SIST EN 301 489-17 V1.2.1:2003 is the Slovenian adoption of ETSI EN 301 489-17 V1.2.1, a candidate harmonized European EMC standard for radio equipment and services. It sets the electromagnetic compatibility test conditions, performance assessment and performance criteria for 2,4 GHz wideband transmission systems and 5 GHz high performance RLAN equipment. In practice, manufacturers, test labs and conformity teams use it together with EN 301 489-1 when they need the EMC rules for this radio equipment family.
What does SIST EN 301 489-17 V1.2.1:2003 specify?
SIST EN 301 489-17 V1.2.1:2003 specifies the EMC assessment for 2,4 GHz wideband transmission systems and 5 GHz high performance RLAN equipment, including HIPERLAN 1 and 2 and other systems in that family. The standard takes its common technical base from EN 301 489-1 and adds product-specific test conditions for these radio types.
The scope leaves antenna-port specifications and enclosure-port emission specifications to the relevant product standards for radio spectrum use. It also sits outside equipment covered by the Marine Equipment Directive.
The document is organized into clauses 1 to 7, plus two annexes:
| Annex | What it covers |
|---|---|
| Annex A | Informative examples of radio equipment in scope, including 2,4 GHz wideband systems and HIPERLAN type 1 |
| Annex B | Informative bibliography |
What are the key requirements of SIST EN 301 489-17 V1.2.1:2003?
SIST EN 301 489-17 V1.2.1:2003 mainly tells you how to set up the equipment, what to record, and how to judge pass or fail under EMC stress. The most important point is that the equipment under test (EUT) must be exercised in a way that represents normal intended use.
Test conditions and signal arrangements
Clause 4 requires the general test conditions from EN 301 489-1, with added rules for this radio equipment. For transmitter tests, the transmitter is operated at maximum rated power, and the wanted signals or controls needed to establish the link are defined by the manufacturer. For receiver tests, the wanted signal must be at least 30 dB above the declared Maximum Usable Sensitivity (MUS). Practically, this means the lab must test a real operating link, not just power-up behavior.
Host-dependent equipment
Clause 5 gives two ways to assess plug-in radio devices and other host-dependent equipment. The manufacturer chooses either composite equipment testing with a specific host, or a representative test jig or host that simulates the range of intended host systems. This matters because the EMC result may depend on the host electronics, power supply and mechanical integration.
Performance assessment and criteria
Clause 5.3 bases the assessment on maintenance of function, recovery from loss of function and any unintentional behavior. The assessment also checks that communications links stay up and that user control functions and stored user data are not lost. Clause 6 then sets the performance criteria:
- A for continuous phenomena
- B for transient phenomena
- C for power interruptions of the specified type
For transmitters and receivers, the criteria also make sure the transmitter does not start operating unintentionally during the test, except for interpreted ACK or NACK traffic in systems that use acknowledgements.
Applicability
Clause 7 points users back to EN 301 489-1 for the emission and immunity port applicability tables. For this part, no special emission or immunity conditions are added.
What terms does SIST EN 301 489-17 V1.2.1:2003 define?
SIST EN 301 489-17 V1.2.1:2003 uses several equipment terms to separate product types and test setups.
- Equipment Under Test (EUT) - the item being assessed for compliance.
- host - the equipment that provides the functionality, power or control needed by a radio device.
- plug-in radio device - a radio card or similar unit used with a variety of hosts.
- stand-alone radio equipment - equipment intended mainly to work on its own as communications equipment.
- hand-portable station - equipment normally carried and used by a person.
- MUS - Maximum Usable Sensitivity, the declared receiver sensitivity used to set the wanted signal level.
- ACK / NACK / ARQ - acknowledgement, not acknowledgement and automatic retransmission request signals used in link control.
Who uses SIST EN 301 489-17 V1.2.1:2003?
SIST EN 301 489-17 V1.2.1:2003 is used by manufacturers of 2,4 GHz wideband transmission systems and 5 GHz high performance RLAN equipment, including HIPERLAN equipment. EMC test laboratories use it to set up immunity and emission tests, while compliance and quality teams use it to document host configurations, test modulation and minimum performance levels. It is also relevant to certification and conformity work under the EMC Directive and the R&TTE Directive framework named in the document.
What changed in SIST EN 301 489-17 V1.2.1:2003 from the previous edition?
The document history lists an earlier publication, V1.1.1 from September 2000, and the later V1.2.1 publication sequence in 2002. The history in the standard records the version trail, while the foreword identifies this text as part 17 of the multi-part EN 301 489 series.
Which standards are used with SIST EN 301 489-17 V1.2.1:2003?
SIST EN 301 489-17 V1.2.1:2003 is built to be used with ETSI EN 301 489-1, which supplies the common technical requirements, definitions, environmental classification and the general EMC emission and immunity requirements. The references to Directive 1999/5/EC, Council Directive 89/336/EEC and Directive 98/34/EC provide the regulatory basis for the harmonized standard status.
What does the SIST EN 301 489-17 V1.2.1:2003 document contain?
SIST EN 301 489-17 V1.2.1:2003 contains the test conditions for transmitter and receiver set-ups, including companion equipment, wanted signals, normal test modulation and output monitoring. It also contains the host-dependence rules, the assessment procedure, the performance criteria table, and the applicability overview for emission and immunity. Annex A gives examples of in-scope radio equipment, and Annex B lists related ETSI documents such as EN 300 328-1, EN 300 652, EN 301 893 and ETS 300 836-1 for background and cross-reference.
