Overview
SIST-TS CEN/TS 17403:2021 is a technical specification developed by the European Committee for Standardization (CEN) that defines the standardized methods for analyzing slow-release nitrogen fertilizers, specifically solid urea formaldehyde (UF) and methylene urea (MU) products. This specification focuses on determining the content of cold water insoluble nitrogen (CWIN) and hot water insoluble nitrogen (HWIN) in these fertilizers. Additionally, it covers the method for assessing the solubility of nutrient polymers in phosphate buffer solution at pH 7.5 and 100 °C. The document is essential for quality control, regulatory compliance, and performance evaluation of slow-release fertilizers applied in agriculture.
Key Topics
Cold Water Insoluble Nitrogen (CWIN) Determination
Measures the nitrogen fraction insoluble in phosphate buffer solution or distilled water at 25 °C over 15 minutes. This indicates the portion of nitrogen that is resistant to immediate dissolution, contributing to slow nutrient release.Hot Water Insoluble Nitrogen (HWIN) Determination
Assesses nitrogen insoluble in phosphate buffer at 100 °C for 30 minutes, identifying more recalcitrant nitrogen fractions and helping predict fertilizer longevity.Nutrient Polymer Solubility
Evaluates the solubility of nutrient polymers in phosphate buffer at pH 7.5 and 100 °C, an indicator of the bioavailability of polymer-bound nutrients under buffered conditions.Sampling and Sample Preparation
Provides guidelines referencing EN 1482-1 and EN 1482-2 for proper sampling in bags and bulk, along with detailed sample size reduction and grinding procedures to ensure representativeness and test accuracy.Nitrogen Content Measurement Methods
Explains the use of established titrimetric nitrogen determination methodologies based on ISO 5315.Standardized Laboratory Procedures
Details reagent requirements such as phosphate buffer composition, apparatus setups including water baths at controlled temperatures, and filtration techniques essential for consistent testing.
Applications
Agricultural Fertilizer Quality Control
Ensures that slow-release fertilizers meet defined standards for nitrogen solubility and release characteristics, critical for predictable nutrient supply and crop performance.Fertilizer Product Development
Assists manufacturers in formulating urea formaldehyde or methylene urea fertilizers with desired release profiles by quantifying insoluble nitrogen fractions.Regulatory Compliance
Supports adherence to European fertilizer regulations by providing standardized test methods recognized across CEN member countries.Environmental Impact Assessments
Enables evaluation of nutrient release kinetics from fertilizers, helping to minimize nitrogen leaching and environmental contamination.Research and Innovation
Provides an analytical framework for studying nutrient polymer solubility and slow-release nitrogen behavior under controlled laboratory conditions.

Introduction
Solid urea formaldehyde and methylene urea slow-release fertilizers are non-coated and chemically
synthesized nitrogen fertilizers with slow-release effect. In 1924, the first slow-release fertilizer patent
in the world was issued to urea formaldehyde (UF) and in 1955, UF was put into commercial production
as the oldest slow-release fertilizer.
