Overview

CEN/TR 16044:2010 is a Technical Report developed by the European Committee for Standardization (CEN) to provide authoritative replies to requests for interpretation of the standard EN 14781:2005, which addresses safety requirements and test methods for racing bicycles. This report serves as an essential guidance document for manufacturers, testing bodies, and national standards committees, helping to ensure consistent application and understanding of EN 14781’s clauses. It clarifies ambiguities, resolves queries related to testing procedures, and confirms when no further action is required beyond the original standard.

Key Topics

  • Purpose and Scope
The report focuses exclusively on interpretations of EN 14781:2005 and does not constitute amendments. It clarifies how to apply specific clauses related to safety requirements and testing methods for racing bicycles.

  • Interpretation vs No Action Decisions
    The document distinguishes between:

    • Interpretations that provide clarifications on how certain clauses should be understood and applied,
    • No action decisions which confirm that existing clauses are sufficiently clear and no changes are necessary.
  • Examples of Clarifications

    • Security of screws (4.3.1): Locking devices, including thread locking compounds, are accepted to prevent unintentional loosening of screws in key bicycle components such as brakes and suspension systems.
    • Brake-block security test (4.6.4): The test must confirm the brake pad releases when the bicycle moves backward with brakes applied; the procedure remains valid and necessary.
    • Dry and wet brake performance (4.6.7.5.2.6 & 4.6.7.5.2.7): There is no upper limit on clamping force during brake testing to prevent wheel skidding, even in wet conditions.
    • Handlebar plugs (4.7.2): Modifications like drilling holes for test application are permissible.
    • Frame fatigue test (4.8.x): Certain fatigue tests are intentionally excluded for racing bicycles, differing from other bicycle categories.
    • Wheel retention (4.10.4.4): Recommendations regarding quick-release retention devices apply differently depending on the presence of secondary retention features.
  • Testing Procedures
The report reiterates procedural details, such as applying forces for specific durations (e.g., maintaining a 1000 N force for 1 minute during certain test methods) and clarifies load application points on bicycle wheels for fatigue tests.

Applications

  • Manufacturers and Designers
Use the clarified interpretations to ensure racing bicycle designs comply strictly with safety standards, mitigating risks of non-compliance during market approvals and enhancing user safety.

  • Testing Laboratories
Apply the detailed clarifications to conduct standardized brake tests, frame fatigue tests, and wheel retention tests accurately, improving the reliability and repeatability of safety assessments.

  • National Standards Bodies
Facilitate harmonized enforcement of EN 14781 by disseminating clear interpretations and making informed decisions on requests for amendments or revisions.

  • Bicycle Industry Stakeholders
Benefit from a shared understanding of test methods and safety requirements, reducing disputes and uncertainties in the compliance verification process.

Related Standards

  • EN 14781:2005 – Safety requirements and test methods for racing bicycles. The primary standard interpreted in CEN/TR 16044:2010.
  • EN 14764 – Safety requirements for city and trekking bicycles. Some interpretations apply similarly to this standard.
  • EN 14765 – Safety standards for bicycles intended for young children. Relevant in certain locking device clarifications.
  • EN 14766 – Safety requirements for mountain bicycles. Several interpretations reference this standard for consistent application.

Introduction
This Technical Report contains replies to requests for interpretations with regard to the understanding of
clauses in EN 14781:2005. The replies concern those requests which have resulted in an interpretation, or a
decision that no action is required as the standard is sufficiently clear.
An interpretation does not have the same status as the text of the standard, nor can it overrule the text of the
standard. However, following an interpretation should give assurance that the relevant clause of the standard
has been correctly applied. An interpretation shall only be regarded as a clarification of the meaning of the
standard.
Requests for interpretation
Requests for interpretations may be submitted by a CEN member body through its national committee or by a
CEN/TC 333 liaison (but not directly by an individual or a company) − in accordance with the interpretation
protocols agreed by CEN/TC 333 and resumed in Doc. CEN/TC 333 N 182. The requests are then channelled
to the relevant TC 333 working party which will deal with the request.
A request for an interpretation may lead to:
a) An interpretation of the standard
This should reflect a reasonable interpretation of how the standard should be used, taking into account:
1) the wording of the standard;
2) the rationale of the standard;
3) the history of the standard.
b) A no action decision
This is applicable when it is agreed that the standard appropriately specifies how a cycle or a component shall
be assessed.
c) A proposal for an amendment of the standard
This is applicable when it is agreed that the standard is deficient in some way.
NOTE The interpretations and no-action decisions are published in this Technical Report, which will be updated on a
regular basis. Proposals for amendments will be progressed as new work item proposals in accordance with CEN rules.
Proposals for amendments will be progressed as new work item proposals in accordance with CEN rules.
Answers to requests for interpretations
Since requests for interpretations are submitted through a CEN member body, it is assumed that the member
body will keep itself informed about decisions concerning the request and its progress and will itself inform the
originator of the request as appropriate.

The interpretations have been derived by the Interpretation Panel Group. The information contained
herein is for guidance only and does not reflect the formal approval by CEN or CEN member bodies. It
