Overview

EN 10163-1:2004 is the CEN European Standard that defines the general delivery requirements for the surface condition of hot‑rolled steel plates, wide flats and sections. It specifies how to classify, measure and accept surface discontinuities (imperfections and defects) and the acceptable procedures and limits for repairs by grinding and/or welding. The standard applies unless an applicable material or product standard supersedes it.

Key Topics

  • Scope and responsibility
    • Covers surface condition requirements for hot‑rolled plates, wide flats and sections (detailed delivery classes in Parts 2 and 3).
    • Responsibility for meeting surface condition rests with the material producer; visible discontinuities are the producer’s concern.
  • Classification
    • Surface requirements and allowable repairs are subdivided into classes; specific classes and subclasses are defined in EN 10163‑2 and EN 10163‑3.
  • Measurement of discontinuities
    • Depth: representative discontinuities are measured from the product surface after removal by grinding.
    • Affected area: defined geometrically (isolated, clustered or aligned discontinuities) by offsets of 20 mm from the discontinuity outline; clusters with edges closer than 40 mm are treated as one cluster.
  • Repair rules
    • Grinding: defects must be removed completely to full depth and blended smoothly; when disputed, magnetic particle or dye penetrant tests may demonstrate elimination.
    • Welding: defects must be removed before welding; thickness after repair must not be reduced below 70% of nominal. Edge groove depth limits apply (not exceeding nominal thickness, max 30 mm). Welders and procedures must be qualified (EN 287‑1; EN ISO 15607, EN 288‑2/3). Post‑repair NDT options include ultrasonic, radiography, magnetic particle and dye penetrant inspection.
  • Documentation
    • On request, producers provide repair reports with sketches, dimensions, consumables and NDT/heat treatment details.

Applications

EN 10163‑1 is practical for:

  • Steel producers setting delivery conditions and quality control for hot‑rolled products.
  • Fabricators, welders and inspectors assessing acceptability of surface defects and approved repair methods.
  • Purchasers and specifiers writing procurement contracts for plates, wide flats and sections.
  • Structural and mechanical engineers who need to understand surface condition limits that affect fabrication, welding and fatigue performance.
