(Main)Safety of machinery - Guidance for the drafting of the noise clauses of safety standards
Safety of machinery - Guidance for the drafting of the noise clauses of safety standards
This European Standard gives guidance on how to deal with noise in type C-Standards where noise is identified as a significant hazard (see 4.5 of EN 292-1:1991). As such, this European Standard supplements the rules given in EN 414:1992. The exact way that noise is dealt with for a particular type of machinery will depend on the structure of the type C-Standards and is the responsibility of the type C-Standard Technical Committees.

Overview
EN 1746:1998 - Safety of machinery: Guidance for the drafting of the noise clauses of safety standards - is a CEN European Standard that provides guidance on how to address machine noise in type C-Standards when noise is identified as a significant hazard (see EN 292-1:1991). EN 1746:1998 supplements the rules given in EN 414:1992, helping Technical Committees draft consistent, practical noise clauses within sector- or machine-specific (type C) safety standards.
Key Topics
EN 1746:1998 focuses on practical guidance rather than prescriptive measurements. Key topics covered or clarified include:
- Identification of noise as a significant hazard in the risk assessment process (linked to EN 292-1:1991).
- Principles for drafting noise clauses in type C-Standards so requirements are clear and usable.
- Relationship and consistency with existing rules and principles in EN 414:1992.
- Consideration of the structure of type C-Standards: how clause placement and scope affect noise treatment.
- Roles and responsibilities: the type C-Standard Technical Committees are responsible for deciding how noise is addressed for particular machinery types.
- References to the general field of acoustic measurements and noise abatement (ICS 17.140.01) and the broader safety of machinery context (ICS 13.110).
Applications
EN 1746:1998 is intended for use by organizations and professionals involved in the development, assessment and application of machinery safety standards:
- Standards developers and CEN Technical Committees drafting type C-Standards for specific machinery types.
- Safety engineers and compliance officers who interpret noise-related clauses when assessing conformity and risk.
- Manufacturers and design teams using type C-Standards to design, test and document noise mitigation and user information.
- Test laboratories and certification bodies that reference standardized clause wording for reporting and conformity assessment.
- Policy makers and regulators seeking alignment between machine-specific safety standards and general noise-safety principles.
Related Standards
- EN 292-1:1991 (risk assessment and identification of significant hazards)
- EN 414:1992 (rules for the drafting of safety standards)
- Other machine-specific type C-Standards where noise is addressed
EN 1746:1998 helps ensure consistent, clear, and practical noise clauses in machinery safety standards, improving harmonization across standards and supporting effective noise abatement and user protection.
