Rough-terrain trucks - Non-integrated personnel work platforms - Part 1: Design, safety requirements and verification
ISO 18479-1:2015 defines design criteria and safety requirements for non-integrated personnel work platforms (PWPs) which, if approved for use on the rough-terrain truck, can be fitted and secured to the forks, carriage or attachment bracket of a rough-terrain truck to elevate occupants with or without materials and tools to raised work positions without any controls in the platform to control movement. Design, safety requirements and test methods for variable-reach rough-terrain trucks are covered in ISO 10896‑1. Personnel work platforms equipped with controls which affect movement of the rough-terrain truck are excluded from this part of ISO 18479. The requirements of this part of ISO 18479 shall apply except where national or local regulations are more stringent. ISO 18479-1:2015 is not applicable to non-integrated personnel work platforms manufactured before the date of its publication.

Overview
ISO 18479-1:2015 specifies design, safety requirements and verification for non-integrated personnel work platforms (PWPs) used with rough-terrain trucks. It covers PWPs that are fitted and secured to forks, carriages or attachment brackets to elevate occupants (with or without tools/materials) where the platform contains no controls that affect truck movement. The standard applies from its publication date forward and defers to more stringent national/local regulations.
Key topics and technical requirements
Scope and exclusions
- Applies only to non-integrated PWPs; excludes platforms with controls that affect truck movement and PWPs manufactured before publication.
- Truck manufacturer must formally approve PWPs for a specific truck.
Capacity and marking
- Combined mass of platform, occupants, equipment and materials must not exceed the truck’s actual capacity as indicated on the truck load chart (or one‑third of truck capacity when no load chart exists).
- Platforms must carry a capacity warning and manufacturer’s plate.
Materials and dimensions
- Platform made of non‑flammable materials.
- Floor dimensions limited (not to exceed twice the load‑centre distance listed on the truck nameplate) and transport width restricted relative to truck width.
Guardrails and access
- Continuous protection on all sides: guardrails (minimum 1.0 m high; 0.9 m allowed where national rules permit), toe‑guards (≥0.1 m), and intermediate rails spacing limits.
- Guardrails designed to withstand a concentrated load of 890 N without permanent deformation.
- Access openings and gates must meet minimum dimensions (e.g., 420 mm minimum width; recommendations for larger openings) and must not open outwards; chains/ropes are prohibited as guardrails.
Anchorages and fall protection
- Anchorages provided and identified for lanyards/PPE.
- Arrest anchorages: static capacity 16 kN (increase by 20% per additional occupant when rated for multiple occupants).
- Restraint anchorages: static capacity 3 kN (multiplied by number of occupants if rated for multiple users).
Structural strength and flooring
- Structural safety factors: at least 2:1 for ductile materials (based on yield) and 5:1 for non‑ductile materials (based on ultimate strength).
- Floor must be slip‑resistant, self‑draining; openings must prevent passage of a 15 mm sphere; trap doors not permitted.
Verification methods
- Requirements verified by design checks, visual examinations and functional tests as specified.
Applications and users
ISO 18479-1 is used by:
- PWP and rough‑terrain truck manufacturers for design, approval and documentation.
- Design and safety engineers to ensure compliance with structural and fall‑protection requirements.
- Test laboratories and certifiers conducting verification and functional testing.
- Fleet managers, procurement teams and safety officers specifying compliant PWPs for construction, oil & gas, utilities, mining and industrial maintenance.
