Overview

SIST EN 62423:2013/A12:2023 is a European standard developed by the Comité Européen de Normalisation Electrotechnique (CLC) that specifies the additional requirements and testing procedures for Type F and Type B residual current operated circuit-breakers (RCDs). These devices come with or without integral overcurrent protection and are designed primarily for household and similar applications. This amendment complements the foundational standards EN 61008-1 and EN 61009-1, ensuring enhanced safety and performance for residual current devices beyond the Type A requirements outlined in EN 61008-2-1 and EN 61009-2-1.

The standard ensures proper operation, reliability, and compliance with essential EU directives including electromagnetic compatibility (EMC) under Directive 2014/30/EU and safety objectives set by the Low Voltage Directive 2014/35/EU. Compliance with SIST EN 62423:2013/A12:2023 helps manufacturers meet regulatory requirements and guarantees safer electrical installations in residential and similar environments.

Key Topics

  • Type F and Type B RCDs: This standard focuses specifically on these residual current devices, which detect and interrupt leakage currents to prevent electric shock and fire risks.
  • Integral Overcurrent Protection: Specifies requirements for RCDs both with and without built-in overcurrent protection.
  • Testing Procedures: Includes verification of the correct operation, especially for three- and four-pole RCDs powered on two poles only.
  • Amendment Details: Updates include modifications to testing methods (Clause 9.2.3), normative references (Annex ZA), and coverage of EU directives (Annex ZZ).
  • Harmonization with EU Directives: Aligns RCD performance and safety with Directive 2014/30/EU (electromagnetic compatibility) and Directive 2014/35/EU (low voltage safety).
  • Electromagnetic Compatibility (EMC): References EN 55014-1 for emission and immunity requirements to reduce disturbances in household appliances and similar apparatus.
  • National Implementation: The amendment must be implemented as a national standard by mid-2023 with withdrawal of conflicting standards by mid-2025.

Applications

  • Household Electrical Safety: Enhances personal protection by ensuring RCDs detect leakage currents reliably in domestic installations.
  • Residential Building Wiring: Provides safety standards for circuit breakers used in wiring systems of homes, apartments, and similar environments.
  • Commercial and Similar Uses: Applied in settings that require similar residual current protection as households, such as small offices or light commercial buildings.
  • Circuit Protection Devices Manufacturing: Guides manufacturers in designing RCDs that comply with updated European safety and performance requirements.
  • Regulatory Compliance and Certification: Supports manufacturers and testing bodies in certifying RCDs to meet EU market access conditions.
  • Electrical Installation Planning and Maintenance: Important reference for engineers and electricians ensuring installations use compliant residual current devices.

Related Standards

  • EN 61008-1 and EN 61009-1: Base standards for residual current circuit breakers without and with integral overcurrent protection, respectively.
  • EN 61008-2-1 and EN 61009-2-1: Define Type A residual current device requirements, to which EN 62423 adds additional specifications for Types F and B.
  • EN 55014-1: Electromagnetic compatibility standard for household appliances and similar equipment covering emission and immunity testing referenced for RCDs.
  • Directive 2014/30/EU: EU regulation on electromagnetic compatibility ensuring devices do not emit or are not susceptible to electromagnetic disturbances.
  • Directive 2014/35/EU (Low Voltage Directive): Regulatory framework for electrical equipment safety within certain voltage limits applicable to RCDs.

SIST EN 62423:2013/A12:2023 is essential for ensuring advanced protection against residual current hazards in modern electrical installations. This standard not only enhances safety for users but also facilitates conformity with key European regulatory requirements, promoting safer, more reliable household electrical systems across Europe.
