Overview

CEN/TR 16042:2010 is a technical report developed by the European Committee for Standardization (CEN) that provides official replies to requests for interpretation of the European standard EN 14765:2005+A1:2008. This standard focuses on safety requirements and test methods for bicycles designed for young children. The document ensures consistent understanding and application of EN 14765 across CEN member countries by clarifying ambiguous clauses and confirming when no further action is necessary.

Produced by the CEN Technical Committee TC 333 "Cycles," this report helps manufacturers, testing bodies, and regulatory authorities correctly apply the safety requirements of bicycles for young children, thereby enhancing product safety and consumer confidence.

Key Topics

  • Interpretation of Security of Screws (Clause 4.4.1):
The report clarifies what constitutes an acceptable locking device for screws on bicycles. It confirms that locking devices are not limited to listed examples but may include any method that prevents unintentional unlocking, including thread locking compounds.

  • Brake-Block Security Test (Clause 4.7.4):
This test verifies that the brake pad releases correctly when the bicycle moves backward with the brake applied. The report confirms the test's validity and recommends continuing its use to ensure braking safety.

  • Back-Pedal Brake Requirements (Clause 4.7.7.3):
Clarifies uncertainties about load application during testing of the back-pedal brake, confirming that the current procedures require no changes.

  • Static Force Application on Bicycle Rims (Clause 4.11.3.1):
The report explains the application method of static force during rim testing, aligning with approaches in related standards for other bicycle types.

Applications

CEN/TR 16042:2010 serves a critical role in:

  • Manufacturers of Children’s Bicycles:
Ensures product design and production comply clearly with European safety standards, reducing the risk of misinterpretation during testing or certification.

  • Testing Laboratories and Certification Bodies:
Provides authoritative clarifications to accurately perform required tests on children's bicycles, supporting uniform test results across Europe.

  • Regulatory Authorities and Consumer Safety Organizations:
Assists in enforcement and monitoring of product safety standards, promoting reliable compliance and consumer protection.

  • Standardization Committees:
Acts as a reference for future amendments or revisions to EN 14765 and related standards based on practical feedback and filed inquiries.

Related Standards

Understanding CEN/TR 16042:2010 is enhanced by familiarity with related European standards for bicycles, including:

  • EN 14765:2005+A1:2008 – The original safety and test method standard for bicycles for young children.
  • EN 14764 – Safety requirements and test methods for city and trekking bicycles.

Introduction
This Technical Report contains replies to requests for interpretations with regard to the understanding of
clauses in EN 14765:2005+A1:2008. The replies concern those requests which have resulted in an
