This part of EN 60998 applies to connecting devices as separate entities for the connection of two or more electrical copper conductors (complying with EN 60228 or EN 60344) rigid (solid or stranded) or flexible, having a cross-sectional area of 0,2 mm2 up to and including 35 mm2 and equivalent AWG conductors with a rated voltage not exceeding 1 000 V a.c. up to and including 1 000 Hz and 1 500 V d.c. where electrical energy is used for house-hold and similar purposes. This standard constitutes Part 1 of the EN 60998 series, published under the general title Connecting devices for low-voltage circuits for household and similar purposes. This series consists of this Part 1, devoted to general requirements, and various Parts 2, devoted to particular requirements. This second edition cancels and replaces the first edition published in 1990 and constitutes a technical revision. It has the status of a group safety publication in accordance with IEC Guide 104.

Overview

EN 60998-1:2004 - Connecting devices for low-voltage circuits for household and similar purposes - Part 1: General requirements (CLC adoption of IEC 60998-1) defines the general safety and performance framework for standalone connecting devices used to join copper conductors in household and similar low-voltage installations. This Part 1 sets the scope and baseline requirements for construction, compatibility and safe use and is accompanied by subordinate Parts 2, which contain particular requirements for specific connector types.

What the standard covers

  • Applicability to connecting devices as separate entities for joining two or more copper conductors (rigid or flexible).
  • Conductor types referenced: conductors complying with EN 60228 or EN 60344.
  • Conductor size range: 0.2 mm² up to and including 35 mm² (and equivalent AWG).
  • Rated voltages covered: ≤ 1 000 V a.c. up to 1 000 Hz and ≤ 1 500 V d.c. for household and similar uses.
  • Status: second edition (technical revision) replacing the 1990 edition; published as a group safety publication in accordance with IEC Guide 104.

Key topics and requirements

The standard establishes general requirements that typically include:

  • Construction and materials: design principles to ensure secure electrical connection and mechanical integrity.
  • Compatibility: suitability for specified conductor cross‑sections and types (rigid/stranded/flexible).
  • Marking and identification: labeling for rated voltage, conductor range and manufacturer identification.
  • Electrical and mechanical performance: baseline criteria for safe operation under normal service conditions.
  • Insulation and safety: requirements to prevent electric shock and ensure safe handling in household environments.

(Note: Part 1 provides the overarching requirements; specific designs and tests are detailed in the corresponding Part 2 documents where applicable.)

Applications and users

  • Manufacturers of terminals, plug-in connectors, terminal blocks and other connecting devices for household appliances, lighting, and building wiring.
  • Product designers and electrical engineers specifying connectors for low-voltage installations.
  • Test laboratories and certification bodies assessing conformity to EN/IEC safety requirements.
  • Installers, electrical contractors, and compliance officers referencing standard requirements for safe selection and installation.

Related standards

  • EN 60228 (conductors of insulated cables)
  • EN 60344 (conductor specifications)
  • IEC 60998 series (harmonized international series)
  • IEC Guide 104 (group safety publication guidance)
