Overview
EN 62841-2-17:2017/FprA1:2024 (aligned with IEC 62841-2-17 Amendment 1) is a CLC/CENELEC amendment that updates the safety requirements for electric motor‑operated hand‑held routers. It amends Part 2‑17 of the IEC 62841 series and modifies specific definitions, construction, component and test requirements for hand‑held routers, with a proposed stability date of 2030. The amendment clarifies router types, battery test conditions, protection device behaviour and certain mechanical and thermal safety provisions.
Key Topics and Requirements
- Updated definitions
- Revised definitions for base, router, type 1 router and type 2 router (mass and collet capacity criteria).
- Type 1 routers: motor housing + collet mass ≤ 2 kg and collet capacity ≤ 8 mm.
- Type 2 routers: mass > 2 kg or collet capacity > 8 mm.
- Abnormal operation / thermal limits
- Requirement to prevent exceeding thermal limits (references to clauses 18.4 and 18.5.3 a).
- Mechanical hazards
- Part 1 mechanical hazard provisions remain applicable; a new subclause (19.6) reinforces applicability for routers.
- Construction and switches
- For routers, power switches other than momentary switches are permitted (addition to 21.18.1).
- Components and protection devices
- Protection devices or circuits shall be non‑self‑resetting, unless the tool is fitted with a momentary power switch that cannot be locked on.
- Battery‑operated tool tests (Annex I)
- Tests are conducted with the lightest battery that still provides required capacity.
- For type 1 routers, battery must operate the tool at no‑load for at least 25 minutes.
- For type 2 routers, battery capacity must be sufficient to complete specified measurements (Table I.101 referenced).
Applications and Who Uses It
- Target users:
- Manufacturers of hand‑held routers, tool designers and safety engineers.
- Test laboratories and conformity bodies performing safety and type testing.
- Procurement/specification teams in woodworking, cabinetry, furniture and construction industries.
- Practical value:
- Ensures consistent safety design, switch selection, thermal protection and battery test criteria for routers.
- Helps manufacturers meet harmonized European/CENELEC safety expectations and facilitates market access.
Related Standards
- IEC/EN 62841 series (general requirements and other Part 2 modules)
- IEC/EN 62841‑1 (Part 1: General safety requirements) - several clauses of Part 1 remain applicable and are modified by this amendment.
- ICS classification: 25.080.20 (milling machines), 25.140.20 (electric tools).

AMENDMENT 1
FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote international
co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and
in addition to other activities, IEC publishes International Standards, Technical Specifications, Technical Reports,
Publicly Available Specifications (PAS) and Guides (hereafter referred to as "IEC Publication(s)"). Their
preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with
may participate in this preparatory work. International, governmental and non-governmental organizations liaising
with the IEC also participate in this preparation. IEC collaborates closely with the International Organization for
Standardization (ISO) in accordance with conditions determined by agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence be
