SIST EN 301 489-11 V1.2.1:2003 is the Slovenian adoption of ETSI EN 301 489-11 V1.2.1, a Candidate Harmonized European Standard for electromagnetic compatibility (EMC) and Radio spectrum Matters (ERM). It specifies EMC test conditions, performance assessment and performance criteria for terrestrial sound broadcasting service transmitters, exciters and associated ancillary equipment, for use by manufacturers, test labs and conformity assessors.

What does SIST EN 301 489-11 V1.2.1:2003 specify?

SIST EN 301 489-11 V1.2.1:2003 applies to the EMC assessment of terrestrial sound broadcasting service transmitters and their associated ancillary equipment, together with EN 301 489-1. It sets the broadcast-specific test conditions and criteria that sit on top of the common technical requirements in Part 1.

The scope excludes antenna port emissions and cabinet radiation, which are handled by the relevant ETSI product standards for radio spectrum use. The document also states that where this part differs from EN 301 489-1, the rules in this part take precedence.

The standard is organized into clauses 1 to 7 and two annexes:

AnnexWhat it covers
Annex ATypes of broadcasting service equipment covered by the document
Annex BBibliography

What are the key requirements of SIST EN 301 489-11 V1.2.1:2003?

Test conditions and signal setup

Clause 4 builds on EN 301 489-1 and adds the arrangements needed for broadcasting transmitters. In practice, this means the equipment has to be tested in a configuration that matches normal use as closely as possible, so the EMC result reflects real operation.

Clause 4.2.1 requires any base-band processing or coding equipment inside the transmitter, such as an RDS encoder for an FM transmitter, to be active during the test. If the transmitter is designed to work with external encoders, the manufacturer must state that in the product documentation and may need to provide reference encoders for the test.

Clause 4.2.2 and 4.2.3 cover transposers, active deflectors and RF power amplifiers. The wanted RF signal is set at the midpoint of the manufacturer-declared range, and a broadcasting transmission must be established before testing and maintained during the test. This matters because the EMC evaluation depends on the transmitter or related unit operating under a real broadcast signal path.

RF exclusion bands and normal modulation

Clause 4.3 defines the RF exclusion bands that protect the wanted transmission during EMC testing. The band widths differ by service: FM, AM, DRM, DAB-T, active deflectors and transposers each have their own exclusion zone around the operating frequency or channel center frequency. In practice, this tells the test engineer which frequency region must be treated as the wanted signal region and not as a disturbance band.

Clause 4.5 defines the normal test modulation. FM uses a 1 kHz audio tone adjusted to a specified deviation, AM uses a 1 kHz tone set to a specified modulation depth, and DAB-T/DRM use no modulating signal at the input port. The chosen test signal has to be recorded in the test report, so the test conditions can be repeated or audited later.

Performance assessment and pass criteria

Clause 5 requires the manufacturer to declare key operating information before testing, including oscillator, clock and intermediate frequencies, IF or RF filter bandwidth, and the nominal RF input level for RF amplifiers. For transmitters without integrated base-band processing or coding, the manufacturer must also declare whether the transmitter is intended to operate with or without external encoders.

Clause 6 splits performance criteria into continuous phenomena and transient phenomena. For continuous phenomena, the broadcasting link must stay established throughout the test, monitored output parameters must remain within the permitted ranges, and the transmitter must finish the test operating as intended with no loss of control functions or stored data. For transient phenomena, the link must be regained automatically after each exposure, and the transmitter must again finish the full test operating as intended.

Clause 6 also requires that no false alarms or abnormal commands be generated by electromagnetic stress. Alarms that clearly indicate a real stress effect may appear, but they must be resettable by manual control. If the equipment has a standby mode, the exposure is repeated in that mode to check that it does not transmit unintentionally.

Emission and immunity applicability

Clause 7 links the product-specific rules to the general emission and immunity tables in EN 301 489-1. For emissions, the document adds special conditions for power-related ports: higher-power transmitters use the EN 55011 method and the special conducted-emission limits given in the table, while lower-power transmitters follow the EN 301 489-1 limits.

For immunity, the document sets special levels and methods for broadcasting transmitters. Radiated RF immunity uses the EN 61000-4-3/A1 method at 10 V/m over 80 MHz to 2 000 MHz, with stated exceptions for very high current or power equipment. The standard also defines levels for fast transients, RF common mode tests, voltage dips and interruptions, and surges. In practice, this tells the test house which immunity stress to apply and when sensitive electronics such as exciters may need separate testing.

What terms does SIST EN 301 489-11 V1.2.1:2003 define?

  • broadcasting service - A radiocommunication service intended for direct reception by the general public.
  • transposer - A Tx/Rx that receives an off-air input signal and re-broadcasts the same signal on a different frequency.
  • active deflector - A Tx/Rx, also described as a repeater or gap filler, that receives an off-air input signal and re-broadcasts the same signal on the same frequency.
  • RF power amplifier - A transmitter amplifier declared by the manufacturer as suitable for connection to a terrestrial broadcasting antenna system.
  • Exciter/Modulator - The low-level RF power stage of a broadcasting transmitter.
  • EUT (Equipment Under Test) - The device or assembly being checked for EMC performance during the test.

Who uses SIST EN 301 489-11 V1.2.1:2003?

Broadcast transmitter manufacturers use this standard when designing FM, AM, DRM and DAB-T equipment and when preparing product documentation for EMC testing. Test laboratories use it to set up the test signal path, choose the correct exclusion bands and apply the right emission and immunity methods.

Conformity assessment bodies and certification teams use it when judging whether a transmitter or ancillary unit matches the EMC requirements for broadcast service use. Quality managers and buyers use it when writing acceptance criteria for broadcasting equipment, especially when they need a clear link between product type, test method and performance criterion.

Broadcast operators and system integrators use it when selecting transmitters, exciters, amplifiers, transposers and active deflectors for installation or procurement. The standard is especially relevant in radio broadcasting, television and radio broadcasting support, and EMC-focused engineering work.

What changed in SIST EN 301 489-11 V1.2.1:2003 from the previous edition?

This part is a revision of the EN 301 489 series to remove editorial inconsistencies between the specific parts of the multi-part EMC standard and between those parts and Part 1. It is presented as part 11 of the series and points readers to Part 1 for the common technical requirements.

Which standards are used with SIST EN 301 489-11 V1.2.1:2003?

  • EN 301 489-1 - Provides the common technical requirements, general test conditions, and the main emission and immunity tables that Part 11 builds on.
  • EN 55011 - Provides the test method and limits used for higher-power conducted emission measurements on transmitter power ports.
  • EN 61000-4-3/A1 - Provides the radiated, radio-frequency electromagnetic field immunity test method used for the RF immunity testing in Clause 7.

What does the SIST EN 301 489-11 V1.2.1:2003 document contain?

The document contains the broadcast-specific EMC rules for terrestrial sound broadcasting transmitters, starting from scope and references and then moving into definitions, symbols and abbreviations. It includes detailed test arrangements for transmitter inputs and outputs, plus figures showing typical setups for FM, AM, DAB-T and DRM testing.

It also contains tables that define performance criteria for continuous phenomena, and tables that set the special conditions for emission and immunity measurements. Annex A lists the equipment types covered, including AM, FM, DRM and DAB-T broadcasting transmitters, while Annex B provides related background references for measurement and broadcast practice.
