Earth-moving machinery and interchangeable equipment - Minimum technical information for coupling
This document specifies the minimum technical information that the manufacturer of earth moving machinery and the manufacturer of interchangeable equipment are required to make available in their instruction handbook.
It is applicable to the combination of earth moving machinery and interchangeable equipment covered by the intended use of each of the products, where the respective manufacturers do not identify in the instruction handbook specific models of interchangeable equipment or compatible host machines for coupling.
It gives guidelines in order to define the essential characteristics of interchangeable equipment and host machine for their safe coupling considering the following significant hazards or hazardous situations:
• a loss of longitudinal or lateral stability;
• exceeding maximum dimensions;
• errors of fitting;
• access (egress) to (from) operating position(s);
There are cases where specific technical or operational needs may require different approaches, so the information given by the manufacturer of the host machine and/or the manufacturer of the interchangeable equipment may differ from that set out in this document. In these cases, this document does not apply and the analysis of the risks created by the coupling of the host machine and interchangeable equipment shall be carried out by the manufacturer of the interchangeable equipment or by who makes the combined machinery.
The road circulation of the coupled host machine and interchangeable equipment on public roads and the resulting prescriptions are not subject to this document.
It does not cover the design and/or performance requirements for the engagement and locking of interchangeable equipment to the host machine, which is the subject of other European and International standards.
This document does neither deal with lifting persons with earth moving machinery nor with any interchangeable equipment mounted to it.
This document is not applicable to earth moving machinery and interchangeable equipment manufactured before the date of its publication.

Le présent document spécifie les informations techniques minimales que les fabricants d’engins de terrassement et les fabricants d’équipements interchangeables sont tenus de mettre à disposition dans leur manuel de l’opérateur.
Il s’applique à la combinaison d’un engin de terrassement et d'un équipement interchangeable couverts par l’utilisation normale de chacun des produits, lorsque les fabricants respectifs n’identifient pas dans le manuel de l’opérateur des modèles spécifiques d'équipements interchangeables ou des machines hôtes compatibles pour l'accouplement.
Il donne des lignes directrices afin de définir les caractéristiques essentielles de l’équipement interchangeable et de la machine hôte pour leur couplage en tenant compte des phénomènes dangereux significatifs ou des situations dangereuses suivants :
— une perte de stabilité longitudinale ou latérale ;
— un dépassement des dimensions maximales par rapport au champ de vision de l'opérateur ;
— des erreurs de raccords pour les raccordements hydrauliques et électriques ;
— l’accès au(x) [la sortie de la (des)] position(s) de fonctionnement.
Dans certains cas, des besoins techniques ou opérationnels spécifiques peuvent nécessiter des approches différentes, de sorte que les informations fournies par le fabricant de la machine hôte et/ou le fabricant d’équipement interchangeable peuvent différer de celles figurant dans le présent document. Dans ces cas, le présent document ne s’applique pas et l’analyse des risques créés par le couplage de la machine hôte et de l’équipement interchangeable doit être effectuée par le fabricant d’équipement interchangeable ou par celui qui fabrique les machines combinées.
La circulation sur la voie publique de la machine hôte couplée à l’équipement interchangeable n'est pas couverte.
Il ne couvre pas les exigences de conception et/ou de performance pour l’engagement et le verrouillage de l’équipement interchangeable sur la machine hôte, qui font l'objet d'autres normes européennes et internationales.
Le présent document ne traite pas du levage de personnes à l’aide d’un engin de terrassement ou d'un équipement interchangeable monté sur celle-ci.
NOTE Les engins de terrassement qui sont équipés de plates-formes de travail en tant qu’équipement interchangeable sont considérés comme des plates-formes élévatrices mobiles de personnel (PEMP) telles que définies au 3.1 de l’EN 280 1:2022, et énumérées à l'annexe IV, point 17, de la Directive 2006/42/CE relative aux machines.
Le présent document ne s’applique pas aux engins de terrassement et équipements interchangeables fabriqués avant sa date de publication.

This Technical Specification (CEN/TS) was approved by CEN on 22 September 2025 for provisional application.
The period of validity of this CEN/TS is limited initially to three years. After two years the members of CEN will be requested to
submit their comments, particularly on the question whether the CEN/TS can be converted into a European Standard.
CEN members are required to announce the existence of this CEN/TS in the same way as for an EN and to make the CEN/TS
available promptly at national level in an appropriate form. It is permissible to keep conflicting national standards in force (in
parallel to the CEN/TS) until the final decision about the possible conversion of the CEN/TS into an EN is reached.

Introduction
This document is of relevance, in particular, for the following stakeholder groups representing the market
players with regard to machinery safety:
— machine manufacturers (small, medium and large enterprises);
— health and safety bodies (regulators, accident prevention organizations, market surveillance etc.).
Others can be affected by the level of machinery safety achieved with the means of the document by the
above-mentioned stakeholder groups:
— machine users/employers (small, medium and large enterprises);
— machine users/employees (e.g. trade unions, organizations for people with special needs);
— service providers, e.g. for maintenance (small, medium and large enterprises);
— consumers (in case of machinery intended for use by consumers).
The above-mentioned stakeholder groups have been given the possibility to participate at the drafting
process of this document.
The machinery concerned and the extent to which hazards, hazardous situations or hazardous events are
covered are indicated in the scope of this document.
1 Scope
This document specifies the minimum technical information that the manufacturers of earth moving
machinery and the manufacturers of interchangeable equipment are required to make available in their
operator’s manual.
It is applicable to the combination of earth moving machinery and interchangeable equipment covered
by the intended use of each of the products, where the respective manufacturers do not identify in the
operator’s manual specific models of interchangeable equipment or compatible host machines for
coupling.
It gives guidelines in order to define the essential characteristics of interchangeable equipment and host
machine for their coupling considering the following significant hazards or hazardous situations due to:
— a loss of longitudinal or lateral stability;
— exceeding maximum dimensions with respect to operator's field of view;
— errors of fitting for hydraulic and electric connections;
— access (egress) to (from) operating position(s).

interchangeable equipment may differ from that set out in this document. In these cases, this document
does not apply and the analysis of the risks created by the coupling of the host machine and

Annex IV, item 17 of the Machinery Directive 2006/42/EC.
This document is not applicable to earth moving machinery and interchangeable equipment
manufactured before the date of its publication.
