Materials for printed boards and other interconnecting structures - Part 4-1: Sectional specification set for prepreg materials, unclad (for the manufacture of multilayer boards) - Epoxide woven E-glass prepreg of defined flammability

Gives requirements for properties of prepreg that is mainly intended to be used as bonding sheets in connection with laminates according to IEC 61249-2-7 when manufacturing multilayer boards in line with IEC 62326-4. This material may be also used to bond other types of laminates. Prepreg according to this standard is of defined flammability (vertical burning test). The flammability rating on fully cured prepreg is achieved through the use of brominated fire retardants contained as an integral part of the polymeric structure. After lamination according to the supplier's instructions, the glass transition temperature is defined as being 120 °C minimum.

Overview

EN 61249-4-1:2008 is a CLC-adopted sectional specification for epoxide woven E‑glass prepreg of defined flammability used in the manufacture of multilayer printed boards. The standard defines material, construction and performance requirements for unclad prepreg bonding sheets intended primarily for laminates specified in IEC 61249-2-7 and for multilayer board manufacture in line with IEC 62326-4. Flammability is specified by the vertical burning test and the flammability rating is achieved using brominated fire retardants built into the polymer matrix. After lamination (per supplier instructions) the material must achieve a glass transition temperature (Tg) of at least 120 °C.

Key Topics and Requirements

  • Materials & construction
    • Reinforcement: woven E‑glass reinforcement with epoxide resin.
    • Resin chemistry: epoxide matrix with integral brominated flame retardants.
  • Appearance and handling
    • Acceptable limits for dewetted areas (fish eyes), broken filaments, distortion, creases and edge conditions.
  • B‑stage (uncured) properties
    • Resin content, treated weight, resin flow and scaled flow thickness.
    • Melting viscosity, gel time and volatile content - parameters that affect handling, storage and lamination behavior.
  • C‑stage (fully cured) properties
    • Electrical strength and flammability (vertical burning test).
    • Dielectric properties: relative permittivity and dissipation factor.
    • Cured thickness and dimensional/thermal performance post‑lamination.
  • Delivery and quality
    • Forms: rolls, sheets and cut panels; packaging, shelf life and marking rules.
    • Quality assurance: qualification and conformance inspection, certificate of conformance, SDS requirements; aligns with ISO 9000 and environmental considerations (ISO 14001).

Applications and Who Uses It

  • Target users:
    • PCB materials suppliers and prepreg manufacturers
    • Multilayer printed circuit board (PCB) fabricators
    • PCB design and process engineers specifying bonding materials
    • Procurement, compliance and quality teams assessing material conformance
    • Test labs performing electrical and flammability testing
  • Practical uses:
    • Specifying and procuring epoxide woven E‑glass prepreg for multilayer board lamination
    • Ensuring consistent lamination behavior, electrical performance and flame retardancy for commercial and industrial electronics
    • Supporting supply‑chain documentation (conformance certificates, SDS) and production acceptance testing

FOREWORD
1) The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising
all national electrotechnical committees (IEC National Committees). The object of IEC is to promote
international co-operation on all questions concerning standardization in the electrical and electronic fields. To
this end and in addition to other activities, IEC publishes International Standards, Technical Specifications,
Technical Reports, Publicly Available Specifications (PAS) and Guides (hereafter referred to as “IEC
