SIST EN 302 297 V1.1.1:2005 is the Slovenian adoption of ETSI EN 302 297 V1.1.1, a harmonized European standard for transmitting equipment used in the analogue television broadcasting service. It specifies radio spectrum and electromagnetic compatibility-related requirements under article 3.2 of the R&TTE Directive for analogue TV transmitters with 7 MHz and 8 MHz RF channel bandwidths in CEPT bands. In practice, it helps manufacturers, test labs, and conformity assessors check whether a transmitter uses the spectrum efficiently and keeps unwanted emissions under control.
What does SIST EN 302 297 V1.1.1:2005 specify?
SIST EN 302 297 V1.1.1:2005 applies to transmitting equipment for analogue television broadcasting service, specifically television transmitter equipment with 7 MHz and 8 MHz RF channel bandwidths operating in CEPT frequency bands. Its purpose is to support article 3.2 of the R&TTE Directive, which deals with effective use of the allocated radio spectrum and avoidance of harmful interference.
The document is organized into four main clauses plus three annexes:
| Annex | What it covers |
|---|---|
| Annex A | General measuring arrangements for antenna port and enclosure port tests |
| Annex B | Bibliography |
| Annex C | Official EN title in the languages listed |
The main body covers scope, references, definitions, and technical requirements. Other ENs may also apply when equipment has to meet additional essential requirements under other parts of article 3.
What are the key requirements of SIST EN 302 297 V1.1.1:2005?
Environmental profile and operating conditions
Clause 4.1 requires the supplier to declare the environmental profile, and the equipment has to meet the standard across the declared operating range. In practice, this means the transmitter is not only checked once under ideal lab conditions - its compliance has to hold within the environmental limits the supplier specifies for normal use.
Spurious emissions at the antenna port
Clause 4.2.1 covers spurious emissions, meaning unwanted emissions outside the necessary bandwidth that can be reduced without affecting transmission. The transmitter is tested at the lowest operating frequency, the highest operating frequency, and one frequency midway between them, using the normal operating environment and the setup in Annex A.1.1.
The measurement method uses a test signal generator, a coupling device, a test load, and a spectrum analyser. Annex A.1.2 gives the practical frequency ranges and reference bandwidths used for spurious measurements. The limits in clause 4.2.1.3 depend on transmitter mean power and use absolute or relative levels. For the reader, that means the correct limit must be chosen from the transmitter power class before a result can be judged compliant.
Out-of-band emissions and spectrum masks
Clause 4.2.2 covers out-of-band emissions, which are emissions immediately outside the necessary bandwidth caused by modulation, excluding spurious emissions. The same representative test frequencies and basic setup are used, but with the test signal defined for out-of-band measurements in Annex A.1.3.2.
This part is more detailed than the spurious emission check because the document uses spectrum masks for 7 MHz and 8 MHz analogue TV systems. It covers negative and positive modulation and 0.75 MHz or 1.25 MHz vestigial side band (VSB) arrangements. The measurement bandwidth is 50 kHz, and the masks extend across the occupied channel edges into the adjacent spectrum. Practically, this means the transmitter must stay within a shaped emission envelope, not just pass a single point limit.
Transmitter muting during frequency shift
Clause 4.2.3 addresses transmitter muting during frequency shift, which is relevant for frequency-agile transmitters and systems with frequency control loops. During retuning, emissions have to be suppressed, and the limit uses the same spurious emission limits as clause 4.2.1. For engineers, this means the transmitter must not radiate uncontrolled energy while changing channel or recovering control.
Cabinet radiation and enclosure port measurements
Clause 4.3.1 covers cabinet radiation, meaning radiated emissions from the enclosure rather than from the antenna port. The measurement method follows EN 55022, or EN 55011 if the physical size of the equipment makes that necessary. Measurements are made outside the exclusion band around the transmitter channel, and the configuration has to represent normal operation as closely as practical.
The radiated emission limits apply from 30 MHz to 4.5 GHz and are power-dependent. The test is normally done at 10 m where feasible, and other distances may be used with a distance correction. In practice, this is the check that catches leakage from cabinets, cables, and internal circuitry, not just the intended RF output.
Measurement uncertainty
Clause 4.4 requires measurement uncertainty to be calculated and minimized, and the uncertainty is applied to the limit. If a result falls below the adjusted limit, it is acceptable. This matters because borderline results need an uncertainty-aware assessment rather than a simple pass/fail reading.
What terms does SIST EN 302 297 V1.1.1:2005 define?
- Antenna port - the equipment port intended for connection to an antenna using coaxial cable in normal operation.
- Environmental profile - the range of environmental conditions within which the equipment has to comply with this standard.
- Out-of-band emissions - emissions immediately outside the necessary bandwidth that come from the modulation process.
- Spurious emissions - unwanted emissions outside the necessary bandwidth that can be reduced without affecting transmission.
- Cabinet radiation - radiation from the enclosure of the equipment, excluding radiation from connected antennas or cables.
- Equipment Under Test (EUT) - the transmitter being measured in the compliance test setup.
- Vestigial Side Band (VSB) - the transmission arrangement used in the spectrum masks for the analogue TV systems covered here.
Who uses SIST EN 302 297 V1.1.1:2005?
SIST EN 302 297 V1.1.1:2005 is used by transmitter manufacturers, RF design engineers, compliance laboratories, and certification or conformity assessment teams. Broadcasters and system integrators use it when selecting, specifying, or accepting analogue television transmitter equipment.
Quality managers and buyers use it to define acceptance criteria and to check that the supplied transmitter matches the required channel bandwidth, operating band, and emission performance. Test labs use it to set up measurements, choose the correct bandwidths and masks, and document results for type testing or verification.
Which standards are used with SIST EN 302 297 V1.1.1:2005?
- ETSI EN 301 489-14 - gives the EMC standard for analogue and digital terrestrial TV broadcasting service transmitters, and is listed as directly associated with this document.
- CENELEC EN 55022 - provides the measurement method used for cabinet radiation when the equipment size allows it.
- CENELEC EN 55011 - provides the alternative cabinet-radiation measurement method when physical size is a restriction.
- IEC 60489-1 + Am1 - gives general definitions and standard measurement conditions for radio equipment, and Annex A points to it for guidance on radiated-emission measurement methods.
What does the SIST EN 302 297 V1.1.1:2005 document contain?
- Step-by-step measurement methods for spurious emissions, out-of-band emissions, transmitter muting during frequency shift, and cabinet radiation.
- Test arrangements in Annex A, including the generator, coupling device, test load, measuring antenna, and spectrum analyser connections.
- Spectrum masks, break points, end-point values, and limit figures for analogue TV systems with 7 MHz and 8 MHz channels.
- Frequency ranges and reference bandwidths for unwanted-emission measurements, plus guidance on test signals for different emission types.
- A cabinet-radiation method that includes exclusion bands, operating mode selection, distance correction, and uncertainty handling for compliance work.

The left hand edge of the figure 1 shows the different clauses of Article 3 of the R&TTE Directive [2].
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present
document essential requirements in these areas have to be adopted by the Commission. If such essential requirements
are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to
be specified by function or interface type.
The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The
scopes of these standards are specified either by frequency (normally in the case where frequency bands are
harmonized) or by radio equipment type.
For article 3.1b the diagram shows EN 301 489, the multi-part product EMC standard for radio used under the EMC
Directive [3].
For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive [4] and new
standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be
required.
The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal
equipment. A particular equipment may be radio equipment, telecommunications terminal equipment or both. A radio
spectrum standard will apply if it is radio equipment. An article 3.3 standard will apply as well only if the relevant
essential requirement under the R&TTE Directive [2] is adopted by the Commission and if the equipment in question is
covered by the scope of the corresponding standard. Thus, depending on the nature of the equipment, the essential
requirements under the R&TTE Directive [2] may be covered in a set of standards.
The modularity principle has been taken because:
• it minimizes the number of standards needed. Because equipment may, in fact, have multiple interfaces and
functions it is not practicable to produce a single standard for each possible combination of functions that may
occur in an equipment;
• it provides scope for standards to be added:
- under article 3.2 when new frequency bands are agreed; or
- under article 3.3 should the Commission take the necessary decisions
without requiring alteration of standards that are already published;
• it clarifies, simplifies and promotes the usage of Harmonized Standards as the relevant means of conformity
assessment.
Other documents directly associated with the present document:
• EN 301 489-14 [5].
