Overview

EN 60335-2-66:2003/A1:2008 is a European amendment to the product-family safety standard for water-bed heaters, published by CENELEC and based on IEC 60335-2-66:2002/A1:2008. It updates the particular requirements that supplement the general safety rules for household and similar electrical appliances (the IEC 60335 series). The amendment was approved on 2008-05-01 and specifies national implementation and withdrawal timelines for conflicting standards.

Key topics and requirements

  • Scope for water‑bed heaters: Defines the particular safety requirements that apply to electrical heating devices used with water beds as a complement to the general Part 1 requirements of IEC/EN 60335.
  • Interaction with Part 1: Where Part 2 (this document) does not add specific provisions for a hazard, the general requirements of Part 1 apply. The amendment clarifies precedence and applicability across the IEC 60335 family.
  • Abnormal situations and electromagnetic effects: The amendment explicitly covers expected abnormal operating conditions and requires consideration of how electromagnetic phenomena can affect safe appliance operation.
  • Users and vulnerability: Scope language was updated to explicitly include persons (including children) whose physical, sensory, or mental capabilities, or lack of experience and knowledge, prevent safe use without supervision - and children playing with the appliance.
  • Surface temperature considerations: The bibliography and guidance incorporate ISO 13732-1 (ergonomics of thermal environment - hot surfaces) as relevant when assessing surface temperature risks.
  • Regulatory timeframes: National implementation (identical publication/endorsement) date and withdrawal of conflicting standards were specified (implementation deadline and dow dates as published in the amendment).

Practical applications

Who uses this standard and why:

  • Manufacturers and product designers of water-bed heating systems - to design electrically safe products that meet European and international expectations.
  • Testing and certification laboratories - for conformity assessment and type-testing against the particular requirements and the general Part 1 rules.
  • Regulatory and compliance teams - to interpret obligations for market entry in CENELEC member countries.
  • Procurement and safety engineers - to specify compliant products and verify risk controls for vulnerable users (children, impaired persons).

Related standards

  • IEC/EN 60335-1 (General requirements for household electrical appliances) - applies where Part 2 does not add requirements.
  • IEC 60335-2-66 / EN 60335-2-66 (base standard for water-bed heaters) - this document is Amendment A1 to that standard.
  • ISO 13732-1 - referenced for assessment of hot surfaces and temperature-related hazards.
