Overview
The prEN 13238:2025 standard, developed by CEN Technical Committee CEN/TC 127, establishes conditioning procedures and general rules for the selection of substrates used in reaction to fire tests for building products. This standard supersedes EN 13238:2010 and applies mainly within Europe. It supports product testing according to European standards for reaction to fire performance, facilitating consistent and reliable fire behavior evaluation.
This document is essential for manufacturers, testing laboratories, and certification bodies involved in fire safety testing of construction products. It sets standardized methods for preparing test specimens and selecting substrate materials to reflect realistic end-use conditions, ensuring comparability and regulatory compliance.
Key Topics
Conditioning Procedures
The standard defines controlled environmental conditions for conditioning test specimens prior to fire testing, specifying:- Temperature: 23 ± 2°C
- Relative humidity: 50 ± 5%
- Conditioning periods: either until constant mass or for fixed durations depending on material types
- Requirements for curing and moisture content, especially for hygroscopic materials like wood or cement-based products
Selection of Substrates
Guidelines are provided to select standard substrates representing real-life end-use conditions for both floorings and other construction products. Key points include:- Substrate density and thickness criteria (minimum 75% density of standard substrate)
- Classification of substrates according to fire reaction classes (A1, A2-s1, d0, D-s2, d0)
- Lists of standard substrates such as fibre cement board, particleboard, plywood, gypsum plasterboard, calcium silicate boards, and metal sheets with specific densities and thicknesses
- Reproduction of adhesive attachment methods used in end-use applications in test specimens
- Inclusion of air gaps and additional layers where relevant to end-use scenarios
Exclusions and Special Cases
The document explicitly excludes:- Pre-drying requirements for non-combustibility testing under EN ISO 1182
- Cleaning methods and durability assessment techniques, addressed in relevant product standards
Applications
prEN 13238:2025 is utilized where reliable and repeatable reaction to fire test results are critical, including:
- Fire safety certification of construction materials such as flooring, cladding, and insulation systems
- Preparation and conditioning of test specimens to assure consistency and compliance with European fire classification requirements
- Selection and validation of substrates that simulate real-world installation conditions for fire tests to improve relevance of fire behavior data
- Supporting manufacturers in fulfilling Construction Products Regulation (CPR) requirements by ensuring products are tested in appropriate end-use conditions
- Assisting testing laboratories in managing sample preparation, conditioning, and substrate choice with clear, harmonized procedures

This document (prEN 13238:2025) has been prepared by Technical Committee CEN/TC 127 “Fire safety
in buildings”, the secretariat of which is held by BSI.
This document will supersede EN 13238:2010.
This document has been prepared under a standardization request addressed to CEN by the European
Commission. The Standing Committee of the EFTA States subsequently approves these requests for its
Member States.
Introduction
The Construction Products Regulation (CPR) requires products to be tested in their end use condition
which, for the purpose of substrates, could lead to an economically unrealistic large variety of tests to be
carried out. This large spectrum has been reduced to a practical number of standard substrates that
enables the majority of end use conditions to be represented. Rules for the selection of such substrates
are given in this document.
This document is intended for use in conjunction with European Standards covering the reaction to fire
test methods for the relevant construction products.
1 Scope
This document describes the conditioning procedures for test specimens which will be tested according
to the European standards for reaction to fire.
The rules for the selection of substrates for construction products when carrying out reaction to fire tests
are also detailed in this document.
This document does not contain requirements for
- the pre-drying of test specimens for the non-combustibility test according EN ISO 1182;
- methods of cleaning (e.g. washing) and other methods for the assessment of durability aspects, which
are dealt with in the relevant product standards.
