Overview
EN 15947-2:2022 is the CEN European standard that defines categories and types of fireworks for pyrotechnic articles in Categories F1, F2 and F3 (as referenced in Directive 2013/29/EU). The standard gives formal descriptions of individual firework types, establishes a system for categorizing articles into category F1, and lists which types are eligible or excluded for each category. It was approved in October 2022 and supersedes EN 15947-2:2015.
Key topics and requirements
- Scope and applicability
- Covers fireworks of categories F1, F2 and F3 and specifies which individual types are applicable for each category (for example: Bengal flame - F1/F2/F3; rocket - F2/F3; hand‑held sparkler - F1/F2; wheel - F2/F3).
- Detailed type descriptions
- Table 2 provides descriptions of construction and principal effects (e.g., battery, fountain, mine, Roman candle, flash banger, senko‑hanabi).
- Categorization rules for F1
- Lists types that can and shall not be placed in F1.
- Provides a decision procedure (Table 1) with sequential questions (e.g., resemblance to toys/food, sound level, projection of debris, lift height) to determine if a new type may be classed as F1.
- Cross‑references and compliance
- Normative links to related parts of the EN 15947 series for terminology (Part 1), labelling (Part 3), test methods (Part 4) and construction/performance requirements (Part 5).
- Informative Annex ZA maps the standard to essential safety requirements of Directive 2013/29/EU.
Practical applications and users
- Manufacturers & designers: classify new products correctly, design constructions that meet category limits, and prepare technical documentation for CE marking.
- Conformity assessment bodies / test laboratories: apply the type definitions and the F1 decision procedure during testing and certification.
- Importers & distributors: verify that purchased fireworks are correctly categorized (F1/F2/F3) and labelled per EN 15947 series.
- Regulators & safety officers: adopt consistent definitions in national enforcement, procurement and public safety guidance.
- Retailers & event organisers: understand permitted consumer products and safe use limitations tied to categories.

The EN 15947-2:2022 standard provides a comprehensive framework for the categorization and type classification of pyrotechnic articles, specifically focusing on fireworks in categories F1, F2, and F3. This document is essential for manufacturers, suppliers, and regulatory bodies involved in the production and distribution of fireworks, ensuring compliance with the legal obligations set forth by Directive 2013/29/EU. One of the key strengths of the EN 15947-2:2022 standard is its thorough description of various fireworks types. By establishing clear definitions and categorizations-such as the distinctions between aerial wheels, bangers, and fountains-the standard promotes a better understanding of the properties and safety requirements for each type of firework. This clarity is crucial for both industry professionals and consumers, as it aids in making informed decisions regarding the selection and use of fireworks. Moreover, the document's delineation of the specific categories-F1 for low-risk items suitable for the general public, F2 for intermediate risk items that may require some training, and F3 for high-risk items that are restricted to professional users-enhances safety. Such categorization ensures that the appropriate safety measures can be employed and that the risks associated with each type of firework can be adequately managed. The relevance of this standard extends beyond mere categorization; it serves as a key reference point for compliance with international and national regulations. The connection to Directive 2013/29/EU underlines the importance of standardization in fostering uniform safety measures across borders, thereby protecting consumers and ensuring responsible usage of fireworks. In summary, the EN 15947-2:2022 standard solidifies its importance in the fireworks industry by providing a detailed system for categorization that enhances safety, promotes compliance, and ensures that all parties involved have a clear understanding of the different fireworks types. Its structured approach to categorizing fireworks marks a significant advancement in maintaining safety and regulatory adherence within the pyrotechnic sector.
