente Norme Européenne s’applique aux compteurs d’énergie active neufs, destinés à la mesure de l’énergie électrique active, à l’usage des habitations, des commerces et des petites industries, et utilisés sur des réseaux électriques à 50 Hz. Elle spécifie les exigences générales et les méthodes d’essais de type. Elle n’est applicable qu’aux compteurs d’énergie active électromécaniques ou statiques de types intérieur et extérieur, constitués d’un élément de mesure et d’un (des) élément(s) indicateur(s) rassemblés dans un même boîtier. Elle s’applique également à (aux) l’indicateur(s) de fonctionnement et au(x) dispositif(s) de sortie d’essai. Si le compteur a un (des) élément(s) de mesure pour plusieurs types d’énergie (compteurs d’énergies multiples), ou si d’autres éléments fonctionnels comme indicateurs de maximum, éléments indicateurs tarifaires électroniques, horloges de commutation, récepteurs de télécommande centralisée, interfaces de communication de données, etc. sont incorporés dans le boîtier du compteur (compteurs à fonctions multiples), la présente norme ne s’applique alors qu’à la partie de comptage de l’énergie active. La présente norme distingue entre : – les compteurs électromécaniques et statiques ; – les compteurs d’indices de classe A, B et C ; – les compteurs à branchement direct et ceux alimentés par transformateur ; – les compteurs avec classe de protection I et II ; – les compteurs prévus pour l’utilisation à l’intérieur et à l’extérieur. Elle n’est pas applicable aux : – compteurs d’énergie active dont la tension entre les bornes de raccordement excède 600 V (tension entre phases pour les compteurs des systèmes polyphasés) ; – compteurs portatifs ; – compteurs de référence. Pour des compteurs montés en châssis, les propriétés mécaniques ne sont pas comprises dans la présente norme. Les niveaux d’essai sont considérés comme des valeurs minimales pour garantir le bon fonctionnement du compteur dans des conditions de fonctionnement normales. Pour des applications spéciales, d’autres niveaux d’essai pourraient être nécessaires et il convient que ceux-ci fassent l’objet d’un accord entre l’utilisateur et le constructeur.

Ta evropski standard se nanaša na novo proizvedene merilnike Wh,ki merijo aktivno električno energijo namenjeno za domačo, komercialno in industrijsko uporabo na 50 Hz električnem omrežju. Poudarja osnovne zahteve in preskusne postopke. Nanaša se na elektro-mehanične ali statične merilnike Wh za notranjo in zunanjo montažo, sestavljeno iz meritvenih elementov in registrov, ki so priloženi v merilnem ohišju. Uporablja se tudi kot indikator delovanja in preskusni izhod. Če ima merilnik več merilnih elementov za več vrst energije (multi energijski merilnik) ali ko so ostali funkcionalni elementi, kot indikatorji maksimuma, elektronski tarifni registri, časovna stikala, kontrolni prejemniki nihanj, podatkovni komunikacijski interface, itn. priloženi v merilno ohišje (multi funkcionalni merilniki) potem se ta standard nanaša samo na aktivni energijski merilni del. Ta standard razlikuje med: - elektromehaničnimi in statičnimi merilniki; - merilniki z razrednimi indeksi A,B in C; - direktno povezanimi in prenosno delujočimi merilniki; - merilniki zaščitnega razreda I in II; - merilniki, ki so namenjeni za zunanjo in notranjo montažo. Ne nanaša se na: - Wh merilnike, kjer napetost na priključnih sponkah presega 600 V (medlinijska napetost za merilnike za večfazne sisteme); - prenosne  merilnike; - referenčne merilnike. Za merilnike, ki se montirajo na standardizirane nosilce, mehanične lastnosti niso zajete v tem standardu. Preskusni nivoji veljajo za minimalne vrednosti, ki zagotavljajo pravilno delovanje merilnikov pod normalnimi delovnimi pogoji. Za posebne uporabe so lahko potrebni ostali preskusni nivoji ter morajo biti po dogovoru med uporabnikom in proizvajalcem.

This European Standard was prepared by the Technical Committee CENELEC TC 13, Equipment for
electrical energy measurement and load control.
The text of the draft was submitted to the Unique Acceptance Procedure and was approved by
CENELEC as EN 50470-1 on 2006-05-01.
The following dates were fixed:
– latest date by which the EN has to be implemented
at national level by publication of an identical
national standard or by endorsement (dop) 2007-05-01
– latest date by which the national standards conflicting
with the EN have to be withdrawn (dow) 2009-05-01
This EN 50470-1 is related to EN 62052-11:2003, Electricity metering equipment (a.c.) – General
requirements, tests and test conditions – Part 11: Metering equipment.
The structure of the two standards is similar, modifications in this European Standard are provided in
the perspective of compliance with the essential requirements of the Directive 2004/22/EC on
Measuring Instruments (MID).
This standard is to be used with:
– EN 50470-2:2006, Electricity metering equipment (a.c.) – Part 2: Particular requirements –
Electromechanical meters for active energy (class indexes A and B) or
– EN 50470-3:2006, Electricity metering equipment (a.c.) – Part 3: Particular requirements –

This European Standard has been prepared under a mandate given to CENELEC by the European
Commission and the European Free Trade Association and covers essential requirements of EC
