Electromagnetic compatibility (EMC) - Part 5: Installation and mitigation guidelines - Section 5: Specification of protective devices for HEMP conducted disturbance
This part of 61000-5 defines how protective devices for conducted disturbance proposed for HEMP protection shall be specified. It is intended to be used for the harmonization of existing or future specifications issued by protective device manufacturers, electronic equipment manufacturers, administrations and other ultimate buyers. Performance requirements shall be given in future IEC documents. This section covers protective devices currently being used for protection against induced HEMP transients on signal and low voltage power lines (nominal voltage up to 1 kV a.c.). General information can be applied also to high voltage lines. However, in these cases, the additional requirements for the protection levels of existing lightning arresters (especially gapless MO-arresters) are under consideration.

EN 61000-5-5:1996 (Section 5 of IEC 61000-5) sets out how protective devices for HEMP (high-altitude electromagnetic pulse) conducted disturbances should be specified. The document is intended to harmonize specification practices used by protective device manufacturers, electronic equipment manufacturers, administrations and buyers. It focuses on devices used to protect against induced HEMP transients on signal and low-voltage power lines (nominal voltage up to 1 kV a.c.). General guidance is also applicable to high-voltage lines, while additional requirements for existing lightning arresters (notably gapless MO-arresters) are noted as under consideration. Performance test levels themselves are deferred to future IEC publications.
Key topics and requirements
- Scope of specification: Defines what information and parameters protective-device specifications should contain for HEMP conducted-disturbance protection.
- Application focus: Covers protective measures for signal lines and low-voltage power distribution up to 1 kV a.c.; provides general guidance for higher voltages.
- Harmonization intent: Aims to standardize how manufacturers and buyers describe protection devices so specifications are comparable and interoperable.
- Interface with performance standards: Specifies content and format of device specification; formal performance requirements and test methods are to be provided in subsequent IEC documents.
- Consideration for existing arresters: Notes special attention required for protection levels of existing lightning arresters (especially gapless metal-oxide arresters).
Practical applications
- Designing and procuring surge protection and HEMP mitigation devices for:
- Telecom and signal infrastructures
- Industrial control systems and SCADA
- Low-voltage power distribution in facilities and data centers
- Critical infrastructure and government installations requiring HEMP resilience
- Creating harmonized product datasheets, procurement specifications, and installation guidelines for EMC and HEMP protection.
- Informing system-level protection strategies where conducted disturbances from HEMP are a concern.
Who should use this standard
- Protective device manufacturers preparing product specifications for HEMP protection
- Electronic equipment and system designers assessing line-level protection needs
- Procurement teams and administrations standardizing purchase and acceptance criteria
- EMC and lightning protection engineers developing mitigation measures and installation guidelines
