Abstract

A standard for the thermal management of racks and cabinets defining preferred solutions for the removal of heat dissipated by one or more subracks in an ETSI rack. For example: air flow, direction of air, air velocity, permitted air temperature, necessity and type of air baffle.  The starting point for the standard is to consider the ETSI mechanical dimensions as a non-modifiable item. The standard also has to define a possible preferred range for the power dissipation within an ETSI miscellaneous rack depending on different standardized solutions. The standards should be applicable to telecommunication and ITE equipment from different suppliers designed for the installation in an ETSI rack.

SIST EN 300 119-5 V1.2.2:2006 is the Slovenian adoption of ETSI EN 300 119-5 Version 1.2.2, a European telecommunication standard for equipment practice on thermal management. It specifies preferred solutions for removing heat from subracks in ETSI racks and cabinets, while keeping the ETSI mechanical dimensions fixed. The document is aimed at suppliers, integrators, operators and others who need to place telecommunication or information technology equipment in shared rack environments.

What does SIST EN 300 119-5 V1.2.2:2006 specify?

SIST EN 300 119-5 V1.2.2:2006 specifies thermal management for subracks, racks/cabinets and miscellaneous racks/cabinets installed indoors in restricted access locations. Its focus is the heat removed by one or more subracks in an ETSI rack, with practical guidance on airflow route, air direction, air speed, air temperature and the use of air baffles.

The document is organized into clauses on scope, references, definitions and abbreviations, general requirements, and thermal management. It also includes a normative annex with manufacturer data and an informative bibliography.

AnnexWhat it covers
Annex ANormative equipment characterization data to be provided by the manufacturer
Annex BInformative bibliography

What are the key requirements of SIST EN 300 119-5 V1.2.2:2006?

The main requirements in SIST EN 300 119-5 V1.2.2:2006 are about choosing airflow paths, keeping temperatures within limits, and supplying enough data for thermal analysis. In practice, the standard helps designers and integrators predict how equipment behaves in a rack, especially when several suppliers’ products share the same enclosure.

  • Clause 4.1 requires equipment to be designed for the indoor environments defined in ETSI EN 300 019-1-3. This means the thermal design must suit the intended indoor operating conditions, and the supplier should be able to provide the Annex A data on request.
  • Clause 4.2 says safety requirements are outside the scope of this standard and points to EN 60950-1 for safety of touchable parts. In practice, thermal design and product safety have to be checked separately.
  • Clause 4.3 limits the temperature of issuing air to 75°C in worst-case conditions if that air can contact cables. This matters because hot exhaust can damage wiring or create a safety issue.
  • Clause 5 makes natural convection the primary cooling method and says the ARCM should be designed to support it. Assisted cooling is only for cases where passive cooling cannot handle the heat load.
  • Clause 5.1 gives the preferred subrack airflow route: in at the left, front or bottom, and out at the right, back or top. This is the basic layout rule for rack airflow planning.
  • Clause 5.2 gives the preferred ARCM airflow route: in at the front and out at the top, with bottom inlet allowed if there is a ventilated floor. It also says mixed parallel and serial airflow is not preferred, and that methods should prevent air mixing between subracks.
  • Annex A requires characterization data from the manufacturer for thermal modelling and configuration review. It covers both natural convection and forced convection equipment, plus additional data for MRC, fan trays and air filters.

What terms does SIST EN 300 119-5 V1.2.2:2006 define?

  • Ambient - the spatial maximum temperature of the air entering the rack/cabinet.
  • Cabinet - a free-standing, self-supporting enclosure for electrical and/or electronic equipment.
  • Equipment - in this standard, equipped subracks, racks/cabinets and miscellaneous racks/cabinets.
  • Integrator - the end user/operator of telecommunication or IT equipment, or their agent.
  • Micro-climate - the local conditions inside the rack/cabinet that create the ambient seen by the subrack.
  • Miscellaneous rack/cabinet - a freely configurable rack/cabinet that can hold subracks from different suppliers and types.
  • ARCM - Any Rack/Cabinet and Miscellaneous Rack/Cabinet.
  • MRC - Miscellaneous Rack/Cabinet.

Who uses SIST EN 300 119-5 V1.2.2:2006?

SIST EN 300 119-5 V1.2.2:2006 is used by equipment suppliers who need to design rack-mounted products for thermal performance, and by integrators who need data for room ventilation and rack configuration. It is also relevant to operators of telecommunication and information technology equipment in the public telecommunications network.

Typical users include mechanical and thermal engineers, quality managers, procurement teams buying rack-mounted equipment, and specialists supplying fan trays or air filters. They use it to choose airflow paths, check temperatures, collect characterization data, and review how equipment from different suppliers will work together in the same enclosure.

Which standards are used with SIST EN 300 119-5 V1.2.2:2006?

What does the SIST EN 300 119-5 V1.2.2:2006 document contain?

The document contains a short requirements core and a detailed normative annex for thermal characterization data. Annex A sets out what manufacturers need to provide for identification, geometry, natural-convection behavior, forced-convection behavior, and extra MRC data such as openings, mounting obstructions, fan trays and air filters.

It also gives the measurement approach behind those data, including where air temperature and air velocity are taken and when obstruction tests are needed. Clause 2 lists the referenced standards, and the bibliography in Annex B points to IEC 60721.

Introduction
The power density of equipment has been rising and will continue to do so for the foreseeable future. Equipment
suppliers have tried to overcome their thermal issues in isolation resulting in different solutions being developed. When
different racks from various suppliers are co-located they can have a detrimental effect on each other. The present
document specifies the thermal management requirements to prevent equipment having a detrimental thermal influence
on surrounding equipment.

miscellaneous racks/cabinets (as described in EN 300 119 series [5]) installed indoors in restricted access locations (as
defined in EN 60950-1 [2]), for the removal of heat dissipated by one or more subracks in an ETSI rack.
