Overview

The European Standard oSIST prEN 15482:2020:2020 governs the use of sodium permanganate as a chemical agent for the treatment of water intended for human consumption. Developed by the Technical Committee CEN/TC 164 “Water supply,” this standard specifies the physical and chemical properties, purity criteria, test methods, as well as provisions related to labeling, transportation, and storage of sodium permanganate. It supersedes the previous version EN 15482:2012, reflecting updated safety and regulatory requirements.

This standard is crucial for manufacturers, suppliers, and users involved in water treatment processes across Europe to ensure the safe and effective use of sodium permanganate in drinking water systems.

Key Topics

  • Scope and Application
The standard applies to sodium permanganate used specifically for water treatment aimed at human consumption, defining requirements for commercial products within a sodium permanganate concentration range of 20% to 40%.

  • Chemical and Physical Description

    • Sodium permanganate (CAS No. 10101-50-5) is a strong oxidizing agent, appearing as a dark purple solution.
    • It is highly soluble and miscible with water up to 40%.
    • Key physical parameters include solution density, boiling point (>101 °C), and viscosity (<0.005 Pa·s for 40% concentration).
  • Purity and Impurity Limits

    • The product must meet strict impurity thresholds for hazardous elements such as arsenic, cadmium, chromium, mercury, nickel, lead, antimony, and selenium.
    • Insoluble matter like manganese dioxide is limited to a mass fraction of ≤ 0.055%.
    • Concentration of sodium permanganate should meet or exceed manufacturer specifications.
  • Testing and Sampling Methods
Precise guidelines for sampling from containers (drums, tankers) and testing methodologies are detailed, such as:

    • Reduction titration of sodium permanganate using sodium oxalate and potassium permanganate volumetric analysis.
    • Following ISO and EN standards for water quality and chemical analysis ensure reproducibility and accuracy.
  • Labeling, Transport, and Storage
Compliance with European Union regulations for chemical substances, emphasizing safe labeling, documentation, and recognition of transport incompatibilities. Storage guidelines include conditions for maintaining chemical stability and safety.

Practical Applications

  • Water Treatment Facilities
Sodium permanganate is widely used to oxidize contaminants such as iron, manganese, hydrogen sulfide, and organic compounds in potable water systems, making the water safe for human consumption.

  • Compliance and Quality Control
Utilities and chemical suppliers utilize oSIST prEN 15482:2020 requirements to verify product purity and confirm that sodium permanganate solutions meet safety and performance criteria before application.

  • Environmental Safety Management
The standard supports minimizing risks associated with chemical handling, storage, and transportation by defining strict labeling and handling procedures, thereby protecting workers and consumers.

  • Regulatory Framework Alignment
Provides a harmonized benchmark across EU and EFTA member states facilitating regulatory compliance and helping authorities inspect and authorize sodium permanganate use in water treatment.
