Protective clothing - General requirements (ISO 13688:2013)

ISO 13688:2012 specifies general performance requirements for ergonomics, innocuousness, size designation, ageing, compatibility and marking of protective clothing and the information to be supplied by the manufacturer with the protective clothing.
ISO 13688:2012 is only intended to be used in combination with other standards containing requirements for specific protective performance and not on a stand-alone basis.

This European Standard has been prepared under a mandate given to CEN by the European Commission
and the European Free Trade Association to provide a means of conforming to Essential Requirements of the
New Approach Directive 89/686/EEC on the approximation of the laws of the Member States relating to
personal protective equipment.
Once this standard is cited in the Official Journal of the European Communities under that Directive and has

Foreword
ISO (the International Organization for Standardization) is a worldwide federation of national standards
bodies (ISO member bodies). The work of preparing International Standards is normally carried out
through ISO technical committees. Each member body interested in a subject for which a technical
committee has been established has the right to be represented on that committee. International
organizations, governmental and non-governmental, in liaison with ISO, also take part in the work.
ISO collaborates closely with the International Electrotechnical Commission (IEC) on all matters of
electrotechnical standardization.
International Standards are drafted in accordance with the rules given in the ISO/IEC Directives, Part 2.

ISO 13688 was prepared by Technical Committee ISO/TC 94, Personal safety - Protective clothing and
equipment, Subcommittee SC 13, Protective clothing and by Technical Committee CEN/TC 162, Protective
clothing including hand and arm protection and lifejackets in collaboration.
This second edition cancels and replaces the first edition (ISO 13688:1998), which has been technically
revised to include the following changes:
— A statement that this International Standard (and pictogram) is intended to be used in combination
with another product standard was added to the Scope.
— Additional definitions on waist to waist over the shoulder length, and torso.
— Notes on level of performance moved to informative Annex A.
— Clause 4 on ergonomics changed to basic health and ergonomic requirements and revised into
separate sub-sections: general (4.1), innocuousness (4.2), design (4.3) and comfort (4.4).
— Informative Annex C added on ergonomic features.
— Subclause 5.2 on colour fastness removed.
— Subclause 5.3 on cleaning renamed as washing and dry-cleaning (5.2) now includes reference to
standardised processes, including industrial washing.
— Strengthened provisions in 5.3 on dimensional change due to cleaning.
— The size designation system in Clause 6 was simplified with regard to intervals and ranges to allow
more freedom to obtain a better individual fit.
— Subclause 7.2 on specific marking amended to include qualification labelling for industrial laundry care.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1

situation which can be the cause of harm or damage to the health of the human body
Note 1 to entry: There are different general types of hazards, e. g. mechanical hazards, chemical hazards, cold
hazards, heat and/or fire hazards, biological agents hazards, radiation hazards. Certain types of these hazards
can, according to circumstances, derive from more specific hazards. Thus, a heat hazard can derive from contact
heat, radiant heat etc. for each of which there can be separate test methods.

Particular garments have been designed to give protection against the hazards encountered in specific types
of activities. Examples of such garments are aprons that provide protection against hand knives, trousers for
use with chainsaws, clothing for protection against chemicals, high visibility clothing and motorcycle rider’s
protective clothing.

4 Basic health and ergonomic requirements
4.1 General
In the following paragraphs some basic health and ergonomic requirements are stated that are relevant
for many types of protective clothing.

Protective clothing shall be designed and manufactured as follows.

4.2 Innocuousness
Protective clothing shall not adversely affect the health or hygiene of the user. The materials shall not, in
the foreseeable conditions of normal use, release substances generally known to be toxic, carcinogenic,
mutagenic, allergenic, toxic to reproduction or otherwise harmful.

NOTE 2 Guidance on how to consider acceptability of materials in protective clothing is given in the flow chart
in informative Annex B (Figure B.1).
The following list of documents is given for information and as examples of documents to be examined:
— Information supplied by the manufacturer could include evidence-based information confirming
that the product does not contain any substances at levels that are known or suspected to adversely
affect user hygiene or health,
— Materials specifications,
— Safety data sheets relating to the materials,
— Information relating to the suitability of the materials for use with food, in medical devices, or other
relevant applications,
— Information relating to toxicological, allergenic, carcinogenic, toxic to reproduction or mutagenic
investigations on the materials,
— Information relating to ecotoxicological and other environmental investigations on the materials.
Materials should be selected to minimize the environmental impact of the production and disposal of
protective clothing (see also Annex F).
The examination shall determine whether the claim that the materials are suitable for use in the protective
clothing or protective equipment is justified. Particular attention shall be paid to the presence of plasticisers,
unreacted components, heavy metals, impurities and the chemical identity of pigments and dyes.
Each layer of material of the protective clothing shall comply with the following requirements:
a) Chromium VI content in leather clothing shall not exceed 3 mg/kg according to ISO 17075.
b) All metallic materials which could come into prolonged contact with the skin (e.g. studs, fittings)
shall have a release of nickel of less than 0,5 µg/cm per week. The method of test shall be
according to EN 1811.
c) Protective clothing material shall have a value greater than pH3,5 and less than pH9,5. The test
method for leather shall be according to ISO 4045 and for textile materials according to ISO 3071.
d) Azo colorants which release carcinogenic amines listed in EN 14362-1 shall not be detectable by the
method in these standards.
4.3 Design
4.3.1 The design of protective clothing shall facilitate its correct positioning on the user and shall
ensure that it remains in place for the foreseeable period of use, taking into account ambient factors,
together with the movements and postures that the wearer could adopt during the course of work or
other activity. For this purpose, appropriate means, such as adequate adjustment systems or adequate
size ranges shall be provided so as to enable protective clothing to be adapted to the morphology of the
user. (See Annex C).
4.3.2 The design of protective clothing shall ensure that no parts of the body get uncovered by expected
movements by the wearer (e.g. a jacket should not rise above the waist when the arms are raised) if

this is defined in the specific standard. The specific standard for protective clothing shall contain test
criteria (for example: checking that the garment can be put on and taken off easily; that arm and knee
and bending movements are possible; that unprotected body areas do not appear during movements;
that there is an adequate overlap of jacket and trousers; that the manufacturers information is adequate
to explain the correct usage of the protective clothing). (See Annex C).
4.3.3 Where applicable, protective clothing design shall take into account other items of protective
clothing or equipment from the same manufacturer which must be worn to form an overall protective
ensemble. When two or more items are worn together, they should be compatible and each one shall
comply with its own standard. None of them has to reduce the performance of the other item(s) and
the appropriate level of protection should be provided at interface areas between those products, for
example in sleeve to glove, trousers to footwear, hood and respirator combinations. There may be other
combinations.
4.3.4 In each specific standard, a minimum mechanical property to assess the strength of a garment
shall be defined.
4.4 Comfort
4.4.1 Protective clothing shall provide users with a level of comfort consistent with the level of
protection required against the hazard which is present, the ambient conditions, the level of the user’s
activity, and the anticipated duration of use of the protective clothing.
Protective clothing shall not
— have rough, sharp or hard surfaces that irritate or injure the user;
— be so tight, loose and/or heavy so that it restricts normal movement (see Annex C).
4.4.2 Protective clothing that imposes significant ergonomic burdens such as heat stress, or is
inherently uncomfortable because of the need to provide adequate protection, shall be accompanied

Predgovor
Ta dokument (EN ISO 13688:2013) je pripravil tehnični odbor ISO/TC 94 Osebna varnost – varovalna
obleka in oprema v sodelovanju s tehničnim odborom CEN/TC 162 Varovalna obleka, vključno z zaščito
za dlani in roke, ter rešilni jopiči, katerega sekretariat vodi DIN.

Ta evropski standard mora dobiti status nacionalnega standarda bodisi z objavo istovetnega besedila
ali z razglasitvijo najpozneje januarja 2014. Do istega roka morajo biti razveljavljeni tudi morebitni
nasprotujoči nacionalni standardi.

Opozoriti je treba na možnost, da so lahko nekateri elementi tega dokumenta predmet patentnih pravic.
CEN [in/ali CENELEC] ni odgovoren za ugotavljanje posameznih ali vseh patentnih pravic.

Ta dokument nadomešča standard EN 340:2003.

Ta dokument je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko združenje za
prosto trgovino dala CEN, ter podpira bistvene zahteve direktive Evropske unije.

Razmerje med tem evropskim standardom in bistvenimi zahtevami Direktive EU
89/686/EGS
Ta evropski standard je bil pripravljen v okviru mandata, ki sta ga Evropska komisija in Evropsko
združenje za prosto trgovino dala CEN, da bi zagotovila sredstva za potrditev bistvenih zahtev Direktive
novega pristopa 89/686/EGS o približevanju zakonodaje držav članic v zvezi z osebno varovalno

Predgovor k mednarodnemu standardu

ISO (Mednarodna organizacija za standardizacijo) je svetovna zveza nacionalnih organov za standarde
(članov ISO). Mednarodne standarde po navadi pripravljajo tehnični odbori ISO. Vsak član, ki želi
delovati na določenem področju, za katerega je bil ustanovljen tehnični odbor, ima pravico biti zastopan
v tem odboru. Pri delu sodelujejo tudi mednarodne vladne in nevladne organizacije, povezane z ISO. V
vseh zadevah, ki so povezane s standardizacijo na področju elektrotehnike, ISO tesno sodeluje z
Mednarodno elektrotehniško komisijo (IEC).

Mednarodni standardi so pripravljeni v skladu s pravili iz 2. dela Direktiv ISO/IEC.

Glavna naloga tehničnih odborov je priprava mednarodnih standardov. Osnutki mednarodnih
standardov, ki jih sprejmejo tehnični odbori, se pošljejo vsem članom v glasovanje. Za objavo
mednarodnega standarda je treba pridobiti soglasje najmanj 75 odstotkov članov, ki se udeležijo
glasovanja.
Opozoriti je treba na možnost, da so lahko nekateri elementi tega dokumenta predmet patentnih pravic.
ISO ni odgovoren za ugotavljanje posameznih ali vseh patentnih pravic.

Standard ISO 13688 je pripravil tehnični odbor ISO/TC 94 Osebna varnost – varovalna obleka in
oprema, pododbor SC 13 Varovalna obleka, v sodelovanju s tehničnim odborom CEN/TC 162 Varovalna
obleka, vključno z zaščito za dlani in roke, ter rešilni jopiči.

Ta druga izdaja razveljavlja in nadomešča prvo izdajo (ISO 13688:1998), ki je bila tehnično revidirana
in vsebuje naslednje spremembe:

‒ v področje uporabe tega standarda je bila dodana izjava, da naj bi se ta mednarodni standard (in
piktogram) uporabljal skupaj z drugim standardom za proizvod;

‒ dodani sta definiciji za dolžino od ravnine pasu preko ramena nazaj do ravnine pasu in za trup;

‒ opombe o ravni učinkovitosti so prestavljene v dodatek A;

‒ točka 4 o ergonomiji je spremenjena v osnovne zdravstvene in ergonomske zahteve in revidirana
v posamezne podrazdelke: splošno (4.1), neškodljivost (4.2), načrtovanje (4.3) in udobnost (4.4);

‒ informativnemu dodatku C so dodane ergonomske lastnosti;

‒ podtočka 5.2 o obstojnosti barv je odstranjena;

‒ podtočka 5.3 o čiščenju je preimenovana v "pranje in suho čiščenje" (5.2) ter zdaj vsebuje
sklicevanje na standardizirane procese, vključno z industrijskim pranjem;

‒ določila v podtočki 5.3 o spremembah mer zaradi čiščenja so natančnejša;

‒ sistem označevanja velikosti v točki 6 je poenostavljen glede intervalov in razponov ter dovoljuje
več svobode za boljše posamezno prileganje;

‒ podtočka 7.2 o posebnih oznakah je spremenjena in vključuje kvalifikacijsko označevanje za
industrijsko nego perila;
‒ informativnemu dodatku B (diagram poteka) je dodana sprejemljivost materialov;

‒ informativnemu dodatku F so dodani okoljski vidiki.

Uvod
Ta mednarodni standard je referenčni standard, na katerega se po potrebi sklicujejo posebni standardi.
Ta mednarodni standard ni namenjen samostojni uporabi, temveč se uporablja samo skupaj z drugim
standardom, ki vsebuje zahteve za določeno učinkovitost proizvoda, ki zagotavlja varovanje.

Varovalna obleka – Splošne zahteve

1 Področje uporabe
Ta mednarodni standard določa splošne zahtevane lastnosti glede ergonomije, neškodljivosti,
označevanja velikosti, staranja, združljivosti in oznak varovalnih oblek ter določa informacije, ki jih mora
proizvajalec priložiti varovalnim oblekam.

Ta mednarodni standard ni namenjen samostojni uporabi, temveč se uporablja samo skupaj z drugimi
standardi, ki vsebujejo zahteve za določene varovalne lastnosti.

2 Zveze s standardi
Za uporabo tega dokumenta so nujni naslednji referenčni dokumenti. Pri datiranih sklicevanjih se
uporablja samo navedena izdaja. Pri nedatiranih sklicevanjih se uporablja zadnja izdaja referenčnega

nevarnosti lahko v povezavi z okoliščinami izhajajo iz bolj specifičnih nevarnosti. Tako lahko nevarnost zaradi
vročine izhaja iz prenosa toplote, toplotnega sevanja itd., pri čemer je lahko za vsako nevarnost na voljo posebna
preskusna metoda.

Določena oblačila so načrtovana tako, da varujejo pred nevarnostmi, do katerih pride pri posameznih dejavnostih.
Primeri takih oblačil so predpasniki, ki varujejo pred ročnimi noži, hlače, ki se nosijo pri uporabi verižnih žag,
obleke za zaščito pred kemikalijami, dobro vidne obleke in varovalne obleke za voznike motornih koles.

4 Osnovne zdravstvene in ergonomske zahteve

4.1 Splošno
V naslednjih odstavkih so navedene nekatere osnovne zdravstvene in ergonomske zahteve, ki so
pomembne za številne vrste varovalnih oblek.

OPOMBA: Za splošna ergonomska načela, ki jih je treba uporabljati pri načrtovanju in določanju osebne varovalne opreme,
glej standard EN 13921.[7]
Varovalne obleke je treba načrtovati in izdelati na naslednji način.

4.2 Neškodljivost
Varovalna obleka ne sme škodljivo vplivati na zdravje ali higieno uporabnika. Materiali v pričakovanih
razmerah običajne uporabe ne smejo sproščati snovi, ki so splošno znano toksične, karcinogene,
mutagene, alergene, toksične za reprodukcijo ali drugače škodljive.

OPOMBA 1: Informacije o razvrščanju in prepoznavanju škodljivih snovi je mogoče najti npr. pod točko [9] v Literaturi.

OPOMBA 2: Navodilo, kako presoditi sprejemljivost materialov v varovalnih oblekah, je podano v diagramu poteka v
informativnem dodatku B (slika B.1).

Naslednji informativni seznam dokumentov služi kot primer dokumentov, ki jih je treba preučiti:

‒ informacije, ki jih zagotovi proizvajalec, lahko vključujejo informacije, pridobljene na podlagi
dokazov, ki potrjujejo, da proizvod ne vsebuje nobenih snovi v količini, za katero je znano ali se
sumi, da škodljivo vpliva na uporabnikovo higieno ali zdravje,

‒ specifikacije materiala,
‒ varnostni listi v zvezi z materiali,

‒ informacije v zvezi s primernostjo materialov za uporabo z živili, v medicinskih pripomočkih ali za
drugo ustrezno uporabo,
‒ informacije v zvezi s toksičnostjo, alergenostjo, karcinogenostjo, toksičnim vplivom na reprodukcijo
ali mutagenskimi preiskavami materiala,

‒ informacije v zvezi z ekotoksikološkimi in drugimi okoljskimi preiskavami materialov.

Materiali naj bodo izbrani tako, da je vpliv na okolje zaradi proizvodnje in odstranjevanja varovalnih
oblačil čim manjši (glej tudi dodatek F).

S pregledom je treba ugotoviti, ali je upravičena trditev, da so materiali primerni za uporabo v varovalnih
oblekah in opremi. Posebno pozornost je treba nameniti prisotnosti mehčal, nereagiranih komponent,
težkih kovin, nečistoč ter kemijski identiteti pigmentov in barvil.

Vsaka plast materiala varovalne obleke mora biti v skladu z naslednjimi zahtevami:

a) vsebnost kroma IV v usnjenih oblačilih ne sme presegati 3 mg/kg po ISO 17075;

b) sproščanje niklja pri vseh kovinskih materialih, ki bi lahko bili dalj časa v stiku s kožo (npr. gumbi,
spojniki), mora biti manjše kot 0,5 µg/cm na teden. Preskusna metoda mora biti v skladu z
EN 1811;
c) material varovalne obleke mora imeti vrednost pH večjo od 3,5 in manjšo od 9,5. Preskusna metoda
mora biti za usnje v skladu z ISO 4045, za tekstilije pa v skladu z ISO 3071;

d) azo barvil, ki sproščajo karcinogene amine, navedene v EN 14362-1, ne sme biti mogoče zaznati
z metodo v teh standardih.
4.3 Načrtovanje
4.3.1 Načrtovanje varovalnih oblek mora olajšati pravilen položaj obleke na uporabniku in zagotoviti,
da obleka ostane na mestu v predvidenem obdobju uporabe ob upoštevanju okoljskih dejavnikov ter
morebitnega gibanja in drže nosilca med delom ali drugo dejavnostjo. Zato je treba zagotoviti primerna
sredstva, npr. ustrezna sredstva za prilagajanje ali ustrezne razpone velikosti, da je varovalne obleke
mogoče prilagoditi morfologiji uporabnika (glej dodatek C).

4.3.2 Načrtovanje varovalne obleke mora zagotavljati, da se noben del telesa ne razkrije zaradi
pričakovanih gibov nosilca (npr. delovni jopič naj se ne dvigne nad pas, ko so roke dvignjene), če je tako
opredeljeno v posebnem standardu. Posebni standard za varovalne obleke mora vsebovati preskusna
merila (npr. preverjanje, da je oblačilo mogoče obleči in sleči brez težav; da je mogoče premikati roke
in kolena ter jih upogibati; da se med gibanjem ne pojavijo nezaščiteni deli telesa; da se jopič in hlače
dovolj prekrivajo; da so podatki proizvajalca dovolj podrobni, da je z njimi mogoče ustrezno razložiti
pravilno uporabo varovalne obleke). (Glej dodatek C).

4.3.3 Kjer je to ustrezno, je treba pri načrtovanju varovalne obleke upoštevati druge elemente varovalne
obleke ali opreme istega proizvajalca, ki jih je treba nositi za celovito zaščito. Kadar je treba nositi dva
elementa ali več, naj bodo ti združljivi in vsak posebej mora biti v skladu s svojim standardom. Noben
element ne sme zmanjšati učinkovitosti drugega(-ih) elementa(-ov) in zagotovljena naj bo ustrezna
stopnja zaščite na stičnih območjih teh izdelkov, na primer med rokavom in rokavico, hlačami in obutvijo,
masko in respiratorjem. Mogoče so lahko tudi druge kombinacije.

4.3.4 V vsakem posebnem standardu je treba opredeliti minimalne mehanske lastnosti za oceno
trdnosti oblačila.

4.4 Udobnost
4.4.1 Varovalne obleke morajo uporabnikom zagotavljati določeno raven udobnosti, ki je skladna s
stopnjo zaščite, potrebno za prisotno nevarnost, okoljskimi razmerami, ravnjo uporabnikove dejavnosti
in pričakovanim trajanjem uporabe varovalne obleke.

Varovalne obleke ne smejo:
‒ imeti grobih, ostrih ali trdih površin, ki dražijo ali poškodujejo uporabnika,

‒ biti tako ozke, ohlapne in/ali težke, da omejujejo normalno gibanje (glej dodatek C).

4.4.2 Za varovalne obleke, ki jih narekujejo znatne ergonomske obremenitve, kot je izpostavljenost
vročini, ali imajo neudoben kroj zaradi zagotavljanja ustreznega varovanja, morajo biti v priloženih
informacijah, ki jih zagotovi proizvajalec, navedeni posebni nasveti ali opozorila. Podati je treba
konkretne nasvete, koliko časa lahko traja nošenje oblek pri neprekinjeni in predvideni uporabi.

5 Staranje
5.1 Splošno
Ta mednarodni standard obravnava samo spremembe mer zaradi čiščenja, ki vplivajo na učinkovitost
obleke in čitljivost oznak (glej 5.3).

5.2 Pranje in suho čiščenje
Čiščenje mora biti v skladu z navodili proizvajalca in mora temeljiti na standardiziranih procesih. Če
število čistilnih ciklov ni določeno, jih je treba izvesti pet. To mora biti navedeno v informacijah, ki jih
zagotovi proizvajalec.
