SIST EN 301 489-17:2001 is a harmonised EMC standard for wideband data and HIPERLAN radio equipment. It is used together with EN 301 489-1 and specifies how to test, assess, and judge electromagnetic compatibility for 2.4 GHz wideband transmission systems and HIPERLAN type 1 equipment. Manufacturers, test laboratories, and conformity assessors use it when checking radio equipment under the EMC and R&TTE framework.

What does SIST EN 301 489-17:2001 specify?

SIST EN 301 489-17:2001 specifies the EMC assessment of 2.4 GHz wideband transmission systems and HIghPErformance Radio Local Area Network (HIPERLAN) type 1 equipment. It gives the product-specific test conditions, performance assessment approach, and performance criteria for this radio equipment.

The scope also states that antenna-port and enclosure-port emission specifications are not included here because those belong to the relevant product standards for radio-spectrum use. It also excludes EMC requirements for equipment covered by the Marine Equipment Directive.

The document is organised into clauses 1 to 7 and one informative annex:

  • Clause 1 - Scope
  • Clause 2 - References
  • Clause 3 - Definitions and abbreviations
  • Clause 4 - Test conditions
  • Clause 5 - Performance assessment
  • Clause 6 - Performance criteria
  • Clause 7 - Applicability overview
  • Annex A - Examples of radio equipment in scope
AnnexWhat it covers
AExamples of radio equipment in scope, including 2.4 GHz wideband spread-spectrum systems and HIPERLAN type 1 equipment

What are the key requirements of SIST EN 301 489-17:2001?

The standard builds on EN 301 489-1, but it adds rules for wideband data and HIPERLAN equipment where those products need different test set-ups or pass/fail judgement.

Test conditions and signal arrangements

Clause 4.1 says the equipment under test (EUT) must be exercised in a way that represents normal intended use. If the radio part needs special software, fixtures, or a host product, the manufacturer-defined configuration is used.

Clause 4.2.1 requires the transmitter to operate at maximum rated power, with wanted signals and control settings defined by the manufacturer. In practice, this makes the test closer to real operating conditions and avoids under-stressing the transmitter.

Clause 4.2.3 sets the wanted signal at the receiver input to at least 30 dB above the declared Maximum Usable Sensitivity (MUS). This gives a stable communication link so the test can focus on EMC effects rather than borderline radio performance.

Host-dependent equipment

Clause 5.2 gives two ways to assess plug-in radio devices and other host-dependent equipment. The equipment can be tested as a composite of radio part plus a specific host, or with a test jig or host representative of the intended range of hosts.

That matters because performance can change when the radio part is built into different computers or platforms. The manufacturer must declare which approach is used, and the test report must record the host equipment, operating frequency range, equipment type, minimum performance level, and the normal test modulation with any ACK, NACK, or ARQ control signals.

Performance assessment and criteria

Clause 5.3 focuses on whether the communications link stays up, whether user control functions are preserved, and whether stored user-defined data is retained. In plain terms, the test looks for usable product behaviour, not just electrical survival.

Clause 6 defines three criteria:

  • A - the equipment operates as intended during the test and shows no loss of function or stored data after the test
  • B - temporary loss or degradation is allowed during the test if the equipment recovers by itself and returns to normal afterwards
  • C - temporary loss is allowed if the operator can recover it, and the equipment must return to normal afterwards

Clauses 6.3 to 6.6 add special treatment for transmitters, receivers, and transceivers so that unintentional transmission does not occur during immunity testing. For voltage dips of 100 ms and voltage interruptions of 5000 ms, criterion C applies.

What terms does SIST EN 301 489-17:2001 define?

  • Equipment Under Test (EUT) - the radio equipment being checked against this standard.
  • Maximum Usable Sensitivity (MUS) - the declared receiver sensitivity used to set the wanted signal level for tests.
  • host - equipment that gives the radio part additional user functionality and is needed for the radio part to work.
  • plug-in radio device - a radio card or similar unit intended to be used with a variety of host systems.
  • stand-alone radio equipment - communication equipment intended to be used on its own.
  • ACK / NACK / ARQ - acknowledgement, not-acknowledgement, and automatic retransmission request signals that may be part of the normal communication link.

Who uses SIST EN 301 489-17:2001?

Manufacturers of wideband data equipment and HIPERLAN products use SIST EN 301 489-17:2001 when designing products for EMC testing. Test laboratories use it to set up the EUT, choose the right host or test jig, and record the required operating and modulation details.

Conformity assessors and certification teams use it to judge whether the radio part maintains its communications link, user functions, and stored data under EMC stress. Buyers and integrators use it when they need to know how a radio module should be combined with a host system and how that combination will be tested.

Which standards are used with SIST EN 301 489-17:2001?

  • EN 301 489-1 - provides the common EMC technical requirements, general test conditions, and the base performance criteria used by this part.
  • ETS 300 328 - defines wideband transmission systems operating in the 2.4 GHz ISM band using spread spectrum techniques.
  • ETS 300 328/A1 - provides the amendment to the 2.4 GHz wideband transmission system definition used by the informative examples.
  • EN 300 652 - defines HIPERLAN type 1 equipment used as an example of equipment in scope.

What does the SIST EN 301 489-17:2001 document contain?

The document contains product-specific test conditions for transmitter and receiver testing, including signal arrangements at inputs and outputs and arrangements for testing a transmitter and receiver together. It also gives the two host-assessment approaches for plug-in or host-dependent radio equipment.

It includes the performance assessment procedure, the minimum information the manufacturer must provide for testing, and the performance criteria table for continuous, transient, and interruption-type disturbances. The applicability overview in Clause 7 points back to EN 301 489-1 for the general emission and immunity port tables, while this part adds the special conditions for voltage dips and interruptions.

Annex A gives examples of equipment in scope, which helps readers map the standard to 2.4 GHz wideband systems and HIPERLAN type 1 products used in practice.
