Paints and varnishes - Determination of the overcoatability and recoatability of a coating (ISO 16927:2014)

ISO 16927:2014 specifies a method for testing the overcoatability and recoatability of unaged single-coat or multi-coat systems using a coating material which is intended for repairing damaged areas during or after installation.
Since the testing of overcoatability and recoatability can be conducted under different conditions, this International Standard only specifies one procedure and indicates the basic parameters.
The existing single-coat or multi-coat system is indicated as coating A and the new single-coat or multi-coat system as coating B. The same applies analogously for the respective coating material.

Overview

EN ISO 16927:2014 (ISO 16927:2014) specifies a laboratory method to determine the overcoatability and recoatability of unaged paint and varnish systems. The standard defines a single, harmonized test procedure and basic parameters for assessing whether an existing coating (referred to as coating A) will accept an additional coat of the same or a different product (coating B). It is intended for evaluating repair, maintenance and production overcoating situations where the coating has not been exposed to service stress (unaged).

Key topics and technical requirements

  • Scope: applies to unaged single-coat or multi-coat systems and to coating materials intended for repairing damaged areas during or after installation.
  • Terminology: clear definitions of recoatability (same material) and overcoatability (different material).
  • Sampling and preparation: follow ISO 15528 and ISO 1513 for representative sampling and panel preparation.
  • Surface preparation: lightly dry-grind 1/3 or 2/3 of test surfaces (400 grade abrasive paper); one third remains unground to compare effects of surface abrasion.
  • Application and drying/hardening: apply coating B immediately after cleaning; measure film thickness per ISO 2808. Drying examples may be reported (e.g. 20 min at 140 °C or 48 h at 23 °C/50% RH) as agreed.
  • Observations during recoating: record defects such as swelling, lifting, rippling, wetting defects, and colour changes, noting the time of first occurrence.
  • Post-drying tests: conduct a battery of tests on ground and unground areas, including:
    • Cross-cut adhesion (ISO 2409)
    • Buchholz indentation (ISO 2815)
    • Cupping/flexibility (ISO 1520)
    • Gloss measurement (ISO 2813)
    • Colour comparison (ISO 3668)
  • Evaluation: compare results with panels having only one coating to determine acceptability.
  • Test report: must document coating IDs, substrate and pretreatment, processing and drying conditions, film thicknesses, observed defects and timing, and test results.

Applications and users

  • Practical uses: quality control during production, specification of overcoating systems, repair and maintenance validation, and contractor–client communication about recoating compatibility.
  • Typical users: paint manufacturers, coating formulators, specification writers, contractors, testing laboratories, and asset owners in sectors such as construction, marine, industrial equipment and infrastructure.

Related standards

EN ISO 16927 references and uses several normative test methods for sampling, panel preparation and evaluation:

  • ISO 1513, ISO 1514, ISO 1520, ISO 2409, ISO 2808, ISO 2813, ISO 2815, ISO 3668, ISO 9117-5, ISO 15528

This standard helps ensure consistent assessment of overcoatability and recoatability, improving decision-making for coating selection, repair procedures and maintenance planning.
