This European Standard provides the general principles and requirements, expressed through a series of standards, for the assessment of buildings in terms of environmental, social and economic performance taking into account technical characteristics and functionality of a building. The assessment will quantify the contribution of the assessed construction works to sustainable construction and sustainable development.
The framework applies to all types of buildings and it is relevant for the assessment of the environmental, social and economic performance of new buildings over their entire life cycle, and of existing buildings over their remaining service life and end of life stage.
The standards developed under this framework do not set the rules for how the different assessment methodologies may provide valuation methods. Nor do they prescribe levels, classes or benchmarks for measuring performance.
NOTE   Valuation methods, levels, classes or benchmarks may be prescribed in the requirements for environmental, social and economic performance in the client’s brief, building regulations, national standards, national codes of practice, certification schemes, etc.
The rules for assessment of environmental, social or economic aspects of organizations are not included within this framework. However, the consequences of decisions or actions that influence the environmental, social and economic performance of the object of assessment are taken into account.

Nachhaltigkeit von Bauwerken - Bewertung der Nachhaltigkeit von Gebäuden - Teil 1: Allgemeine Rahmenbedingungen

Diese Europäische Norm ist Teil einer Reihe Europäischer Normen und enthält die allgemeinen Grundsätze und Anforderungen an die Bewertung von Gebäuden hinsichtlich ihrer umweltbezogenen, sozialen und ökonomischen Qualität unter Berücksichtigung der technischen Eigenschaften und Funktionalität eines Gebäudes. Mit der Nachhaltigkeitsbewertung wird der Beitrag gemessen, den die bewerteten Bauwerke zu nachhaltigen Bauwerken und einer nachhaltigen Entwicklung leisten.
Die Rahmenbedingungen gelten für alle Arten von Gebäuden und sind für die Bewertung der umwelt-bezogenen, sozialen und ökonomischen Qualität bei neuen Gebäuden über deren gesamten Lebenszyklus und bei Bestandsgebäuden für deren restliche Lebensdauer und die Entsorgungsphase maßgeblich.
Die unter diesen Rahmenbedingungen entwickelten Normen enthalten weder Regeln, wie die unter-schiedlichen Verfahrensweisen der Beurteilung von Gebäuden zu Bewertungsverfahren weiterentwickelt werden können, noch schreiben sie Grenzwerte, Klassen oder Richtwerte für die Bemessung der Qualität vor.
ANMERKUNG Bewertungsverfahren, Grenzwerte, Klassen oder Richtwerte können in den umweltbezogenen, sozialen und ökonomischen Qualitätsanforderungen des Lastenheftes des Auftraggebers, der gesetzlichen Vorgaben im Bauwesen, nationaler Normen, nationaler Verfahrensregeln, von Zertifizierungssystemen usw. vorgeschrieben werden.
Die Regeln zur Bewertung der umweltbezogenen, sozialen und ökonomischen Aspekte von Organisationen sind in diesem Rahmenwerk nicht enthalten. Die Folgen von Entscheidungen oder Maßnahmen, die die umweltbezogene, soziale und ökonomische Qualität des bewerteten Objektes beeinflussen, werden jedoch berücksichtigt.

Contribution des ouvrages de construction au développement durable - Évaluation de la contribution au développement durable des bâtiments - Partie 1 : Cadre méthodologique général

La présente Norme européenne présente les principes généraux et les exigences, sous la forme d’une série de normes, pour l’évaluation des bâtiments en termes de performances environnementales, sociales et économiques, en prenant en compte leurs caractéristiques techniques et fonctionnelles. L'évaluation permettra de quantifier la contribution au développement et à la construction durables des ouvrages concernés.
Le cadre méthodologique s’applique à tous les types de bâtiments et concerne l’évaluation des performances environnementales, sociales et économiques des bâtiments neufs tout au long de leur cycle de vie, et celles des bâtiments existants pour leur durée de vie restante et leur phase de fin de vie.
Les normes élaborées dans ce cadre méthodologique ne définissent pas de règles concernant la façon dont les différents programmes d'évaluation peuvent fournir des méthodes d'attribution de valeur. Elles ne prescrivent pas non plus de niveaux, classes ou références comparatives pour situer les performances.
NOTE   Des méthodes d'attribution de valeur, des niveaux, des classes ou des références comparatives peuvent être prescrits dans les exigences en matière de performances environnementales, sociales et économiques du programme du maître d’ouvrage, des réglementations du secteur du bâtiment, des normes nationales, des codes de bonnes pratiques nationaux, des programmes de certification, etc.
Les règles de l’évaluation des aspects environnementaux, sociaux ou économiques des organisations ne sont pas incluses dans ce cadre méthodologique. En revanche, les conséquences des décisions ou actions ayant un impact sur les performances environnementales, sociales et économiques de l’objet de l’évaluation sont prises en compte.

Ta evropski standard v seriji standardov zagotavlja splošna načela in zahteve za ocenjevanje zgradb v smislu okoljskega, družbenega in ekonomskega delovanja, z upoštevanjem tehničnih značilnosti in funkcionalnosti zgradbe. Ocena količinsko ovrednoti prispevek ocenjevanih gradbenih del k trajnostni gradnji in trajnostnemu razvoju. Okvir velja za vse vrste zgradb in je pomemben za ocenjevanje okoljskega, družbenega in ekonomskega delovanja novih zgradb v njihovem celotnem življenjskem krogu in obstoječih zgradb v njihovem preostalem času delovanja in na koncu življenjske dobe. Standardi, oblikovani znotraj tega okvira, ne postavljajo pravil o tem, kako lahko različne sheme ocenjevanja zgradb omogočajo metode vrednotenja. In concept, the integrated building performance incorporates environmental, social and economic performance as well the technical and functional performance, and these are intrinsically related to each other, as illustrated in Figure 2. Although the assessment of technical and functional performance does not form part of this series of standards, their interrelationship with environmental, social and economic performance is prerequisite for an assessment of sustainability performance of buildings, and is therefore taken into account. It is advisable to carry out an assessment at the earliest opportunity during the conceptual stages of a construction or refurbishment project such as in the sketch plan stage in order to provide a broad estimate of the environmental performance, social performance and economic performance. As the project evolves, the assessment may be periodically reviewed and updated to support decision-making. A final assessment (as-built) should be carried out. The results of this final assessment can be used to inform all parties concerned.

This document, EN 15643-1, is the first part of the framework standards for sustainability assessment of buildings. The purpose of EN 15643-1 is to provide a framework with principles, requirements and guidelines for the sustainability assessment of buildings. It focuses on the general principles and requirements for the assessment of the environmental performance, social performance and economic performance of a building as described at the "framework level" in Figure 2. The first revision of this general framework standard, EN 15643-1, will combine all four parts of the framework of this series of standards into one framework standard. This will ensure simultaneous revision of the interlinked parts of the frameworks within the series of standards. In the future, the assessment methodologies within this series of standards may be part of an overall assessment of integrated building performance.
