This draft European standard specifies the essential safety requirements applicable to the design and construction of reaction moulding machines and plants.
The significant and specific hazards are listed in Annex A and are dealt with in this draft European standard.
This draft European standard does not cover the hazards related to the cutting unit (see EN 14886:2008).
This draft European standard does not cover the requirements for the design of exhaust systems.
This draft European standard does not cover the hazards arising from the assembly of separate units not supplied at the same time by the same manufacturer.
This draft European standard applies to reaction moulding machines and plants manufactured after its date of publication.
Reaction moulding machines usually do not produce explosive atmospheres. Where materials are processed, which may cause an explosive atmosphere, the Directive 94/9/EC on the Equipment intended for use in Potentially Explosive Atmospheres (ATEX) should be applied. Explosion hazards are not dealt with in this document.

Dieses Dokument legt die wesentlichen Sicherheitsanforderungen für die Konstruktion und den Bau von Reaktionsgießmaschinen und -anlagen, wie in 3.1 und 3.2 definiert, fest.

Dieses Dokument gilt nicht für Reaktionsgießmaschinen und -anlagen, die vor dem Datum ihrer Veröffentlichung hergestellt wurden.
ANMERKUNG   Reaktionsgießmaschinen erzeugen üblicherweise keine explosionsfähigen Atmosphären. This document (EN 1612:2019) has been prepared by Technical Committee CEN/TC 145 “Plastics and
rubber machines”, the secretariat of which is held by UNI.
This European Standard shall be given the status of a national standard, either by publication of an
identical text or by endorsement, at the latest by April 2020, and conflicting national standards shall be
withdrawn at the latest by April 2020.
Attention is drawn to the possibility that some of the elements of this document may be the subject of
patent rights. CEN shall not be held responsible for identifying any or all such patent rights.
This document will supersede EN 1612-1:1997+A1:2008.
In comparison with the previous edition, the following technical modifications have been made:
— clarification that reaction moulding machines and plants are dealt with;
— revised type-A and type-B standards are taken into account;
— list of significant hazards moved into an informative annex;
— the performance levels of safety related parts of control systems are specified in accordance with
EN ISO 13849-1:2015;
— technical specifications for moulding and transport equipment safeguarding are given;
— technical specifications for positioning of the emergency stop devices are given;
— the annex for noise measurement and declaration has been revised.
This document has been prepared under a mandate given to CEN by the European Commission and the
European Free Trade Association, and supports essential requirements of EU Directives.

Introduction
This document is a type-C standard as stated in EN ISO 12100:2010.
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance etc.)
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the Scope of this document.
When requirements of this type-C standard are different from those which are stated in type-A or type-B
standards, the requirements of this type-C standard take precedence over the requirements of the other
standards for machines that have been designed and built according to the requirements of this type-C
standard.

1 Scope
This document specifies the essential safety requirements applicable to the design and construction of
reaction moulding machines and plants as defined in 3.1 and 3.2.
This document deals with all significant hazards, hazardous situations or hazardous events during all
phases of the machine life cycle (see EN ISO 12100:2010, 5.4), when reaction moulding machines and
plants are used as intended and under conditions of misuse that are reasonably foreseeable by the
manufacturer (see Annex A).
A reaction moulding machine begins at the working tank(s) and ends at the mixing head(s).
A reaction moulding plant begins at the working tank(s) and ends at the product shaping and transport
equipment or at the moulding equipment (see 3.6 and 3.7).
This document is not applicable to reaction moulding machines and plants manufactured before the date
of its publication.
NOTE Reaction moulding machines and plants usually do not produce explosive atmospheres. Where materials
are processed, which may cause an explosive atmosphere, the Directive 2014/34/EU on the Equipment intended
for use in Potentially Explosive Atmospheres (ATEX) can be applied.
Explosion hazards are not dealt with in this document.

4 Safety requirements and/or protective/risk reduction measures
4.1 General
Machinery shall comply with the safety requirements and/or protective/risk reduction measures of this
clause. In addition, the machine shall be designed according to the principles of EN ISO 12100:2010 for
relevant but not significant hazards, which are not dealt with by this document.
4.2 Start function
The start of an operation shall be possible only when all safeguards are in place and functional (see
EN 60204-1:2006, 9.2.5.2). The machine shall only be started by actuation of the start device provided
for that purpose.

4.3 Stop function
A normal stop command shall be provided to bring the machine to a stop. The normal stop command
shall function as a category 0 or 1 in accordance with EN 60204-1:2006, 9.2.2 and required Performance
level (PL ) = c EN ISO 13849-1:2015.

An additional operational stop that does not cut off the energy supply to the actuators may be installed
according to category 2 in accordance with EN 60204-1:2006, 9.2.2 and PL = b EN ISO 13849-1:2015 for
r
the movements which are enclosed by safeguards.
4.4 Restart function
An interruption or a failure of the power supply shall not result in a loss of safety function and restoration
of the energy supply shall not result in the automatic restarting of the machine (see EN ISO 12100:2010,
6.2.11.4 and 6.2.11.5).
4.5 Safety related parts of the control system
The safety related parts of the control system shall be in accordance with EN ISO 13849-1:2015. PL for

4.6 Crushing/impact hazards due to moving parts and/or units
4.6.1 Drive and power transmission
The access to moving parts of the drive and power transmission shall be prevented by enclosing guards
according to EN ISO 14120:2015. The openings in the guards shall comply with EN ISO 13857:2008,
Table 4.
4.6.2 Moulding, product shaping and transport equipment
The access to all the moving parts during production shall be prevented by distance guards in accordance
with EN ISO 13857:2008, Table 2 and Table 4 and EN ISO 14120:2015, in combination with one or more
of the following safeguards, in order to stop all dangerous movements if actuated:
— interlocking guards with or without guard locking in accordance with EN ISO 14119:2013; for
interlocked guards where full body access is possible, it shall be possible to open them from the inside
without the use of ancillary means;
— trip devices:
— electro-sensitive protective equipment in accordance with EN 61496-1:2013, type 2;
— pressure-sensitive protective mats in accordance with EN ISO 13856-1:2013;
— laser scanner in accordance with EN 61496-1:2013.
Interlocking guards without guard locking and trip devices shall be positioned in accordance with
EN ISO 13855:2010.
If full body access is possible a reset device according to EN ISO 13849-1:2015, 5.2.2 shall be installed to

If the safeguards shall be disabled for setting, a lockable mode selector in accordance with
EN ISO 12100:2010, 6.2.11.10 and EN 60204-1:2006, 9.2.3 and 9.2.4 shall be used in combination with
one of the following devices:
a) a two-hand control device in accordance with EN 574:1996+A1:2008 type IIIB and positioned in
accordance with EN ISO 13855:2010; for movements that can create crushing/shearing hazards (e.g.

This document is a type C standard as stated in EN ISO 12100:2010.
The machinery concerned and the extent to which hazards, hazardous situations and events are
covered are indicated in the scope of this draft European Standard (Clause 1).

1 Scope
This draft European standard specifies the essential safety requirements applicable to the design and
construction of reaction moulding machines and plants.
The significant and specific hazards are listed in Annex A and are dealt with in this draft European
standard.
This draft European standard does not cover the hazards related to the cutting unit
(see EN 14886:2008).
This draft European standard does not cover the requirements for the design of exhaust systems.
This draft European standard does not cover the hazards arising from the assembly of separate units
not supplied at the same time by the same manufacturer.
This draft European standard applies to reaction moulding machines and plants manufactured after its
date of publication.
Reaction moulding machines usually do not produce explosive atmospheres. Where materials are
processed, which may cause an explosive atmosphere, the Directive 94/9/EC on the Equipment
intended for use in Potentially Explosive Atmospheres (ATEX) should be applied. Explosion hazards are
not dealt with in this document.

4 Safety requirements and/or protective/risk reduction measures
4.1 General
Machinery shall comply with the safety requirements and/or protective/risk reduction measures of this
clause. In addition, the machine shall be designed according to the principles of EN ISO 12100:2010 for
relevant but not significant hazards, which are not dealt with by this document.

4.2 Crushing/impact hazards due to moving parts and/or units
The exposed couplings between pumps and motors shall be protected by fixed guards according to
EN 953:1997+A1:2009 and EN ISO 13857:2008.
The access to all the moving parts of the moulding equipment during automatic production shall be
prevented by fixed guards in combination with one or more of the following:
— interlocking guards with or without guard locking; the doors with locking device shall be openable
from inside without any key;
— trip devices; electro-sensitive protective equipment shall be of type 2 in accordance with
EN 61496-1:2013 and positioned in accordance with EN ISO 13855:2010. Pressure sensitive
protective devices shall be in accordance with EN ISO 13856-1:2013;
— laser scanner in accordance with EN 61496-1:2013.
If full body access is possible a reset device according to EN ISO 13849-1:2008 shall be installed to
prevent the unexpected restart when somebody is inside the protected area.

If some manual movements are required (e.g. moulds opening and closing, or product
loading/unloading) when the above safety measures are inhibited, it shall be used the following:
a) for semi-automatic production a two-hand control device designed in accordance with
EN 574:1996+A1:2008 type IIIA and positioned in accordance with EN ISO 13855:2010; for
movements that can create crushing/shearing hazards (e.g. mould closing) PL = d (S2, F2, P1),

otherwise (e.g. mould opening) PL = b (S1, F2, P1);
r
b) for setting operations a hold-to-run control device as defined in EN ISO 12100:2010, 3.28.3
according to EN ISO 13849-1:2008, PL = c (S2, F1, P1) in combination with a max speed of 2 m/min
r
PL = d (S2, F1, P2). The operator shall have a clear view of the danger area.

The hold to run control shall be a three position device:
1) 1st position: stop;
2) 2nd position: run;
3) 3rd position: stop.
A lockable mode selector switch shall be provided and the operating procedure shall be described
in the information for use (see 6.2). Only when the setting position on the mode selector switch is
selected shall the hold-to-run control be available for use.
The homing of the mixing head outside the protected area shall be controlled with a hold to run control
device according to PL = c (S2, F1, P1) in combination with a max speed of 2 m/min PL = d (S2, F1, P2).

Cleaning shall be done with the machine at the rest. If it is necessary to clean while the machine is
running the same requirements described above for setting shall be applied.
When it is necessary to stand in front of mould transport equipment to do loading, unloading, cleaning
operations, etc.:
— shearing and crushing points at mould transport equipment shall be eliminated by design or by
fixed guards;
— drawing-in between mould transport equipment and guards shall be prevented by means of trip
devices. PL = b (S1,F2,P1);
r
— in order to minimize the risk of injury from impact, the maximum speed of linear movement for
mould transport equipment shall not exceed 18 m/min. PL = c (S1, F2, P2).
r
4.3 Hazards due to instability
The mixing head shall be bolted in a suitable structure able to support the weight and the applied
power during the operation. See also 6.2.
4.4 Hazards due to whiplash of hoses
Whiplash of hoses shall be prevented by fixed enclosing guards or:
— binding the hoses together;
— attaching the hoses to a fixed element.
This shall be done at least every 75 cm.
Flexible hoses and their connections shall be designed to prevent tearing from their fittings and
unintentional detachment from connection points.
Flexible hoses shall not be used to support the mixing head.
See 6.1 and 6.2.
4.5 Hazards due to fluid ejection
Hose assemblies shall be marked according to 6.1.
Because of the need to replace hoses (see 6.2) a counter for dynamic load changes shall be provided for
metering and mixing units which work at a pressure of more than 40 bar.
Adjustment devices on the mixing head, for example screws or pins shall be designed in such a way that
they are retained in the head so that unintentional complete removal of these devices and the resulting
outflow of fluids is prevented.
It shall not be possible for fluids to be released from the mixing head due to:
— failure of the energy supply and/or control circuit;
— unexpected restoration of the energy supply.
This may be achieved for example:
— by means of a valve which shall automatically close in case of any failure of the energy supply;
— by a requirement to restart the machine at the control panel after any failure of the energy supply.

The safety related parts of the control system for the mixing head shall be PL = b (S1,F2,P1) of
r
EN ISO 13849-1:2008.
For manually operated mixing head a hold to run control shall enable the ejection of the fluid or a stop
button shall be provided at the mixing head.
4.6 Hazards due to overpressure
The metering and mixing unit shall be designed so that the pressure cannot exceed the maximum
pressure of the components specified by the manufacturer. This shall be achieved by one or more
mechanical devices for example a pressure relief valve or bursting disc. Opening of the device(s) shall
not give rise to emissions to the environment. This may be achieved for example by the relief valve
being vented into a vessel to contain any liquid released.
The hydraulic systems shall be designed according to EN ISO 4413:2010.
The pneumatic systems shall be designed according to EN ISO 4414:2010.
4.7 Burning hazards due to elevated temperatures
Manually operated mixing heads where the temperature of the surface can exceed 50°C shall be
provided with handles.
The temperature of the handles shall not exceed the limits set by EN ISO 13732-1:2008. These handles
shall be so designed that it is impossible for the operator to touch the mixing head while holding them.
The accessible parts that can reach high temperature shall fulfil the limits of EN ISO 13732-1:2008.
Hot moulds shall be marked if their surface temperature exceeds the limit values in
EN ISO 13732-1:2008 and if they cannot be protected against inadvertent contact by means of
insulating material or additional guards.
See 6.1.
4.8 Hazards due to contact with the components or due to the inhalation of gases
hazardous to health
For manual filling of working tanks, see 6.2.
Reaction moulding equipment shall be designed to prevent leakage (e.g. using compatible gasket in
relation to the components). If any leakage occurs, this shall be located easily. See 6.2.
Reaction moulding equipment shall be designed to allow an exhaust ventilation system to be
positioned; see 6.2.
For contact due to splashing, see 6.2.
4.9 Contact reactions hazards due to incorrect connection of hoses
Hoses and their connection points shall be unambiguously and permanently marked. See also 6.1.
4.10 Hazards due to neglect of ergonomic principles
The machine shall be designed by taking into account the ergonomic design principles of
EN 614-1:2006+A1:2009 and EN 614-2:2000+A1:2008.

4.11 Electrical hazards
Electrical equipment shall be in accordance with EN 60204-1:2006.

4.12 Emergency stop
Emergency stop function shall be in accordance with EN ISO 13850:2008.
Actuation of any emergency stop actuator shall stop all equipment except exhaust systems, if any.
All emergency stops shall conform to category 0 or 1 of EN ISO 13850:2008.
4.13 Hazards generated by noise
4.13.1 Noise reduction at source by design
The main sources of noise on reaction moulding machines are:
— the hydraulic system;
— the metering pumps;
— the pneumatic system, e.g. exhaust of air.
Reaction moulding machines shall be designed and constructed so that risks resulting from the
emission of airborne noise are reduced to the lowest level, taking account of technical progress and the
availability of means of reducing noise, in particular at source (see, for example, EN ISO 11688-1:2009).
NOTE Noise generation mechanisms are described in EN ISO 11688-2:2000.
For the hydraulic system and metering pumps noise reduction shall be achieved by selecting low noise
emission components.
4.13.2 Noise reduction by protective measures
For the hydraulic system and metering pumps, additional noise reduction can be achieved by partial or
complete enclosure.
Noise reduction for the pneumatic system shall be achieved by the application of vent silencers.

5 Verification of the safety requirements and/or protective/risk reduction
measures
Verification of the safety requirements and/or measures shall be undertaken as shown in Table 1.
