ANMERKUNG 2   Für diese Europäische Norm gelten A Abweichungen, siehe Anhang A.

Overview

EN 16709:2015/prA1:2017 is a European standard developed by CEN that defines requirements and test methods for high fatty acid methyl ester (FAME) diesel fuels, specifically B20 and B30 blends. These blends contain up to 20% and 30% (volume/volume) FAME respectively, compliant with EN 14214, blended with automotive diesel fuel per EN 590. The standard targets the use of these fuels in diesel engine vehicles designed or adapted to operate with higher FAME content.

This standard ensures consistent fuel quality, performance, and compatibility while supporting environmental sustainability by facilitating the use of bio-based diesel fuel blends. It highlights fuel management practices appropriate for captive fleets to maintain system reliability and control.

Key Topics

  • Fuel Composition and Quality
Specifies the maximum allowable FAME content (up to 30% by volume) and their compliance with EN 14214 for fatty acid methyl esters and EN 590 for diesel fuel.
Ensures fuel stability by recommending oxidation stability additives to prevent degradation, especially in cold climates.

  • Test Methods
Mandates standardized testing for key parameters such as cetane number (using EN 16144, EN 16715, EN 16906), water content, distillation properties, and cold filterability.
Updates include alternative cetane number determination methods and revised water content limits enhancing precision.

  • Pump Marking and Labeling
Aligns with EN 16942 for graphical labeling on pumps and nozzles to inform consumers about vehicle compatibility.
Requires specific labeling when metallic additives like methylcyclopentadienyl manganese tricarbonyl (MMT) are present.

  • Climate-Dependent Requirements
Addresses special provisions for cold and arctic conditions, referring to CEN Technical Reports (CEN/TR 16884, CEN/TR 16982) for cold filterability issues, ensuring operability in severe winter climates.

  • Regulatory Alignment
Incorporates amendments from European directives including 2003/17/EC, 2009/30/EC, 2011/63/EU, and 2014/77/EU, ensuring conformity with European Fuels Quality Directive 98/70/EC and Alternative Fuels Infrastructure Directive 2014/94/EU.

Applications

  • Fleet Management
High FAME diesel fuels per EN 16709 are primarily recommended for captive fleets-such as municipal vehicle fleets, public transport buses, and company trucks-where proper fuel management and monitoring can be implemented to maintain engine performance and durability.

  • Biofuel Integration
Supports blending of renewable bio-components in diesel fuels, aiding the transition towards sustainable fuels with reduced carbon footprint. This includes allowance for co-processing renewable feedstocks at refineries, facilitating greener fuel production pathways.

  • Cold Climate Operation
Ensures that high FAME fuels maintain fluidity and performance in lower temperature environments, critical for regions experiencing severe winters or Arctic conditions.

  • Consumer Information and Safety
The pump labeling requirements help consumers identify suitable fuel types and additives, preventing misfuelling and ensuring compliance with vehicle manufacturer recommendations.

Related Standards

  • EN 14214: Specifies requirements for biodiesel (FAME) quality used in blending.
  • EN 590: Defines automotive diesel fuel specifications, setting the baseline for diesel fuel quality in Europe.
  • EN 16942: Provides graphical marking standards for vehicle compatibility and pump labeling for alternative fuels.
  • EN 16715 & EN 16906: Describe alternative methods for cetane number determination, crucial for ignition quality assessment.
  • CEN/TR 16884 & CEN/TR 16982: Technical reports addressing cold filterability and cold operability, enhancing understanding of performance at low temperatures.
  • EN 15940: Covers paraffinic diesel fuel requirements from synthetic or hydrotreatment origins, relevant for alternative fuel blends.
