Abstract

This part of European Telecommunication Standard (ETS) 300 119 details requirements for miscellaneous racks and cabinets supplied unequipped. The miscellaneous racks/cabinets shall be used for housing telecommunication equipment forming part of a public telecommunication network installed either on the public telecommunication operators' sites or in the premises of operator's customers. The miscellaneous racks/cabinets shall be able to accommodate various equipments, e.g. subracks (see ETS 300 119-4 [3]) and shall have provision for doors or covers. Part 1 of this ETS (ETS 300 119-1 [1]) defines the meaning of rack or cabinet in the context of this ETS.

SIST ETS 300 119-3 E1:2006 is the Slovenian adoption of ETS 300 119-3 Edition 1 from the European Telecommunications Standards Institute (ETSI). It specifies engineering requirements for unequipped miscellaneous racks and cabinets used to house telecommunication equipment in public telecommunication networks, whether on operator sites or at customer premises.

What does SIST ETS 300 119-3 E1:2006 specify?

SIST ETS 300 119-3 E1:2006 covers the mechanical and installation requirements for miscellaneous racks and cabinets supplied unequipped. The standard is written for enclosures that must accept telecommunication equipment, including subracks, and that may have doors or covers.

The document is organized into eight clauses plus two informative annexes.

AnnexWhat it covers
Annex AIllustrative figures for the rack/cabinet arrangement and dimensions
Annex BThe IEC Sub Committee 48D publication on the 25 mm equipment practice

What are the key requirements of SIST ETS 300 119-3 E1:2006?

Dimensions and basic form

SIST ETS 300 119-3 E1:2006 fixes the main enclosure dimensions in Clause 3. For telecommunication centres and customer sites, the height H is 2 200 mm and the width W is 600 mm. The depth D is 300 mm or 600 mm.

This matters because the rack or cabinet must fit planned rows, equipment spaces, and building layouts. Clause 3 also requires height adjustment of at least 25 mm to cope with uneven floors, and it says the nominal height is measured with the adjustment devices fully retracted.

Doors, covers, and accessibility

SIST ETS 300 119-3 E1:2006 requires the depth to include doors, covers, protruding parts, connectors, cabling, and cooling fins. Open doors or covers may protrude no more than 150 mm, and they must not block essential maintenance or installation work. The clause also gives a minimum reference aisle width of 750 mm for doors or covers.

In practice, this is about service access as much as size. The enclosure has to be usable after installation, not just deliverable on paper.

Line-up and front alignment

SIST ETS 300 119-3 E1:2006 allows miscellaneous racks/cabinets of different depths in the same line-up, but the front line must stay aligned. A 300 mm deep rack/cabinet is accessed only from the front, which allows back-to-back placement or wall mounting.

This matters for site planning because mixed-depth rows still have to present a consistent front face and maintain access to the equipment.

Floor loading and structural load

SIST ETS 300 119-3 E1:2006 sets limits for floor loading in Clause 5. For a fully equipped miscellaneous rack/cabinet, the usual limit is 15 kN/m² and the maximum allowed value is 20 kN/m². For cable support structure and cabling, the usual limit is 3 kN/m² and the maximum allowed value is 8 kN/m². The point loading from the base of the fully equipped rack/cabinet must not exceed 490 N/cm.

Clause 6 then requires the rack/cabinet to support the static load of the superstructure with cabling, and to withstand extra dynamic load during installation: 800 N for a 600 mm x 600 mm unit and 400 N for a 600 mm x 300 mm unit. In practice, installers and buyers need to check both the building floor and the enclosure strength.

Cable access and packaging

SIST ETS 300 119-3 E1:2006 requires cable access at both the top and bottom of the enclosure, so cabling can go over a support structure or under a raised floor. External cables are to be placed on the left and right sides between the subrack and the rack/cabinet structure, with a minimum cable area of 6 000 mm² on each side.

Clause 8 limits the packaged dimensions to 2 500 mm x 1 200 mm x 900 mm so that transport through normal lifts, hallways, and doors remains possible.

What terms does SIST ETS 300 119-3 E1:2006 define?

  • Miscellaneous rack/cabinet - the unequipped enclosure covered by this part, intended to house telecommunication equipment and provide doors or covers.
  • Coordination dimension - a reference dimension used to coordinate mechanical interfaces; it is not a manufacturing dimension with a tolerance.
  • Aperture dimension - a special coordination dimension for the usable space between features.
  • Actual dimension - the real outside or inside dimension; the note says an actual outside dimension can only decrease, while an actual inside dimension can only increase.
  • Mounting pitch - the 25 mm spacing used for the equipment practice and for the mounting system.
  • Subrack - equipment that the miscellaneous rack/cabinet must be able to accommodate, with Part 4 covering its engineering requirements.

Who uses SIST ETS 300 119-3 E1:2006?

SIST ETS 300 119-3 E1:2006 is used by telecom equipment suppliers, rack and cabinet designers, network operators, installers, and site planners. It is also relevant to buyers and quality managers who need to check whether an enclosure fits the installation space, load limits, cable routing needs, and transport constraints.

Which standards are used with SIST ETS 300 119-3 E1:2006?

SIST ETS 300 119-3 E1:2006 is used with ETS 300 119-1, ETS 300 119-2, and ETS 300 119-4. Part 1 provides the terminology, Part 2 covers racks and cabinets, and Part 4 covers subracks in miscellaneous racks and cabinets.

Annex B also points to the IEC 917-2 publication on the 25 mm equipment practice, and to IEC 917-2-1 for the tolerances used for the mounting width and mounting pitch.

What does the SIST ETS 300 119-3 E1:2006 document contain?

The document contains the scope, normative references, dimensional requirements, accessibility and line-up rules, floor loading limits, structural load requirements, external cable access rules, and packaging dimensions. Table 1 gives the coordination dimensions and actual dimensions for 600 x 300 and 600 x 600 forms.

Annex A provides illustrative figures, including a possible floor arrangement and views of the miscellaneous rack/cabinet. Annex B explains the IEC basis used for the mechanical interface and the 25 mm equipment practice.

Foreword
This European Telecommunication Standard (ETS) has been produced by the Equipment Engineering
(EE) Technical Committee of the European Telecommunications Standards Institute (ETSI).
This ETS is part 3 of a 4 part ETS aimed at setting out, on a common basis, the installation engineering
requirements for telecommunication practice, for housing equipment forming part of a public
telecommunications network.
Part 1 is a general introduction, and explains the terminology used, Part 2 specifies the engineering
requirements for racks and cabinets. This part, Part 3, specifies the engineering requirements for
miscellaneous racks and cabinets, Part 4 covers engineering requirements for subracks in miscellaneous
racks and cabinets.
This ETS applies to all telecommunication equipment forming part of the public telecommunications
network. The requirements for miscellaneous racks and cabinets which this part lays down are based on
the work of IEC Sub Committee 48D (see Annex B).
Illustrative figures are contained in Annex A.

3.1 Height
The height dimension (H) includes covers, feet or castors if these are an integral part of the miscellaneous
rack/cabinet structure.
For telecommunication centres and customer sites, H shall be 2 200 mm.
The miscellaneous rack/cabinet shall have provision within its height for the attachment of parts for
interfacing to any overhead structure.
The miscellaneous racks/cabinets shall also be provided with devices which can be height-adjusted to
compensate for any unevenness in the floor. The scope for height adjustment shall be at least 25 mm.
The nominal miscellaneous rack/cabinet height shall be measured when the adjustment devices are at
their fully retracted positions.
