Overview

SIST-TS CEN/TS 17403:2021 is a technical specification adopted by the European Committee for Standardization (CEN) for the fertilizer industry. The document establishes standardized methods for the determination of cold water insoluble nitrogen (CWIN) and hot water insoluble nitrogen (HWIN) in solid urea formaldehyde and methylene urea slow-release fertilizers. In addition, it provides a procedure to assess the solubility of nutrient polymers in a phosphate buffer solution at pH 7.5 and 100 °C.

This standard supports manufacturers, laboratories, and regulators in ensuring the quality, efficacy, and compliance of slow-release fertilizers and nutrient polymers. Accurate measurement of different forms of nitrogen and the solubility of nutrient polymers is crucial for fertilizer labeling, regulatory approval, and optimum agronomic performance.

Key Topics

  • Cold Water Insoluble Nitrogen (CWIN):

    • Definition: The fraction of nitrogen in fertilizers that is insoluble in cold water (25 °C, 15 minutes), relevant for controlled nutrient release.
    • Importance: Indicates the proportion of slow-release nitrogen, helping evaluate product longevity and effectiveness.
  • Hot Water Insoluble Nitrogen (HWIN):

    • Definition: Nitrogen fraction that remains insoluble even in hot water (100 °C, 30 minutes), providing further insight into very slow or non-available nitrogen forms.
    • Application: Helps distinguish between different nitrogen release rates in product formulations.
  • Nutrient Polymer Solubility:

    • Assessment of the solubility of nutrient-containing polymers in a standardized phosphate buffer at pH 7.5 and 100 °C.
    • Practical value: Supports the evaluation of advanced fertilizer additives designed for nutrient release control.
  • Sample Preparation and Analytical Procedures:

    • Recommends methods for reliable sampling, sample reduction, and grinding.
    • Specifies use of standardized solutions, filtration techniques, analytical calculations, and reporting.

Applications

  • Fertilizer Manufacturing:

    • Enables consistent product quality and validation of slow-release characteristics for urea formaldehyde and methylene urea fertilizers.
    • Supports R&D for optimizing nutrient release profiles and improving Agronomic Value.
  • Regulatory Compliance:

    • Assists manufacturers and laboratories in meeting EU and international fertilizer regulations by providing harmonized analysis methods.
    • Facilitates accurate declaration of fertilizer composition on labels, including slow-release nitrogen content.
  • Laboratory Analysis:

    • Serves as a reference for accredited labs performing routine quality assurance and certification of fertilizer products.
    • Ensures comparability of results across different laboratories and markets.
  • Product Innovation:

    • Applicable to nutrient polymers and controlled release coatings, supporting the development of novel fertilizer technologies.

Introduction
Solid urea formaldehyde and methylene urea slow-release fertilizers are non-coated and chemically
synthesized nitrogen fertilizers with slow-release effect. In 1924, the first slow-release fertilizer patent
in the world was issued to urea formaldehyde (UF) and in 1955, UF was put into commercial production
as the oldest slow-release fertilizer.
