This European Standard is applicable to top devices of tank wagons used for liquid substances of RID carried in the liquid state and able to be top filled and emptied. Safety functions of these devices are subject to RID requirements and not described in this document.
This European Standard specifies the type of equipment which is fitted on the top of such tank wagons and the important dimensions for their connections.
This European Standard applies to new tank wagons built after the 1st January 2010.

EN 12561-4:2011 - Railway applications - Tank wagons - Part 4: Devices for top filling and emptying of liquid products - is a CEN standard that specifies the types of equipment and key connection dimensions for top-mounted filling and emptying devices on tank wagons carrying liquids under RID. The standard applies to new tank wagons built after 1 January 2010. Note: safety functions for these devices are governed by RID and are not described in this document.

- All openings must accept seals; a 15 mm hole is required for customs seals.
- Minimum equipment specified
- Dip pipe: DN 80 on nozzle DN 150 (for emptying through the dip pipe).
- Air/vapour connection: DN 50 to DN 80.
- Filling/spare nozzle: DN 150 to DN 300.
- Flange and connection standards
- Flange connection dimensions per ISO 7005-1:1992 PN 10 series, face A or face B.
- Dimensional tolerances per EN ISO 286-1.
- Blind flanges and identification
- Blind flanges must have a handle (horizontal or vertical arrangement).
- Where blind flanges are not preceded by a valve, splash rings are required. Internal diameters: DN 50 → 170 mm; DN 80 → 205 mm; DN 150 → 285 mm; DN 300 → 455 mm.
- Blind flanges shall be painted: red for dip pipe and blue for air/vapour connection.
- Manhole and positioning
- Manhole location per EN 12561-6, positioned on the top centre line and near the tank midline.
- If an internal bottom valve exists, the manhole’s vertical projection must be at least 100 mm away from any part of that valve.
- Equipment positioning and centre-to-centre distances are defined (see standard figures).
