Overview

prEN 60598-2-23:2025 – Luminaires – Part 2-23: Particular requirements – Extra-low-voltage lighting systems for ELV light sources is a European draft standard developed under CLC and aligned with IEC 60598-2-23 Edition 3. This standard defines the specific requirements for extra-low-voltage (ELV) lighting systems that use ELV light sources for ordinary interior applications. The standard ensures safety, reliability, and compatibility for lighting installations supplied with voltages up to 1,000 V, where the ELV circuit does not exceed 25 A.

As part of the broader IEC 60598 series, this document works in combination with IEC 60598-1, providing detailed guidance for manufacturers, installers, and compliance assessors working with ELV luminaire systems. The requirements aim to ensure that ELV lighting systems are constructed, marked, and installed properly to minimize the risk of electrical hazards, overheating, and fire.

Key Topics

  • Scope and Purpose

    • Applies to ELV lighting systems for interior use on supply voltages up to 1,000 V
    • Focuses on systems with supporting conductors or profiles, ensuring safe supply and suspension of luminaires
  • Definitions and System Components

    • Details components such as transformers, control gear, supporting conductors, main/auxiliary supports, spacers, and connectors
    • ELV lighting systems must be supplied as complete kits with all necessary electrical and mechanical parts
  • Classification and Protection

    • Classifies luminaires according to protection against electric shock (Class I, II, III); systems must use Class III luminaires for ELV installations
    • Ensures compliance with safety extra-low-voltage (SELV) provisions
  • Construction and Mechanical Requirements

    • Supporting conductors and connectors must support multiple times the weight of the luminaires they carry
    • Must be constructed to prevent mechanical tension on electrical connections and be insulated from supporting structures
  • Marking and Installation Instructions

    • Requires clear installation instructions, including part lists, mounting guidance, support placement, and safety warnings regarding maximum load and correct assembly
  • Electrical Testing

    • Mandates thermal and endurance tests at specified voltages, measurement of conductor temperatures, and validation of insulation and protective measures

Applications

  • Residential and Commercial Interiors

    • This standard is essential for manufacturers and designers of interior lighting systems, such as track lighting and modular ELV setups in homes, offices, and retail spaces
  • Safe Integration and Installation

    • Provides a basis for the safe design and installation of ELV lighting kits, used in environments where safe, low-voltage lighting is critical for user safety or ease of reconfiguration
  • Product Compliance and Certification

    • Used by regulatory assessors, laboratories, and conformity bodies to verify that ELV lighting systems meet essential European safety requirements before being placed on the market
  • Supporting Energy Efficient Technologies

    • Relevant for systems incorporating LED modules and electronic control gear, enabling efficient, low-voltage lighting solutions

Related Standards

  • IEC 60598-1 (General Requirements for Luminaires)

    • prEN 60598-2-23 is applied in conjunction with the latest edition (Ed.10) of IEC 60598-1
  • IEC 61347 Series (Lamp Control Gear)

    • IEC 61347-2-2: Particular requirements for electronic step-down convertors
    • IEC 61347-2-13: Particular requirements for electronic control gear for LED modules
  • IEC 61558 Series (Safety of Transformers and Power Supply Units)

    • IEC 61558-2-6: Requirements for safety isolating transformers
    • IEC 61558-2-16: Requirements for switch mode power supply units
  • IEC 60598-2 Series

    • Other parts covering different luminaire applications, e.g., fixed general purpose, emergency, or portable luminaires

For manufacturers, installers, and designers, adhering to prEN 60598-2-23:2025 ensures extra-low voltage lighting systems are safe, reliable, and compliant with European and international safety standards. This contributes to higher quality lighting products and safer installations across varied interior environments.

41 FOREWORD
42 1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
43 all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
44 co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
45 in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
46 Publicly Available Specifications (PAS) and Guides (hereafter referred to as "IEC Publication(s)"). Their
47 preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
48 may participate in this preparatory work. International, governmental and non-governmental organizations liaising
49 with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
50 Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
51 2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
52 consensus of opinion on the relevant subjects since each technical committee has representation from all
53 interested IEC National Committees.
54 3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
55 Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
56 Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
57 misinterpretation by any end user.
58 4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
59 transparently to the maximum extent possible in their national and regional publications. Any divergence between
60 any IEC Publication and the corresponding national or regional publication shall be clearly indicated in the latter.
61 5) IEC itself does not provide any attestation of conformity. Independent certification bodies provide conformity
62 assessment services and, in some areas, access to IEC marks of conformity. IEC is not responsible for any
63 services carried out by independent certification bodies.
64 6) All users should ensure that they have the latest edition of this publication.
65 7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
66 members of its technical committees and IEC National Committees for any personal injury, property damage or
67 other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
68 expenses arising out of the publication, use of, or reliance upon, this IEC Publication or any other IEC
69 Publications.
70 8) Attention is drawn to the Normative references cited in this publication. Use of the referenced publications is
71 indispensable for the correct application of this publication.
72 9) IEC draws attention to the possibility that the implementation of this document may involve the use of (a)
73 patent(s). IEC takes no position concerning the evidence, validity or applicability of any claimed patent rights in
74 respect thereof. As of the date of publication of this document, IEC had not received notice of (a) patent(s), which
75 may be required to implement this document. However, implementers are cautioned that this may not represent
76 the latest information, which may be obtained from the patent database available at https://patents.iec.ch www.
77 [IEC shall not be held responsible for identifying any or all such patent rights.
