Overview
EN 16602-10:2017 - Space product assurance: Product assurance management defines Product Assurance (PA) management requirements for space projects under CEN adoption of the ECSS Q-branch. Applicable to all space projects, the standard specifies principles and detailed requirements for establishing and executing a complete product assurance programme throughout project phases. It includes normative DRDs for the Product Assurance Plan (Annex A), Qualification Status List (Annex B), and Qualification Certificate for Launch Segment (Annex C), plus guidance on PA document delivery per reviews (Annex D). The standard may be tailored per ECSS‑S‑ST‑00.
Key topics and technical requirements
- PA organisation & authority
- Appointment of a project PA manager with authority, direct access to senior management and responsibility to implement the PA programme.
- Defined responsibilities, interfaces and resource allocation for PA functions.
- PA planning
- Preparation, submission and approval of a Product Assurance Plan (PAP) in conformance with Annex A and customer requirements.
- Supplier obligations to flow down PA requirements to lower‑tier suppliers.
- Programme implementation & control
- Integration of PA disciplines (Q‑20 Quality Assurance, Q‑30 Dependability, Q‑40 Safety, Q‑60 EEE, Q‑70 Materials/Processes, Q‑80 Software).
- Management of qualification programmes, maintenance of a Qualification Status List (QSL), and issuing of qualification certificates (especially for launch segment items).
- Definition and tracking of Technology Plans and Technology Readiness Status Lists.
- Assurance activities & reporting
- Regular PA reporting covering audits, MIPs, waivers, nonconformances, critical items, EEE/material status, alerts and qualification status.
- Controls for nonconformance, critical‑item control, audits, alerts and supplier monitoring.
- Interfaces with project processes
- PA coordination with project management, risk management, configuration management, engineering, procurement and AIV (Assembly, Integration & Verification).
Applications and users
- Designed for prime contractors, subsystem suppliers, systems engineers, PA managers, QA organizations and launch service providers.
- Used to:
- Establish a compliant PA programme and PAP for satellites, payloads, launch segments and ground systems.
- Define supplier flow‑downs and acceptance/qualification criteria.
- Integrate PA activities into project reviews, risk and configuration management.
- Valuable for organizations preparing for ECSS‑based contracts, audits or certification in European space projects.
