Abstract

The present document states the minimum technical characteristics and methods of measurement required for navigation radar used on inland waterways. This radar equipment operates in the frequency range of 9 300 MHz to 9 500 MHz allocated to the radio navigation
service as defined in article 5 of the Radio Regulations [2]. The present document is intended to cover the provisions of Directive 1999/5/EC [1] (R&TTE Directive) Article 3.2, which states that "… radio equipment shall be so constructed that it effectively uses the spectrum allocated to
terrestrial/space radio communications and orbital resources so as to avoid harmful interference". In addition to the present document, other ENs that specify technical requirements in respect of essential requirements under other parts of Article 3 of the R&TTE Directive [1] may apply to equipment within the scope of the present.

SIST EN 302 194-2 V1.1.2:2008 is the Slovenian adoption of ETSI EN 302 194-2 V1.1.2, a harmonized European standard from the European Telecommunications Standards Institute (ETSI). It covers navigation radar used on inland waterways and sets the minimum technical characteristics and measurement methods used to show conformity with Article 3.2 of the Radio and Telecommunications Terminal Equipment (R&TTE) Directive. The radar equipment addressed operates in the 9 300 MHz to 9 500 MHz band allocated to the radio navigation service.

What does SIST EN 302 194-2 V1.1.2:2008 specify?

SIST EN 302 194-2 V1.1.2:2008 specifies the technical requirements and compliance tests for inland-waterway navigation radar in the 9 300 MHz to 9 500 MHz band. In practice, it is the part of the series used to demonstrate that the equipment uses spectrum in a way that avoids harmful interference.

The document is organized into:

  • Clause 1 Scope
  • Clause 2 References
  • Clause 3 Definitions
  • Clause 4 Technical requirements
  • Clause 5 Testing for compliance with technical requirements
  • Annexes A to C

What are the key requirements of SIST EN 302 194-2 V1.1.2:2008?

SIST EN 302 194-2 V1.1.2:2008 focuses on five compliance areas: radiated emissions, operating frequency, transmitter pulse power, out of band emissions, and radiated spurious domain emissions. Each of these is defined and limited by cross-reference to ETSI EN 302 194-1, then checked by a matching test in Clause 5.

Environmental conditions and test setup

Clause 4.1 requires testing at representative points within the declared operational environmental profile, at least meeting the test conditions stated in the standard. Clause 5.1 ties the tests to the standard operating mode, power supply, and ambient temperatures from EN 302 194-1. For users, that means compliance is not just a bench result - it must be shown under the operating conditions the equipment claims.

The five essential radio test suites

Clauses 4.2.1 to 4.2.5 define the requirements, and Clauses 5.3.1 to 5.3.5 name the matching test suites:

  • radiated emissions
  • operating frequency
  • transmitter pulse power
  • out of band emissions
  • radiated spurious domain emissions

For each one, the measured result is compared with the corresponding limit. This is the core evidence a test lab or supplier needs for conformity assessment.

Measurement uncertainty and reporting

Clause 5.2 requires the measurement uncertainty for each parameter to be included in the test report. The uncertainty figures are to be calculated using TR 100 028. In practice, this matters because a compliance decision depends on both the measured value and the associated uncertainty.

Harmonized Standard mapping

Annex A, the HS-RTT, cross-references each essential requirement to its clause and test specification. Annex A classifies all five listed requirements as unconditional and links them to essential tests. That structure is what supports presumption of conformity under Article 3.2 of the R&TTE Directive.

What terms does SIST EN 302 194-2 V1.1.2:2008 define?

SIST EN 302 194-2 V1.1.2:2008 uses a small set of working definitions that shape compliance testing.

  • Environmental profile - the range of environmental conditions where the equipment must comply.
  • Supplier - the entity responsible for placing the equipment on the market under the R&TTE Directive.
  • Radiated emissions - unwanted energy emitted by the radar into the air, checked against limits.
  • Operating frequency - the actual frequency at which the radar operates, which must stay within the defined limits.
  • Transmitter pulse power - the radar’s pulse output power, used to control how the equipment occupies spectrum.
  • Out of band emissions - emissions outside the assigned operating band.
  • Radiated spurious domain emissions - unwanted emissions at other frequencies that could cause interference.

Who uses SIST EN 302 194-2 V1.1.2:2008?

SIST EN 302 194-2 V1.1.2:2008 is used by radar manufacturers, suppliers, conformity assessment labs, and compliance teams working on inland-waterway navigation equipment. It is also relevant to market surveillance and regulatory reviewers who check whether a product matches Article 3.2 expectations.

In practice, these users apply it to plan tests, document measurement uncertainty, compare results with limits from EN 302 194-1, and build the technical file used for placing equipment on the market.

Which standards are used with SIST EN 302 194-2 V1.1.2:2008?

SIST EN 302 194-2 V1.1.2:2008 relies on several named references:

  • Directive 1999/5/EC - the legal basis for the Article 3.2 essential requirement
  • ITU Radio Regulations (2004) - identifies the radio navigation service allocation for the operating band
  • ETSI EN 302 194-1 (V1.1.2) - provides the technical characteristics, definitions, limits, operating mode, and detailed test methods
  • ETSI TR 100 028 (V1.4.1) - provides the approach for calculating measurement uncertainty

What does the SIST EN 302 194-2 V1.1.2:2008 document contain?

SIST EN 302 194-2 V1.1.2:2008 contains the compliance framework for inland-waterway navigation radar, not a product design guide. Clause 4 gives the technical requirement areas, while Clause 5 gives the test conditions, uncertainty treatment, and the five essential radio test suites.

Annex A is the key practical table because it links each requirement to its test clause and marks the requirement and test status used for presumption of conformity. Annex B gives the title in official languages, and Annex C lists background references such as inland-waterway arrangements and related regulatory documents.
