SIST EN 302 077-2 V1.1.1:2005 is the Slovenian adoption of ETSI EN 302 077-2 V1.1.1 for transmitting equipment for the Terrestrial - Digital Audio Broadcasting (T-DAB) service. It is a Candidate Harmonized European Standard under article 3.2 of the R&TTE Directive and specifies how T-DAB transmitters must use spectrum and limit unwanted emissions. Manufacturers, test laboratories, and conformity assessors use it to check transmitter design, measurements, and compliance for sound broadcasting equipment.
What does SIST EN 302 077-2 V1.1.1:2005 specify?
SIST EN 302 077-2 V1.1.1:2005 applies to Terrestrial - Digital Audio Broadcast equipment used in the sound broadcasting service. The scope is tied to article 3.2 of the R&TTE Directive, which is about effective use of spectrum and avoiding harmful interference.
The standard says it is developed as a harmonized EN and is based on existing ITU, EBU, and CEPT technical specifications where appropriate. A note names the T-DAB bands that were allocated at the time: 47 MHz to 68 MHz, 174 MHz to 240 MHz, and 1 452 MHz to 1 492 MHz.
The document is organized into four clauses and three annexes. Clause 1 covers scope, Clause 2 references, Clause 3 definitions, symbols and abbreviations, and Clause 4 the technical requirements. Annex A is normative and gives the measuring arrangements; Annexes B and C are informative.
| Annex | What it covers |
|---|---|
| Annex A | General measuring arrangements for antenna port and enclosure port measurements, including test frequency range and modulating signal guidance |
| Annex B | Bibliography |
| Annex C | The EN title in the official languages |
What are the key requirements of SIST EN 302 077-2 V1.1.1:2005?
SIST EN 302 077-2 V1.1.1:2005 focuses on three main compliance areas: declared operating environment, antenna port emissions, and enclosure port emissions. It also gives measurement arrangements and uncertainty handling so the results are comparable in practice.
Environmental profile
Clause 4.1 requires the supplier to declare the environmental profile for operation. The equipment must meet the technical requirements whenever it operates within that declared range. In practice, this means the operating temperature, humidity, and other declared conditions matter for compliance testing and for normal use.
Antenna port emissions
Clause 4.2 covers antenna port measurements for spurious emissions and out-of-band emissions.
- Spurious emissions are emissions outside the necessary bandwidth and outside the range f0 ± 3 MHz, where f0 is the transmission centre frequency.
- The test uses the normal operating environment declared by the manufacturer, with the EUT tested at the lowest, highest, and a mid-point operating frequency.
- The limits depend on frequency range and transmitter power, and they are expressed in dBm or dBc with reference bandwidths of 100 kHz or 4 kHz, depending on the band.
In practice, this tells the manufacturer what unwanted radiation to measure on the transmitter output, and it tells the test lab which operating frequencies and bandwidths to use. Clause 4.2.1 also notes that if a T-DAB transmitter is supplied without an internal bandpass output filter, the manufacturer must state the filter characteristics needed to meet the limit and include that information in the test report.
- Out-of-band emissions are emissions just outside the necessary bandwidth, within f0 ± 3 MHz, and excluding spurious emissions.
- Clause 4.2.2 requires testing at the same operating frequencies, but in each relevant T-DAB operating mode.
- The standard uses masks in tables 4.2 and 4.3, and it distinguishes four cases: critical cases, uncritical cases, exceptional circumstances to protect safety services, and channel 12D or certain areas.
In practice, the required mask depends on how and where the transmitter is used. Unless the manufacturer declares otherwise, the non-critical case is assumed, so the declared deployment scenario matters for compliance.
Enclosure port measurements
Clause 4.3 covers cabinet radiation, which is radiated emission from the enclosure rather than from the antenna port. The test is done in the normal operating environment declared by the manufacturer, at the lowest, highest, and mid-point operating frequencies.
The procedure uses EN 55022, or EN 55011 if physical size is a restriction. Measurements are made outside the exclusion band, with ports terminated correctly and the equipment configured as it is normally used. The transmitter must maintain full rated output power during the test, and the setup and operating mode must be recorded in the test report.
In practice, this means the transmitter is not only checked for output purity but also for radiation from the cabinet, cabling, and internal electronics.
Measurement uncertainty and test arrangements
Clause 4.4 says measurement uncertainty should be calculated and minimized, and that it should be applied to the limit. A measurement below that range is considered acceptable. Annex A then gives the general measuring arrangements, including the use of a spectrum analyser, test load, coupling device, tracking generator, and external filter when needed.
What terms does SIST EN 302 077-2 V1.1.1:2005 define?
- antenna port - the port designed to be connected to an antenna by coaxial cable in normal operation.
- cabinet radiation - radiation from the equipment enclosure, excluding radiation from connected antennas or cables.
- environmental profile - the declared range of environmental conditions within which compliance is required.
- exclusion band - the frequency band where no measurements are made.
- out-of-band emissions - emissions immediately outside the necessary bandwidth that result from modulation and are not spurious emissions.
- spurious emissions - emissions outside the necessary bandwidth that can be reduced without affecting information transmission.
- T-DAB - Terrestrial - Digital Audio Broadcast.
Who uses SIST EN 302 077-2 V1.1.1:2005?
SIST EN 302 077-2 V1.1.1:2005 is used by transmitter manufacturers, radio equipment designers, and test laboratories working on T-DAB equipment. It is also used by conformity assessment teams and quality managers who need a testable basis for spectrum compliance.
In practice, it supports product design, type testing, and technical file preparation for terrestrial digital sound broadcasting transmitters. It is relevant to organizations working in radio broadcasting, RF test, electromagnetic compatibility, and regulatory compliance under the R&TTE framework.
Which standards are used with SIST EN 302 077-2 V1.1.1:2005?
The standard names several companion documents and references that contribute to its use:
- Directive 1999/5/EC (R&TTE Directive) - the legal framework for article 3.2 spectrum use requirements.
- ETSI EN 302 077-1 - the companion part on technical characteristics and test methods for T-DAB transmitters.
- ETSI EN 301 489-11 - the EMC standard for terrestrial sound broadcasting service transmitters.
- CENELEC EN 55022 - the main radiated-emission test method referenced for cabinet radiation.
- CENELEC EN 55011 - the alternative method when physical size limits the EN 55022 setup.
- IEC 60489-1 amendment 2 - guidance for radio transmitter measurement methods used for enclosure-port testing.
- ETSI TR 100 028 - guidance on measurement uncertainties.
What does the SIST EN 302 077-2 V1.1.1:2005 document contain?
The document contains detailed limits, masks, and test arrangements for T-DAB transmitters rather than a general description of the service. Clause 4 includes emission limits in tables and figures for spurious emissions, out-of-band emissions, and cabinet radiation.
Annex A provides the practical measurement setups for antenna port tests and radiated-emission tests, including when to use external filtering and how to arrange the measuring instruments. The body of the standard and Annex A together support testing, certification, and technical verification of transmitter compliance.

The left hand edge of the figure 1 shows the different clauses of article 3 of the R&TTE Directive [2].
For article 3.3 various horizontal boxes are shown. Dotted lines indicate that at the time of publication of the present
document essential requirements in these areas have to be adopted by the Commission. If such essential requirements
are adopted, and as far and as long as they are applicable, they will justify individual standards whose scope is likely to
be specified by function or interface type.
The vertical boxes show the standards under article 3.2 for the use of the radio spectrum by radio equipment. The
scopes of these standards are specified either by frequency (normally in the case where frequency bands are
harmonized) or by radio equipment type.
For article 3.1b the diagram shows EN 301 489, the multi-part product EMC standard for radio used under the EMC
Directive [3].
For article 3.1a the diagram shows the existing safety standards currently used under the LV Directive [4] and new
standards covering human exposure to electromagnetic fields. New standards covering acoustic safety may also be
required.
The bottom of the figure shows the relationship of the standards to radio equipment and telecommunications terminal
equipment. A particular equipment may be radio equipment, telecommunications terminal equipment or both. A radio
spectrum standard will apply if it is radio equipment. An article 3.3 standard will apply as well only if the relevant
essential requirement under the R&TTE Directive [2] is adopted by the Commission and if the equipment in question is
covered by the scope of the corresponding standard. Thus, depending on the nature of the equipment, the essential
requirements under the R&TTE Directive [2] may be covered in a set of standards.
The modularity principle has been taken because:
• it minimizes the number of standards needed. Because equipment may, in fact, have multiple interfaces and
functions it is not practicable to produce a single standard for each possible combination of functions that may
occur in an equipment;
• it provides scope for standards to be added:
- under article 3.2 when new frequency bands are agreed; or
- under article 3.3 should the Commission take the necessary decisions
without requiring alteration of standards that are already published;
• it clarifies, simplifies and promotes the usage of Harmonized Standards as the relevant means of conformity
assessment.
Other document directly associated with the present document:
• EN 302 077-1 [5];
• EN 301 489-11 [6].

47 MHz to 68 MHz;
174 MHz to 240 MHz;
1 452 MHz to 1 492 MHz.
The present document is intended to cover the provisions of article 3.2 of Directive 1999/5/EC [2] (R&TTE Directive),
which states that "… radio equipment shall be so constructed that it effectively uses the spectrum allocated to
terrestrial/space radio communications and orbital resources so as to avoid harmful interference".
In addition to the present document, other ENs that specify technical requirements in respect of essential requirements
under other parts of article 3 of the R&TTE Directive [2] may apply to equipment within the scope of the present
document.
