- Abstract
This part of European Telecommunication Standard (ETS) 300 119 details requirements for racks/cabinets which are supplied fully equipped. The racks/cabinets shall be used for housing telecommunication equipment forming part of a public telecommunication network installed either on the public telecommunication operators' sites, or in the premises of operator's customers. Part 1 of this ETS (ETS 300 119-1 [3]) defines the meaning of rack or cabinet in the context of this ETS.

SIST ETS 300 119-2 E1:2006 is the Slovene adoption of ETS 300 119-2 Edition 1 from ETSI. It specifies engineering requirements for fully equipped racks and cabinets used to house telecommunication equipment in public telecommunication networks, whether installed on operator sites or at customer premises.
What does SIST ETS 300 119-2 E1:2006 specify?
SIST ETS 300 119-2 E1:2006 specifies the physical and environmental requirements for racks/cabinets supplied fully equipped. It is Part 2 of a 4-part ETS 300 119 series, and Part 1 defines the meaning of rack and cabinet for this family.
The document is organized into scope, normative references, and clauses covering dimensions, access, cabling, thermal behaviour, loading, transport dimensions, and EMC-related considerations.
| Annex | What it covers |

| Annex A | Illustrative figures for cabinet combinations, floor arrangement, and front views |
| Annex B | The IEC publication on modular order and 25 mm equipment practice coordination |
What are the key requirements of SIST ETS 300 119-2 E1:2006?
Dimensions and physical coordination
SIST ETS 300 119-2 E1:2006 sets coordination dimensions so racks/cabinets can be installed consistently and lined up with other units. Clause 3 fixes permitted heights, widths, and depths, and this matters because installers need equipment that fits the room and can be replaced or combined without redesigning the layout.
- Height includes integral covers, feet, or castors. For telecommunication centres, the height is 2 200 mm; at customer sites, the height may be a preferred height up to 2 200 mm, with provision for height adaptors and at least 25 mm of adjustment.
- Width is limited to 150 mm, 300 mm, 600 mm, or 900 mm. Adjacent racks/cabinets must fit in a straight line-up, including when units come from different suppliers.
- Depth is limited to 300 mm or 600 mm and includes doors, covers, protrusions, connectors, cabling, and cooling fins. Open doors must not block maintenance access and must not project too far into the aisle.
Access, cabling, and cooling
SIST ETS 300 119-2 E1:2006 requires access that supports practical installation and maintenance. Clause 4 allows mixed-depth line-ups only if the fronts are aligned, and 300 mm deep units are front-access only so they can be placed back-to-back or against a wall.
Clause 5 requires cable access at both the top and bottom of the rack/cabinet. That lets designers use overhead cable support structures or raised floors, and it also allows direct rack-to-rack cabling within rows.
Clause 6 makes natural convection the primary cooling method. Assisted cooling is only for cases where natural convection is not enough, and the equipped rack/cabinet must keep components within the temperatures specified by their suppliers over the operating room ambient range from ETS 300 019. The supplier must also be able to provide component temperature data and the nominal total dissipation when asked, which supports thermal planning for the room.
Loads, safety, and transport
SIST ETS 300 119-2 E1:2006 also controls floor loading and structural strength. Clause 7 gives a calculation basis for floor loading from the actual rack/cabinet weight and footprint, and it sets limits for the rack/cabinet, cable support structure, and point loading. In practice, this is what an installer uses to check whether a room floor can carry the planned row arrangement.
Clause 8 requires the rack/cabinet to support the superstructure with cabling, and to withstand an additional installation load during handling. Clause 9 limits temperatures of touchable parts and, where issuing air can reach cables, limits the air temperature to protect personnel and cabling. Clause 10 sets the maximum packaged size so the unit can be moved through normal lifts, hallways, and doors. Clause 11 points designers to electromagnetic compatibility requirements under Council Directive 89/336/EEC.
What terms does SIST ETS 300 119-2 E1:2006 define?
- European Telecommunication Standard (ETS) - The standard family used for telecommunication practice in this document set.
- European Telecommunications Standards Institute (ETSI) - The standards body that produced the ETS.
- rack/cabinet - The enclosure covered by this part when it is supplied fully equipped and used for public network equipment.
- public telecommunication network - The network environment where the racks/cabinets are intended to be installed.
- natural convection - Cooling by air movement without forced-air assistance.
- line-up - The aligned arrangement of adjacent racks/cabinets in one row.
- EMC - Electromagnetic compatibility, the design concern named in clause 11.
Who uses SIST ETS 300 119-2 E1:2006?
SIST ETS 300 119-2 E1:2006 is used by equipment suppliers, rack and cabinet designers, telecommunication operators, installers, and customers who specify site infrastructure. It helps them decide dimensions, room layout, cable routing, thermal planning, and load checks for public-network equipment installations.
Administrations, operators, and customers may also use it to request dissipation data and verify temperature-related design information for a specific product.
Which standards are used with SIST ETS 300 119-2 E1:2006?
- EN 60 950 - Provides the safety basis used for temperature-rise limits on touchable parts.
- Council Directive 89/336/EEC - Sets the EMC framework that clause 11 tells designers to consider.
- ETS 300 119-1 - Gives the introduction and terminology, including the meaning of rack and cabinet.
- ETS 300 119-3 - Covers engineering requirements for miscellaneous racks and cabinets.
- ETS 300 119-4 - Covers engineering requirements for subracks in miscellaneous racks/cabinets.
- ETS 300 019 - Provides environmental conditions and environmental tests used for thermal design assumptions.
What does the SIST ETS 300 119-2 E1:2006 document contain?
SIST ETS 300 119-2 E1:2006 contains clauses on coordinated dimensions, access and line-up, external cable access, heat dissipation, floor loading, structural load, temperature limits, packaged dimensions, and EMC considerations. It includes a calculation approach for floor loading based on weight and footprint, and it gives installation limits that matter for design, site planning, and acceptance checks.
Annex A adds illustrative figures for combining cabinets of different heights and depths and for front-view alignment in a row. Annex B identifies the IEC publication that underlies the 25 mm equipment practice and the coordination approach used in this part.

miscellaneous racks and cabinets.
This ETS applies to all telecommunication equipment forming part of public telecommunications network.
The requirements for racks which this part lays down are based on the work of IEC Sub Committee 48D (see
Annex B).
Illustrative figures are contained in Annex A.
