Overview

EN 12199:2020 is a European standard developed by CEN that specifies the requirements for homogeneous and heterogeneous relief rubber floor coverings. These resilient floor coverings, supplied in tile or roll form, are designed to offer durable, slip-resistant surfaces suitable for various applications. The standard defines essential characteristics, classifications based on intensity of use, and marking requirements to ensure consistent quality and performance.

This updated version supersedes the 2010 edition and aligns with other standards in the flooring industry, offering harmonized criteria for manufacturers, suppliers, and users.

Key Topics

  • Scope and Types
EN 12199:2020 covers both homogeneous (single-composition throughout thickness) and heterogeneous (multi-layered with distinct wear layers) relief or studded rubber floor coverings. These flooring products provide durable surfaces for indoor environments requiring resilience and surface texture.

  • Classification System
Floor coverings are classified by intensity of use according to EN ISO 10874, which guides suitability for domestic, commercial, or light industrial areas. The classification depends on overall thickness and wear layer thickness, ensuring products meet specific durability and performance levels:

    • Domestic moderate/light to heavy use (Classes 21-23)
    • Commercial moderate to very heavy use (Classes 31-34)
    • Light industrial moderate to heavy use (Classes 41-43)
  • General Requirements
    These include:

    • Dimensional stability and tolerance limits for tiles and rolls
    • Minimum tear strength of 20 N/mm
    • Flexibility tested to avoid cracking on a 20 mm mandrel
    • Shore A hardness ≥ 70
    • Residual indentation limits after static loading
    • Maximum abrasion resistance of 250 mm³
    • Colour fastness to artificial light, rated minimum 6 on the blue wool scale
  • Marking and Identification
For traceability and compliance, floor coverings and/or packaging must have:

    • Reference to EN 12199:2020
    • Manufacturer/supplier identification and product name
    • Colour/pattern, batch and roll number
    • Class/symbol designation per EN ISO 10874
    • Dimensions or covered area details for tiles and rolls
  • Optional Properties
Annex A highlights additional specifications for specialized applications, including electrical resistance, electrostatic propensity, stain resistance, castor chair durability, furniture leg movement effects, and cigarette resistance.

Applications

EN 12199:2020 compliant resilient relief rubber floor coverings are widely used in:

  • Public and commercial buildings such as schools, hospitals, offices, and retail spaces where slip-resistance and wear durability are critical.
  • Industrial environments with moderate to heavy foot traffic requiring resilient, easy-to-maintain surfaces.
  • Domestic interiors that demand durable yet aesthetically appealing floor finishes.
  • Areas needing safety flooring, due to studded or relief surface textures that reduce slip risks.

The classification system helps specify the right product for each environment, optimizing service life and performance while aligning with building codes and safety regulations.

Related Standards

EN 12199:2020 works in conjunction with several EN ISO and EN standards to provide a comprehensive regulatory framework for resilient flooring:

  • EN ISO 10874 – Classification of floor coverings by use intensity
  • EN ISO 24346, 24340, 24341, 24342 – Methods for measuring thickness, dimensions, and flatness
  • ISO 34-1:2015 – Tear strength testing of rubber materials
  • ISO 4649:2017 – Abrasion resistance for rubber flooring
  • EN ISO 105-B02:2014 – Colour fastness tests using xenon arc light
  • EN 1081 and EN 1815 – Electrical resistance and static propensity
  • EN 1399 – Resistance to stubbed and burning cigarettes (for flame resistance)

These interconnected standards ensure resilient rubber floor coverings meet rigorous technical and safety criteria for a variety of end uses.
