Abstract

This document specifies a method for the extraction and determination of phosphonates (P-PO3) in growing media and soil improvers using ion chromatography and conductivity detection (IC-CD).
This document is applicable to the fertilizing product blends where a blend is a mix of two or more fertilizing products belonging to the categories of fertilizers, liming material, soil improvers, growing media, inhibitors and plant biostimulants, and where soil improvers and/or growing media are the components with the highest percentage in the blend by mass or volume, or in the case of products in liquid form by dry mass. If the soil improvers and/or growing media are not the components with the highest percentage in the blend, the document relevant to the component with the highest percentage in the blend applies. In case a blend is composed of fertilizing products mixed in equal quantities, the user of the document decides which standard to apply.
NOTE 1   A soil improver consists of a single bulky (volume-building) component or a mix of bulky (volume-building) components (for example peat, wood fibres, coconut coir, compost, expanded perlite).
NOTE 2   This method has been validated in an interlaboratory study with specific products that were present on the market during the study (as included in Annex A, being biowaste compost (dry spiked), liquid digestate (spiked) and growing media blend (peat, green compost, wood fibre, liming material and inorganic fertilizer (NPK + micro elements), dry spiked).

kSIST FprEN 18251:2026 is a draft European Standard for determining phosphonate content in soil improvers and growing media. It specifies a water-extraction and ion chromatography with conductivity detection (IC-CD) method, and it is written for laboratories that test these materials and for users checking fertilizing product blends that contain them.

What does kSIST FprEN 18251:2026 specify?

kSIST FprEN 18251:2026 specifies how to extract and determine phosphonates as phosphorus bound in free water-soluble phosphonates (P-PO3) in growing media and soil improvers. It also sets the conditions for applying the method to fertilizing product blends when soil improvers and/or growing media are the main components.

The scope includes blends made from two or more fertilizing products from the categories of fertilizers, liming material, soil improvers, growing media, inhibitors and plant biostimulants. If soil improvers and/or growing media are not the largest component, the standard for the dominant component is used instead. If a blend contains equal quantities of different fertilizing products, the user chooses which standard to apply.

The document is organized into the usual technical parts: scope, normative references, terms and definitions, principle, reagents, apparatus, sampling, procedure, calculation and expression of results, test report, and validation of the method. Annex A gives performance characteristics from the validation study.

What are the key requirements of kSIST FprEN 18251:2026?

  • Clause 4 sets the principle: a representative test portion is extracted with water, phosphonate is separated by ion chromatography, detected by conductivity, and quantified by external calibration. In practice, the lab needs a working IC-CD system and a calibration curve rather than a purely qualitative check.

  • Clauses 5 and 6 require analytical-grade reagents, low-contamination water, a phosphonate stock and working standard, and suitable laboratory equipment such as a grinder, shaker, centrifuge, filters and an anion-exchange column. This matters because trace contamination or poor separation can distort low-level results.

  • Clause 7 points to EN 12579:2024 for sampling. The laboratory must receive a representative sample that has not been changed during transport or storage. This is important because the measurement only reflects the sample the lab actually receives.

  • Clause 8.2 and 8.3 describe sample preparation and water extraction. Solid samples are milled and homogenized if needed, liquid samples are mixed, and the extract is prepared under controlled water-to-sample conditions before dilution and filtration. This step is what makes the method work across different product textures and water contents.

  • Clause 8.4 and 8.5 require calibration solutions, measurement of blanks, test solutions and control samples under the same optimized conditions, and verification that phosphonate is separated from chloride and nitrate peaks. In practice, the analyst must check that the chromatogram is clean enough for reliable peak assignment.

  • Clause 8.5.2 and Clause 9 cover result calculation from the calibration function, with correction for the blank and for dry matter content. Results are reported as phosphonate content in mg/kg, and can also be expressed on a dry-matter basis. This gives results that can be compared across moist and dry products.

  • Clause 10 defines the minimum test report content, including sample identification, method reference, result, sampling information if known, completion date, and any deviations or incidents. This supports traceability in quality control and compliance work.

  • Clause 11 and Annex A deal with validation and performance characteristics. The method was checked in an interlaboratory study, so users can see how it performed on different materials before relying on it for routine testing.

What terms does kSIST FprEN 18251:2026 define?

  • Phosphonates - salts derived from phosphonic acid, measured here as P-PO3.
  • Ion chromatography (IC) - a separation technique used to isolate phosphonate from other ions in the extract.
  • Conductivity detector (CD) - a detector that measures ions by their electrical conductivity after separation.
  • Ion chromatography with conductivity detection (IC-CD) - the combined analytical approach used by this standard.
  • External calibration - quantification based on standards measured separately from the sample.
  • Fertilizing product blend - a mix of two or more fertilizing products from the categories listed in the scope.
  • Soil improver - a bulky or volume-building material, or a mix of such materials, such as peat, wood fibres, coconut coir, compost or expanded perlite.

Who uses kSIST FprEN 18251:2026?

kSIST FprEN 18251:2026 is used by analytical laboratories, quality control teams, manufacturers of soil improvers and growing media, and organizations checking fertilizing product blends. It is also relevant to buyers and conformity assessment bodies that need a standard test method for phosphonate content.

In practice, users apply it for sample preparation, routine testing, method validation, batch release, and reporting results for products covered by the scope.

Which standards are used with kSIST FprEN 18251:2026?

  • CEN/TS 17732:2022 - supplies the terminology used with soil improvers and growing media.
  • EN 12579:2024 - covers sampling of soil improvers and growing media.
  • prEN 13040-1:2025 - covers sample preparation for chemical and physical tests, including dry matter and moisture content.
  • ISO 5725-2 - provides the validation approach for repeatability and reproducibility.

What does the kSIST FprEN 18251:2026 document contain?

The document gives the analytical principle, the reagent preparation, the equipment needed, and the sample extraction and IC-CD measurement procedure. It also includes instructions for calibration, chromatographic separation checks, blank handling, control samples, and result calculation.

Clause 10 specifies what the test report should contain, and Clause 11 explains validation of the method. Annex A summarizes performance characteristics from an interlaboratory study on three representative materials, which is useful when judging method suitability for routine laboratory use.

Introduction
This document was prepared by the experts of CEN/TC 223 “Soil improvers and growing media”. The
European Committee for Standardization (CEN) was requested by the European Commission (EC) to
draft European standards or European standardization deliverables to support the implementation of
Regulation (EU) 2019/1009 of 5 June 2019 laying down rules on the making available on the market of
EU fertilizing products (“FPR” or “Fertilising Products Regulation”) [1].
This standardization request, presented as M/564, also contributes to the Communication on “Innovating
for Sustainable Growth: A Bio economy for Europe”. CEN/TC 223 “Soil improvers and growing media”
was established to carry out the work programme that will prepare a series of standards. WG 4 of
CEN/TC 223 “Analytical methods”, was requested to develop a work programme as part of this request.
The interest in soil improvers and growing media have increased significantly in Europe as a valuable
tool to use in agriculture.
This document describes an extraction and measurement for the determination of phosphonate
(phosphite) in growing media and soil improvers. The standard is based on a water extraction of the
phosphonate (phosphite) followed by ion chromatography with conductivity detection (IC-CD) [2], [3],
[4], [5], [6].
The ion chromatography with a conductivity detector (IC-CD) method can be used in well-equipped
analytical laboratories for the determination of different ions. In the field of fertilizing products, the
method is used and standardized for the determination of perchlorates in mineral fertilizers. The IC-CD
method can determine more ions simultaneously.
The legislative limit for phosphonate content is 0,5 % (mass fraction) and the method described in this
document was adapted to achieve this requirement and simultaneously to reduce interferences from
other co-extracted anions as much as possible.
The definition of phosphonates is not clearly stated in the Regulation (EU) 2019/1009 [1] and to avoid
any misunderstanding the results are expressed as a content of phosphorus (P) bound in the form of free
water-soluble phosphonates (P-PO ).

1 Scope
This document specifies a method for the extraction and determination of phosphonates (P-PO ) in
growing media and soil improvers using ion chromatography and conductivity detection (IC-CD).
This document is applicable to the fertilizing product blends where a blend is a mix of two or more
fertilising products belonging to the categories of fertilizers, liming material, soil improvers, growing
media, inhibitors and plant biostimulants, and where soil improvers and/or growing media are the
components with the highest percentage in the blend by mass or volume, or in the case of products in
liquid form by dry mass. If the soil improvers and/or growing media are not the components with the
highest percentage in the blend, the document relevant to the component with the highest percentage in
the blend applies. In case a blend is composed of fertilising products mixed in equal quantities, the user
of the document decides which standard to apply.
NOTE A soil improver consists of a single bulky (volume-building) component or a mix of bulky (volume-
building) components (for example peat, wood fibres, coconut coir, compost, expanded perlite).
