SIST EN 301 489-22 V1.3.1:2004 is the Slovenian adoption of ETSI EN 301 489-22 V1.3.1, an EMC standard for ground based aeronautical VHF radio equipment and related ancillary equipment. It specifies the test conditions, performance assessment, and performance criteria used to check electromagnetic compatibility for aeronautical VHF radio communications equipment, including ground base station, ground mobile, and hand-held/portable applications, as well as VDL Mode 2 and VDL Mode 4 ground base station equipment.
What does SIST EN 301 489-22 V1.3.1:2004 specify?
SIST EN 301 489-22 V1.3.1:2004 specifies the EMC assessment for ground based aeronautical radio equipment together with associated ancillary equipment. It sets the product-specific conditions that apply on top of EN 301 489-1.
The document is organized into:
- Clause 1 scope
- Clause 2 references
- Clause 3 definitions and abbreviations
- Clause 4 test conditions
- Clause 5 performance assessment
- Clause 6 performance criteria
- Clause 7 applicability overview
- Annex A, which defines the equipment types in scope
| Annex | What it covers |
|---|---|
| Annex A | Definitions of ground based aeronautical radio communications equipment in scope |
The scope excludes technical specifications for the antenna port and enclosure port; those are handled in the relevant product standards for efficient use of the radio spectrum.
What are the key requirements of SIST EN 301 489-22 V1.3.1:2004?
SIST EN 301 489-22 V1.3.1:2004 builds on EN 301 489-1, and when there is a difference in special conditions, definitions, or abbreviations, this document takes precedence. In practice, a manufacturer must apply both the common EMC framework and the extra rules here.
- Test setups for transmitters and receivers - Clause 4 requires defined arrangements for test signals. Integral antenna equipment needs a 50 Ω RF connection point for measurements, which matters because the test setup must be repeatable and measurable.
- Operating conditions during testing - Clause 4.2 requires transmitters to be driven with normal test modulation and, for transmitter output checks, to run at maximum rated RF output or at not less than -6 dB if thermal limits are declared. This ensures the equipment is tested under realistic stress.
- Normal test modulation - Clause 4.5 defines modulation for analogue speech equipment and for VDL Mode 2 and VDL Mode 4 equipment. For digital equipment, the manufacturer may supply the test modulation and demodulation equipment, which matters for proving normal operation during EMC stress.
- Exclusion bands - Clause 4.3 sets exclusion bands for emission and immunity tests. Transmitter exclusions apply while transmitting, receiver exclusions are handled differently, and immunity tests exclude the operating frequencies plus defined margins. This avoids misreading the wanted signal as interference.
- Performance criteria A, B, and C - Clause 6 sets how the EUT is judged during continuous, transient, and power-interruption tests. The key practical point is whether the equipment must keep operating, self-recover, or recover by operator action.
- Power interruption behavior - Clause 6.3 allows loss of the link during a severe interruption, but no unintended transmission is allowed, and the equipment must recover afterward. That matters for safety and operational continuity.
- Emission and immunity special conditions - Clause 7 and Table 4 fix the product-specific test levels. The radiated RF immunity levels are 10 V/m from 80 MHz to 1 400 MHz and 3 V/m from 1 400 MHz to 2 000 MHz, which tells the test lab what field strengths to apply.
What terms does SIST EN 301 489-22 V1.3.1:2004 define?
- Base station - Aeronautical radio equipment with an external antenna, intended for fixed use in the aeronautical mobile service.
- centre frequency (Fc) - The center of the transmitter necessary bandwidth; it is the reference point used for exclusion bands.
- integral antenna equipment - Radio equipment with an antenna built in, without an external connector, and with a 50 Ω RF test point provided.
- necessary bandwidth - The bandwidth just sufficient to carry the information at the required rate and quality.
- occupied bandwidth - The frequency span containing the defined share of total emitted power.
- simplex - An instantaneous one-way communications link.
- EUT - Equipment Under Test, the device being evaluated in the EMC test.
Who uses SIST EN 301 489-22 V1.3.1:2004?
SIST EN 301 489-22 V1.3.1:2004 is used by manufacturers, EMC test laboratories, conformity assessment teams, and quality managers working on aeronautical VHF communications equipment. It is relevant for ground base stations, ground mobile equipment, and hand-held/portable equipment used in aerodrome, en route, vehicular, and portable operational environments.
Designers use it to plan test interfaces and recovery behavior. Test labs use it to set up immunity, emission, and performance checks. Buyers and assessors use it to confirm that a product has been evaluated against the correct aeronautical EMC conditions.
Which standards are used with SIST EN 301 489-22 V1.3.1:2004?
- EN 301 489-1 - Provides the common technical requirements, test framework, and general EMC tables that this part modifies.
- EN 300 676 - Defines the ground-based VHF aeronautical radio communications equipment covered in Annex A.
- ITU Radio Regulations - Support the definitions of bandwidth-related terms.
- ITU-T Recommendation P.53 - Provides the psophometric telephone filtering network referenced for analogue speech testing.
- Directive 1999/5/EC and Council Directive 89/336/EEC - Give the regulatory context for the harmonized European standard.
- Directive 98/34/EC - Is referenced for the standards and regulations notification procedure.
What does the SIST EN 301 489-22 V1.3.1:2004 document contain?
The document contains a clause-based test specification, plus tables and one normative annex. Clause 4 gives the test arrangements and modulation conditions, including separate cases for analogue speech and VDL Mode 2/4 equipment. Clause 5 and Clause 6 set how to judge performance during testing and after testing.
Table 1 defines transmitter exclusion bands, Table 2 gives performance criteria A, B, and C, Table 3 lists emission special conditions, and Table 4 lists immunity special conditions. Annex A defines the equipment types covered by the standard, including the frequency range and modulation types used in scope.

5 ETSI EN 301 489-22 V1.3.1 (2003-11)
1 Scope
The present document, together with EN 301 489-1 [1] covers the assessment of ground base station, ground mobile
and hand-held/portable aeronautical VHF radio communications and associated ancillary equipment, in respect of
ElectroMagnetic Compatibility (EMC).
Technical specifications related to the antenna port and emissions from the enclosure port of the radio equipment
covered in this scope, are not included in the present document. Such technical specifications are found in the relevant
product standards for the effective use of the radio spectrum.
The present document also covers EMC requirements for VDL Mode 2 and VDL Mode 4 ground base station radio
equipment.
The present document specifies the applicable test conditions, performance assessment and performance criteria for
ground based aeronautical radio equipment and associated ancillary equipment.
Definitions of types of ground base station, ground mobile and hand held/portable aeronautical VHF radio
communications covered by the present document are given in annex A.
In case of differences (for instance concerning special conditions, definitions, abbreviations) between the present
document and EN 301 489-1 [1], the provisions of the present document take precedence.
The environmental classification and the emission and immunity requirements used in the present document are as
stated in EN 301 489-1 [1], except for any specific conditions included in the present document. The applicable
environments referred to in EN 301 489-1 [1] where equipment covered by the scope of the present document may be
used, shall be declared by the manufacturer.
The EMC requirements have been selected to ensure an adequate level of compatibility for apparatus within aerodrome,
en route, vehicular and hand held/portable operational environments. The levels, however, do not cover extreme cases
which may occur in any location but with a low probability of occurrence.
