Materials for printed boards and other interconnecting structures - Part 4-11: Sectional specification set for prepreg materials, unclad - Non-halogenated epoxide, woven E-glass prepreg of defined flammability

This part of EN 61249 gives requirements for properties of prepreg that is mainly intended to be used as bonding sheets in connection with laminates according EN 61249-2-7 when manufacturing multilayer boards according to EN 62326-4. This material may be also used to bond other types of laminates. Prepreg according to this standard is of defined flammability (vertical burning test). The flammability rating on fully cured prepreg is achieved through the use of non-halogenated fire retardants contained as an integral part of the polymeric structure. After lamination according to the supplier's instructions, the glass transition temperature is defined to be 120 C minimum.

Overview

EN 61249-4-11:2005 (CLC adoption of IEC 61249-4-11:2005) is a sectional specification for prepreg materials used in printed boards and interconnecting structures. It covers non‑halogenated epoxide, woven E‑glass prepreg of defined flammability intended primarily as bonding sheets for multilayer printed circuit boards (PCBs) and other laminate bonding applications. The standard defines material construction, flammability performance (vertical burning test), thermal performance after cure, appearance and handling criteria, and quality/packaging requirements.

Key topics and technical requirements

  • Materials & construction
    • Reinforcement: woven E‑glass fabric (see IEC/EN reference for weave specification).
    • Resin system: non‑halogenated epoxide resin formulated with integral, non‑halogenated flame retardants.
  • Flammability
    • Defined flammability evaluated by the vertical burning test; flammability rating is achieved by the resin chemistry specified in the standard.
  • Thermal performance
    • Glass transition temperature (Tg) after lamination and cure: minimum 120 °C (when cured per supplier instructions).
  • Halogen content
    • The standard specifies maximum halogen limits (numerical limits are given in clause 3.2 of the document).
  • Appearance & defects
    • Acceptance criteria for visual defects: e.g., dewetted areas (“fish eyes”) >10 mm not permitted; up to 10 fish eyes ≤10 mm allowed per 300 × 300 mm area. Guidelines for broken filaments and other surface defects are included.
  • Processing state
    • Prepreg is supplied in B‑stage (partially cured) and requirements for cured (C‑stage) properties are defined.
  • Delivery, QA and documentation
    • Delivery forms (rolls, sheets, cut panels), shelf life, packaging/marking, certificate of conformance and safety data sheet requirements.
    • Quality system expectations referenced (ISO 9000) and test methods referenced (IEC 61189‑2).

Applications and who uses this standard

  • Primary use: Bonding sheets for manufacturing multilayer PCBs (in conjunction with EN/IEC standards for base materials and multilayer boards).
  • Users: PCB manufacturers, laminate and prepreg suppliers, materials engineers, OEMs, procurement and compliance teams in electronics manufacturing, and test laboratories validating material properties.
  • Benefits: Ensures consistent flammability performance, thermal reliability (Tg), and manufacturing compatibility for multilayer board lamination processes.

Related standards

  • EN/IEC 61249‑2‑7 - reinforced base materials (epoxide woven E‑glass laminated sheet, copper‑clad)
  • EN/IEC 62326‑4 - rigid multilayer printed boards with interlayer connections

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
Publication(s)”). Their preparation is entrusted to technical committees; any IEC National Committee interested
in the subject dealt with may participate in this preparatory work. International, governmental and non-
governmental organizations liaising with the IEC also participate in this preparation. IEC collaborates closely
with the International Organization for Standardization (ISO) in accordance with conditions determined by
agreement between the two organizations.
2) The formal decisions or agreements of IEC on technical matters express, as nearly as possible, an international
consensus of opinion on the relevant subjects since each technical committee has representation from all
interested IEC National Committees.
3) IEC Publications have the form of recommendations for international use and are accepted by IEC National
Committees in that sense. While all reasonable efforts are made to ensure that the technical content of IEC
Publications is accurate, IEC cannot be held responsible for the way in which they are used or for any
misinterpretation by any end user.
4) In order to promote international uniformity, IEC National Committees undertake to apply IEC Publications
transparently to the maximum extent possible in their national and regional publications. Any divergence
between any IEC Publication and the corresponding national or regional publication shall be clearly indicated in
the latter.
5) IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any
equipment declared to be in conformity with an IEC Publication.
6) All users should ensure that they have the latest edition of this publication.
7) No liability shall attach to IEC or its directors, employees, servants or agents including individual experts and
members of its technical committees and IEC National Committees for any personal injury, property damage or
other damage of any nature whatsoever, whether direct or indirect, or for costs (including legal fees) and
