Overview
EN 60598-2-10:2003 is a European standard published by CLC that specifies the particular requirements for portable luminaires designed specifically for children. The standard governs luminaires utilizing tungsten filament lamps operating at supply voltages not exceeding 24 V under Safety Extra Low Voltage (SELV) conditions. It is intended to ensure enhanced safety, usability, and mechanical robustness of child-friendly portable lighting products, addressing potential risks associated with electrical devices used by children under 14 years of age.
This standard complements the general requirements set in EN 60598-1 and forms a crucial part of electrotechnical standardization for child-appealing and safe luminaires in Europe and beyond.
Key Topics
Scope and Application
EN 60598-2-10 applies to portable luminaires that are designed to be attractive and safe for children but excludes toys, battery-operated luminaires, and low-illuminance plug-in devices. It covers luminaires with tungsten filament or single capped fluorescent lamps, supplied at voltages up to 24 V (SELV).Safety Requirements
The standard requires luminaires for children to exceed the safety level found in general portable luminaires. It mandates:- Use of safety isolating transformers or electronic step-down converters compliant with IEC 61558-2-6, IEC 61558-2-7, or IEC 61347-2-2.
- Classification of luminaires as Class II or Class III depending on protection against electric shock.
- Markings that include instructions on transformer compatibility and warnings for small removable parts where applicable.
Mechanical Durability
Portable child luminaires must be mechanically strong to withstand rough handling by children. Covers protecting against overheating or exposure to heated parts must resist impact energy specified in the standard, ensuring no dangerous breakage or hazards during use.Stability Requirements
Luminaires must be stable when placed on surfaces inclined up to 15° without overturning, preventing accidental falls or hazards during normal use.Construction and Insulation
Requirements cover construction aspects such as wiring, creepage distances, insulation resistance, electric strength, resistance to heat, fire, moisture, and dust, tailored to ensure safe and long-lasting performance around children.
Applications
EN 60598-2-10:2003 is applicable in the design, manufacture, and testing of various portable luminaires intended for children’s bedrooms, play areas, and other indoor environments. Typical uses include:
- Night lamps and bedside lamps with novel designs appealing to children
- Portable lighting fixtures used in classrooms or child-centric settings
- Lamps used in decorative contexts that require safe low-voltage operation
- Retail lighting products marketed explicitly for children’s use
Implementing this standard helps manufacturers demonstrate compliance with stringent safety requirements, thus reducing risk of electric shock, burns, fire hazards, and mechanical injuries in child environments.
Related Standards
EN 60598-2-10 should be used in conjunction with several key related international and European standards including:
- EN 60598-1: General requirements for luminaires – foundational test methods and safety criteria.
- IEC 61558-2-6 and IEC 61558-2-7: Safety requirements for isolating transformers, essential for supplying safe low voltages.
- IEC 61347-2-2: Requirements for electronic step-down convertors used with filament lamps.
- ISO 8124 Series: Safety of toys standards - related for material flammability, migration of elements, and mechanical safety informing child safety principles.
- ISO 6941: Textile fabrics burning behavior - important for assessing flammability properties of luminaire materials.
By harmonizing with these standards, EN 60598-2-10 ensures a comprehensive approach to luminaire safety, especially in child-centric applications.

FOREWORD
1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, the IEC publishes International Standards. Their preparation is
entrusted to technical committees; any IEC National Committee interested in the subject dealt with may
participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. The IEC collaborates closely with the International
Organization for Standardization (ISO) in accordance with conditions determined by agreement between the
two organizations.
2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, an
international consensus of opinion on the relevant subjects since each technical committee has representation
from all interested National Committees.
3) The documents produced have the form of recommendations for international use and are published in the form
of standards, technical specifications, technical reports or guides and they are accepted by the National
Committees in that sense.
4) In order to promote international unification, IEC National Committees undertake to apply IEC International
Standards transparently to the maximum extent possible in their national and regional standards. Any
divergence between the IEC Standard and the corresponding national or regional standard shall be clearly
indicated in the latter.
5) The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any
equipment declared to be in conformity with one of its standards.
6) Attention is drawn to the possibility that some of the elements of this International Standard may be the subject
of patent rights. The IEC shall not be held responsible for identifying any or all such patent rights.
International Standard IEC 60598-2-10 has been prepared by subcommittee 34D: Luminaires,
of IEC technical committee 34: Lamps and related equipment.
This second edition cancels and replaces the first edition published in 1987 and its
amendments 1 (1990) and 2 (1995). It constitutes a technical revision.
