Overview
ASTM F3098-16: Standard Guide for Training of Non-Wilderness Land Search Team Member establishes the minimum requirements for the training of individuals involved in non-wilderness land search operations. Developed by ASTM International, this guide focuses on equipping search team members with the necessary knowledge, skills, and abilities to operate effectively in urban, suburban, and other non-wilderness environments. The guide provides a foundational framework for agencies or authorities having jurisdiction (AHJ) to assess, develop, or evaluate training programs and ensure personnel readiness for non-wilderness land search missions.
Key Topics
Scope of Application
This standard applies to land search operations conducted in non-wilderness areas, such as urban zones or disaster sites where supporting infrastructures may be compromised. It does not apply to wilderness searches or specialized environments like collapsed structures, water, confined spaces, or underground scenarios.Minimum Knowledge, Skills, and Abilities
The guide outlines fundamental competencies required for non-wilderness land search team members. These include familiarity with incident command, basic first aid and CPR, legal considerations (such as privacy and evidence handling), safe field operations, communication protocols, and map reading.Training Requirements
The AHJ sets the specifics of depth and detail in training to meet their operational needs. The guide emphasizes practical demonstration of skills, including annual assessments of both medical and physical fitness, basic GPS literacy, and hazard awareness.Limitations
Team members trained solely to this standard are not qualified to perform rescue, assume leadership roles, operate in wilderness or technical environments, or participate in helicopter or swift water operations without additional training.Evaluation of Training Programs
ASTM F3098-16 serves as a benchmark for evaluating existing training documents or programs. It can be used by AHJs to certify that training content addresses all required topic areas.
Applications
ASTM F3098-16 is designed for:
Public Safety and Emergency Management Agencies
City, county, and state agencies can use this guide to standardize the training and qualification of search personnel tasked with finding missing persons in non-wilderness settings.Search and Rescue Organizations
Volunteer and professional SAR organizations adopt this standard to ensure their teams meet industry-recognized competencies for non-wilderness land search.Assessment and Program Development
The guide is a valuable resource for creating or updating training curricula, and for assessing the effectiveness and completeness of existing training solutions.Interagency Coordination
By referencing a consistent standard, multiple organizations working together during search missions can more readily ensure all team members meet essential baseline qualifications.
Related Standards
For a holistic search and rescue training program, ASTM F3098-16 is typically used in conjunction with supportive standards, including:
- ASTM F1633: Guide for Techniques in Land Search
- ASTM F1767: Guide for Forms Used for Search and Rescue
