SIST EN 301 489-11 V1.1.1:2003 is the Slovenian adoption of ETSI EN 301 489-11 V1.1.1, a candidate harmonized European standard from ETSI. It covers ElectroMagnetic Compatibility (EMC) for analogue terrestrial sound broadcasting transmitters, including AM and FM service transmitters, and specifies the test conditions, performance assessment and performance criteria used for EMC conformity work. It is aimed at broadcaster companies and manufacturers of terrestrial broadcasting transmitters and associated ancillary equipment.

What does SIST EN 301 489-11 V1.1.1:2003 specify?

SIST EN 301 489-11 V1.1.1:2003 specifies EMC assessment for analogue transmitters, exciters and associated ancillary equipment dedicated to broadcasting services, together with EN 301 489-1. It also gives the special conditions that apply to analogue terrestrial sound broadcasting transmitters and their ancillary equipment.

The scope excludes antenna port emissions and cabinet radiation, which are handled by the relevant ETSI product standards for effective use of the radio spectrum. Where this part and EN 301 489-1 differ, this part takes precedence.

AnnexWhat it covers
Annex ATypes of broadcasting service equipment covered, including AM and FM sound broadcasting transmitters, active deflectors and transposers
Annex BBibliography
Annex CThe EN title in the official languages

The document is organized into clauses on scope, references, definitions and abbreviations, test conditions, performance assessment, performance criteria and applicability overview, followed by informative annexes.

What are the key requirements of SIST EN 301 489-11 V1.1.1:2003?

SIST EN 301 489-11 V1.1.1:2003 relies on the general test conditions of EN 301 489-1, then adds transmitter-specific rules for broadcast equipment. In practice, the standard tells the laboratory what signal to apply, what to exclude from testing, what to monitor, and how to judge pass or fail.

Test setup and test signals

Clause 4 requires the transmitter output to be monitored during immunity tests. For transmitters with base-band processing or coding, such as an FM RDS encoder, that equipment stays active in normal operating mode, and the manufacturer provides reference encoders if needed. If encoder use is external or optional, the manufacturer must state that in the product documentation and decide whether testing is done with the encoder fitted.

Transposers, active deflectors and RF power amplifiers

Clause 4.2.2 sets the wanted input signal at the midpoint of the declared range for transposers, active deflectors and RF power amplifiers. The external modulator for an RF amplifier is placed outside the test environment, and a broadcasting transmission must be established before testing starts and maintained throughout the test.

Exclusion bands and normal modulation

Clause 4.3 defines the RF exclusion bands used so the EMC test does not disturb the wanted channel. For FM, the transmitter and RF power amplifier exclusion band is Fc - 300 kHz to Fc + 300 kHz; for AM, the exclusion band is ±250% of the necessary bandwidth. Clause 4.5 sets the normal test modulation: a 1 kHz tone for FM with ±50 kHz deviation, and a 1 kHz tone for AM with 80% modulation depth.

Performance criteria

Clause 6 distinguishes Continuous phenomena applied to Transmitters (CT) and Transient phenomena applied to Transmitters (TT). For CT, the broadcasting link must stay up and the monitored parameters must remain within the permitted ranges. For FM, that includes limits for RF power and RF frequency, and for AM transmitters it includes RF power and audio signal-to-noise ratio. For TT, the standard does not assess actual performance during the disturbance, but the link must recover automatically afterward and the equipment must return to normal operation with no loss of control functions or stored data.

Emission and immunity conditions

Clause 7 applies the EN 301 489-1 emission and immunity tables with broadcast-specific conditions. For higher-power transmitters, conducted emission testing follows EN 55011. Immunity tests use a radiated RF field level of 10 V/m or conducted RF immunity of 10 Vrms, with special notes for high-current or high-power equipment. The clause also sets fast transient and surge levels for AC, DC and telecommunication ports.

What terms does SIST EN 301 489-11 V1.1.1:2003 define?

  • Broadcasting service - A radiocommunication service intended for direct reception by the general public.
  • Transposer - A Tx/Rx that receives an off-air input signal and rebroadcasts it on a different frequency.
  • Active deflector - A Tx/Rx repeater or gap filler that receives an off-air input signal and rebroadcasts it on the same frequency.
  • RF power amplifier - A transmitter amplifier that the manufacturer declares suitable for connection to a terrestrial broadcasting antenna system.
  • Exciter - The low-level RF power driver stage of a broadcasting transmitter.
  • Equipment Under Test (EUT) - The device being assessed in the EMC tests.
  • Continuous phenomena applied to Transmitters (CT) - EMC stress cases where the transmitter must keep operating while the disturbance is applied.
  • Transient phenomena applied to Transmitters (TT) - EMC stress cases that are brief enough that performance is checked mainly after the event.

Who uses SIST EN 301 489-11 V1.1.1:2003?

Broadcaster companies and manufacturers use SIST EN 301 489-11 V1.1.1:2003 when designing, testing and documenting analogue terrestrial sound broadcasting transmitters and associated ancillary equipment. EMC engineers use it to set up immunity and emission tests, while compliance and quality staff use it to prepare the technical evidence for conformity work under the R&TTE framework.

It is most relevant to AM and FM sound broadcasting equipment, including transmitters, exciters, transposers, active deflectors and RF power amplifiers.

Which standards are used with SIST EN 301 489-11 V1.1.1:2003?

  • ETSI EN 301 489-1 - Provides the common technical requirements, including the base test conditions, emission and immunity structure, and general performance criteria.
  • EN 55011 - Provides the test method and limits used for certain higher-power conducted emission measurements.
  • EN 61000-4-3 - Provides the radiated radio-frequency electromagnetic field immunity test method used for the 10 V/m test.
  • Council Directive 89/336/EEC - Gives the electromagnetic compatibility legal context referenced in the foreword.
  • Directive 1999/5/EC - Gives the radio equipment and telecommunications terminal equipment legal context referenced in the foreword.

What does the SIST EN 301 489-11 V1.1.1:2003 document contain?

SIST EN 301 489-11 V1.1.1:2003 contains the practical EMC framework for analogue terrestrial sound broadcasting equipment. It includes the transmitter-specific test conditions in clause 4, the performance assessment rules in clauses 5 and 6, and the applicability overview for emission and immunity testing in clause 7.

The document also contains two typical test arrangements, one for FM transmitters and one for LF, MF and HF AM transmitters, plus tables for continuous-phenomena criteria, emission special conditions and immunity special conditions. Annex A identifies the covered broadcasting equipment types, Annex B lists related publications, and Annex C gives the title in official languages.
