Overview

ASTM F3193-16: Standard Guide for Training of a Land Search and Rescue Team Leader provides a structured framework for establishing the minimum knowledge, skills, and abilities required for individuals to perform as effective Land Search and Rescue (SAR) Team Leaders. Developed by ASTM International, this standard is intended for organizations, authorities having jurisdiction (AHJs), and individuals involved in land search and rescue operations. It applies to operations on the surface of the land, including urban or disaster areas that may be isolated or have lost critical infrastructure, but excludes technical terrain, rope, water, confined space, and underground rescues.

Key Topics

The standard covers essential requirements for the training and evaluation of land SAR team leaders, focusing on competencies necessary for mission success and safe operations. Key areas include:

  • Training Requirements: Outlines general and field knowledge, skills, and abilities for land SAR team leaders, including leadership, safety, communications, and rescue operations.
  • Responsibility of the AHJ: The AHJ is responsible for determining the depth, detail, and method of training and qualification beyond the minimum outlined in this guide.
  • Application Limitations: Applicable to non-technical terrain only. Does not qualify leaders for rope, water, confined space, or mountain rescues without appropriate additional endorsements.
  • Leadership and Decision-Making: Focus on team leader responsibilities, situational awareness, team management, and delegation of tasks.
  • Personal Fitness and Safety: Recommends annual verification of medical and physical fitness per AHJ standards. Emphasizes the importance of personal protective equipment (PPE).
  • Rescue Skills and Patient Management: Includes litter transport, hazard recognition, patient care considerations during extended transports, and helicopter ground support.
  • Documentation and Communication: Emphasizes clear radio and incident communications, use of standard ICS forms, and maintaining critical certifications such as CPR and first aid.

Applications

ASTM F3193-16 is designed to be used in several practical ways:

  • Evaluating Training Programs: Organizations can use this standard to ensure their team leader training includes all essential topics and skills outlined by ASTM International.
  • Personnel Qualification: Ensures that any individual designated as a Land SAR Team Leader meets nationally recognized minimum requirements for knowledge and proficiency.
  • Operational Guidance: Helps SAR organizations maintain consistency and reliability in the field by standardizing leader competencies.
  • Customization to Local Needs: AHJs can supplement the standard with additional requirements to address specific regional or operational challenges.
  • Certification Maintenance: Encourages ongoing competency verification through periodic fitness, skills demonstration, and renewal of first aid and CPR certifications.
  • Program Evaluation: Serves as a benchmark for reviewing books, training courses, or documents aiming to support the development or evaluation of SAR team leaders.

Related Standards

ASTM F3193-16 references and aligns with several other important ASTM standards and guides that support comprehensive search and rescue operations, including:

  • ASTM F2209 – Guide for Training of Land Search Team Member
  • ASTM F2751 – Guide for Training of a Land Search and Rescue Team Member
  • ASTM F2685 – Guide for Training of a Land Search Team Leader
