This European Standard defines grades of paper and board for recycling used as raw material for recycling in the manufacture of paper and board products in the paper industry.
This European Standard also specifies tolerances for unwanted materials as well as the composition of paper and board for recycling. Unusable materials (prohibited and unwanted materials) are clearly defined for all people involved in the management of paper and board for recycling.

This document (EN 643:2014) has been prepared by Technical Committee CEN/TC 172 “Pulp, paper and
board”, the secretariat of which is held by DIN.
This European Standard shall be given the status of a national standard, either by publication of an identical
text or by endorsement, at the latest by July 2014 and conflicting national standards shall be withdrawn at the
latest by July 2014.
Attention is drawn to the possibility that some of the elements of this document may be the subject of patent
rights. CEN [and/or CENELEC] shall not be held responsible for identifying any or all such patent rights.
This document supersedes EN 643:2001.
With regard to EN 643:2001, the following changes have been made:
a) due to fundamental changes in waste legislation, the classification of grades has to be adapted (see
introduction);
b) the terminology has been modified to be in accordance with the use of the product for paper recycling;
c) introduction in the classification tables of two new columns, one specifying the limits for non-paper
components, and one specifying the limits of unwanted material;
d) addition of “Bibliography”;
e) editorial updating.

Introduction
This document, the European list of standard grades of paper and board for recycling, is intended to be used
by industry professionals, organisations and individuals with an interest in the paper-recycling sector. It is
intended to assist them in the buying and selling of these raw materials, which are intended for recycling by
the paper and board industry without the need of additional sorting prior to use at a paper mill.
The definition for ‘prohibited materials' and the limits for non-paper components provide guidance and support
for Customs and Excise Officers who are required to differentiate these raw materials from waste in the
context of supranational legislation on the control of waste shipments.
Furthermore, it is recommended that this document is used at all national levels in all official reports and in the
day-to-day operation of companies. It secures the quality of the supply of paper and board for recycling to the
paper mills through responsible sourcing of the paper industry's raw materials.
The major criterion is the use of the product for paper recycling. To take account of this criterion, the English
terminology of EN 643 has been amended by substituting the term “Recovered paper and board” by “Paper
and board for recycling” in the title and throughout the document.
The revision of EN 643 coincides with a fundamental change in waste legislation. The Waste Framework
Directive (Directive 2008/98/EC [5]) introduces a procedure for defining End-of-Waste (EoW) criteria, which a
given waste stream need to fulfil in order to cease to be waste.
The End-of-Waste criteria require compliance with EN 643, the provision of information on material that has
ceased to be waste and the implementation of a quality management system.
It should be pointed out that the code numbers used to denote specific grades are not consecutive, as some
grades have lost their importance in recent years. This affects grades 1.08, 1.10, 2.09 and 3.07. Wherever
possible, the classification of grades was not changed compared to the previous version of this standard.
Finally, a limit for non-paper components is set for every grade, typically below 1,5 %, weight by weight. Much
effort was given to the definition of tolerance levels for non-paper components and unwanted materials. The
definition of tolerance levels reduces the need for individual agreements between buyer and supplier.
However, specific agreements between individual buyers and suppliers may be used. Higher tolerances lead
to non-standard grades.
This document has been prepared and supported by the following European organisations:

1 Scope

2 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
2.1
paper and board for recycling
natural fibre based paper and board suitable for recycling and consisting of
— paper and board in any shape,
— products made predominately from paper and board, which may include other constituents that cannot be
removed by dry sorting, such as coatings and laminates, spiral bindings, etc.
2.2
prohibited materials
any materials which represent a hazard for health, safety and environment, such as medical waste,
contaminated products of personal hygiene, hazardous waste, organic waste including foodstuffs, bitumen,
toxic powders and similar

non-paper components
any foreign matter in paper and board for recycling, which is not a constituent part of the product and can be
separated by dry sorting, such as:
— metal;
— plastic;
— glass;
— textiles;
— wood;
— sand and building materials;
— synthetic materials

3 Group classification
Paper and board for recycling is classified as follows:
— Group 1: Ordinary grades;
— Group 2: Medium grades;
— Group 3: High grades;
— Group 4: Kraft grades;
— Group 5: Special grades.
4 Grade identification
Grades of paper and board for recycling have been systematically numbered according to a numerical code
system as follows:

Evropski standard EN 643:2014 je pripravil tehnični odbor Evropskega komiteja za standardizacijo
CEN/TC 172 Vlaknine, papir, karton in lepenka. Slovenski standard SIST EN 643:2014 je prevod
evropskega standarda EN 643:2014. V primeru spora glede besedila slovenskega prevoda v tem
standardu je odločilen izvirni evropski standard v enem izmed treh uradnih jezikov CEN. Slovensko

Predgovor
Dokument (EN 643:2014) je pripravil tehnični odbor CEN/TC 172 Vlaknine, papir, karton in lepenka,
katerega sekretariat deluje v okviru DIN.

Ta evropski standard mora dobiti status nacionalnega standarda bodisi z objavo istovetnega besedila
ali z razglasitvijo najpozneje do julija 2014, nasprotujoče nacionalne standarde pa je treba umakniti
najpozneje do julija 2014.
Opozoriti je treba na možnost, da so lahko nekateri deli tega dokumenta predmet patentnih pravic.
CEN (in/ali CENELEC) ne prevzemata odgovornosti za identifikacijo katerihkoli ali vseh takih patentnih
pravic.
Ta dokument nadomešča EN 643:2001.

V zvezi z vsebino EN 643:2001 je bilo spremenjeno naslednje:
• zaradi osnovnih sprememb v zakonodaji o odpadkih je uvedena nova klasifikacija posameznih
vrst papirja, kartona in lepenke (glej uvod);
• spremenjena je terminologija, ki je usklajena z uporabo izdelkov, primernih za recikliranje papirja;
• predstavitve v klasifikacijskih preglednicah so dopolnjene z dvema novima lastnostma; ena specificira
mejne vrednosti za nepapirne sestavine, druga določa mejne vrednosti za neželene materiale;
• dodana je »Literatura«;
• uredniška posodobitev.
Skladno z notranjimi predpisi CEN/CENELEC morajo ta evropski standard obvezno uvesti nacionalne
organizacije za standarde naslednjih držav: Avstrije, Belgije, Bolgarije, Hrvaške, Cipra, Češke
republike, Danske, Estonije, Finske, Nekdanje jugoslovanske republike Makedonije, Francije, Nemčije,

Uvod
Ta dokument, Seznam evropskih standardnih vrst papirja, kartona in lepenke za recikliranje, je
namenjen za uporabo strokovnjakom v industriji, organizacijam in posameznikom, ki sodelujejo na
področju recikliranja papirja. Namenjen je za pomoč vsem v postopkih nakupa in prodaje te vrste
surovine, ki je namenjena recikliranju v proizvodnji papirja, kartona in lepenke, brez potrebe po
nadaljnjem sortiranju pred uporabo v papirnicah.

Definicija za »prepovedane materiale« in mejne vrednosti sestavin, ki niso iz papirja, zagotavljajo
smernice in podporo uradnikom v carini in pri trošarinah, ki morajo te vrste surovin razlikovati od
odpadkov v povezavi z nadnacionalno zakonodajo pri spremljanju in kontroli kakovosti posameznih
pošiljk odpadnih snovi.
Nadalje je uporaba tega dokumenta priporočljiva na vseh nacionalnih ravneh v vseh uradnih poročilih
pri vsakodnevnem delovanju podjetij. Zagotavlja kakovost pri preskrbi in nabavi papirja, kartona in
lepenke, primerne za recikliranje, v papirnicah preko dostopnih virov surovin za papirno industrijo.

Osnovno merilo je uporabnost izdelkov za recikliranje papirja. Pri upoštevanju tega merila je bila
spremenjena angleška terminologija standarda EN 643 pri nadomestitvi izraza »Papir, karton in
lepenka za predelavo« (Recovered paper and Board) z izrazom »Papir, karton in lepenka za
recikliranje« (Paper and Board for reycling) v naslovu in tudi v celotnem dokumentu.

Revizija EN 643 sovpada s temeljno spremembo zakonodaje o odpadkih. Okvirna direktiva o odpadkih
(Direktiva 2008/98/ES [5]) predstavlja postopke in merila za določitev končnega odpadka
(End-of-Waste, EoW), ki vključuje tudi spremljanje odpadka v celotnem obdobju, ko le-ta preneha biti
odpadek.
Merilo za končni odpadek (End-of-Waste, EoW) zahteva skladnost z EN 643 pri zagotavljanju celostne
informacije o materialih, ki so prenehali biti odpadek, in o izvajanju sistema spremljanja in vodenja
kakovosti.
Pri tem bi bilo treba opozoriti, da kodna številka, ki opisuje specifično vrsto, ni več sledljiva, če so
posamezne vrste izgubile pomembnost v zadnjih letih. Takšne vplivne vrste so 1.08, 1.10, 2.09 in
3.07. Klasifikacija posameznih vrst se v primerjavi s predhodno verzijo tega standarda ni spremenila,
kjerkoli je bilo to mogoče.
In nazadnje, mejne vrednosti za sestavine, ki niso iz papirja, so določene za vsako vrsto in so v večini
primerov nižje od 1,5 % masnega deleža. Veliko truda je bilo potrebno pri določevanju še dovoljenih
mejnih vrednostih za sestavine, ki niso iz papirja, in za neželene materiale. Opredelitev dovoljenih
mejnih vrednosti zmanjšuje potrebo po individualnih pogodbah oz. dogovorih med kupcem in
dobaviteljem, vendar se lahko uporablja poseben sporazum med posameznimi kupci in dobavitelji.
Višje dovoljene tolerančne mejne vrednosti privedejo do nestandardnih vrst.

1 Področje uporabe
Ta evropski standard opredeljuje vrste papirja, kartona in lepenke za recikliranje, ki se uporabljajo kot

papir, karton in lepenka za recikliranje na osnovi naravnih celuloznih vlaken, ki ga sestavljajo:
– papir, karton in lepenka v vseh oblikah,
– izdelki pretežno iz papirja, kartona in lepenke, ki lahko vključujejo druge sestavine, ki niso bile
odstranjene v postopku suhega sortiranja, kot so premazna sredstva in laminati, spiralne vezave
in podobno.
