Overview

FprCEN ISO/TR 22391-7:2010 provides essential guidance for the assessment of conformity of plastics piping systems made from Polyethylene of Raised Temperature resistance (PE-RT). These piping systems are designed specifically for hot and cold water installations within buildings, whether for domestic use or other applications, operating under defined pressures and temperature classes.

This Technical Report supports manufacturers, certification bodies, inspection bodies, and testing laboratories by outlining procedures and criteria to verify that PE-RT pipes, fittings, joints, and assemblies meet established standards. It forms part of the ISO 22391 series, which ensures reliable and standardized quality assurance for PE-RT piping systems.

Key Topics

  • Scope and Applicability:
Guidance applies to hot and cold water systems conveying water inside buildings, including systems for human consumption. It complements other parts of ISO 22391 concerning materials, pipes, fittings, and system fitness for purpose.

  • Quality Management Systems:
Emphasizes integration of conformity assessment processes into the manufacturer’s overall quality plan, preferably aligned with ISO 9001:2000 quality management standards.

  • Testing and Inspection Procedures:
Details four main categories of tests for conformity assessment:

    • Type Testing (TT): Initial comprehensive testing of product designs.
    • Batch Release Testing (BRT): Verification testing of each production batch to maintain consistent quality.
    • Process Verification Testing (PVT): Periodic tests performed during manufacturing to verify ongoing process control.
    • Audit Testing (AT): Independent audits to verify compliance and production quality.
  • Third-Party Certification:
Includes recommendations for involvement of accredited third-party certification bodies, preferably accredited under EN 45011 or EN 45012 standards. This supports impartial verification of conformity claims.

  • Sampling and Test Record Keeping:
Prescribes statistically valid sampling procedures aligned with international sampling standards (ISO 2859 and ISO 3951 series) and requirements for comprehensive documentation and traceability of test results.

Applications

  • Building Water Supply Systems:
Ensures that PE-RT piping systems offer safe, reliable conveyance of hot and cold water in residential, commercial, and institutional buildings.

  • Domestic and Drinking Water Installations:
Conformity guidance guarantees materials and assemblies meet standards for systems potentially supplying potable water.

  • Heating Systems:
Applicable for piping systems used in building heating where higher temperature resistance is critical.

  • Quality Assurance in Manufacturing:
Helps manufacturers integrate conformity assessments into quality plans, enhancing product consistency and regulatory compliance.

  • Third-Party Certification Support:
Facilitates the establishment of certification schemes by inspection bodies and certification organizations, boosting market confidence.

Related Standards

  • ISO 22391-1: General requirements for PE-RT piping systems.
  • ISO 22391-2: Specifications for PE-RT pipes.
  • ISO 22391-3: Requirements for PE-RT fittings.
  • ISO 22391-5: Fitness for purpose criteria for the entire piping system.
  • ISO 15874 (Polypropylene), ISO 15875 (PE-X), ISO 15876 (Polybutylene), ISO 15877 (PVC-C): Comparable plastics piping standards for hot and cold water installations.
  • ISO 9001: Quality management system standard recommended for manufacturers.
  • EN 45011 / EN 45012: Accreditation standards for certification bodies.
  • ISO 2859, ISO 3951 series: Sampling procedures for inspection by attributes and variables ensuring statistical validity.

This Technical Report enhances product reliability, safety, and regulatory compliance by providing comprehensive guidance for conformity assessment in PE-RT plastics piping systems for hot and cold water installations. Manufacturers, testing labs, and certification bodies benefit from standardized processes optimizing quality assurance and market acceptance.

ISO/TR 22391-7:2010(E)
Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards bodies
(ISO member bodies). The work of preparing International Standards is normally carried out through ISO
technical committees. Each member body interested in a subject for which a technical committee has been
established has the right to be represented on that committee. International organizations, governmental and
non-governmental, in liaison with ISO, also take part in the work. ISO collaborates closely with the
International Electrotechnical Commission (IEC) on all matters of electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.
The main task of technical committees is to prepare International Standards. Draft International Standards
adopted by the technical committees are circulated to the member bodies for voting. Publication as an
International Standard requires approval by at least 75 % of the member bodies casting a vote.
In exceptional circumstances, when a technical committee has collected data of a different kind from that
which is normally published as an International Standard (“state of the art”, for example), it may decide by a
simple majority vote of its participating members to publish a Technical Report. A Technical Report is entirely
informative in nature and does not have to be reviewed until the data it provides are considered to be no
longer valid or useful.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. ISO shall not be held responsible for identifying any or all such patent rights.
ISO/TR 22391-7 was prepared by the European Committee for Standardization (CEN) Technical Committee
CEN/TC 155, Plastics piping systems and ducting systems, in collaboration with ISO Technical Committee
ISO/TC 138, Plastics pipes, fittings and valves for the transport of fluids, Subcommittee SC 2, Plastics pipes
and fittings for water supplies, in accordance with the Agreement on technical cooperation between ISO and
CEN (Vienna Agreement).
