Textile child care articles - Safety requirements and test methods for children's cot duvets - Part 2: Duvet covers (excluding duvet)
This document specifies requirements for the safety of removable cot duvet covers, used in the child’s sleeping environment (i.e. not under supervision), and designed to envelop a cot duvet when sleeping in a cot or similar product (e.g. crib/cradle) in which a child is contained. This document specifies requirements for removable cot duvet covers suitable for children up to 36 months.
The requirements for cot duvets are covered in EN 16779-1.
Some of the requirements in this document are not suitable for articles used by hospitals when nursing sick children. These include:
- openings for access for tubing to the patient or monitoring devices to monitor the patient;
- use of fastenings which may not be durable to industrial laundry processing used by hospitals.
If a part of the cot duvet cover is designed to offer additional functions (e.g. play function), in addition to the following requirements, this part will be subjected to safety requirements related to relevant standards (see B.1).

Dieses Dokument legt Anforderungen an die Sicherheit von abziehbaren Kinderbettdeckenbezügen fest, die im Schlafumfeld des Kindes (d. h. nicht beaufsichtigt) verwendet werden und dafür gestaltet sind, eine Kinderbettdecke eines in einem Kinderbett oder in einem ähnlichen Produkt (z. B. Krippe/Wiege) schlafenden Kindes zu umhüllen. Dieses Dokument legt Anforderungen an abziehbare Kinderbettdeckenbezüge für Kinder im Alter bis zu 36 Monaten fest.
Die Anforderungen an Kinderbettdecken werden in EN 16779 1 behandelt.
Einige der Anforderungen in diesem Dokument sind nicht für Artikel geeignet, die zur Pflege kranker Kinder in Krankenhäusern verwendet werden. Dazu zählen:
- Öffnungen für Schläuche, die am Patienten angebracht sind, oder für Überwachungsgeräte zur Überwachung des Patienten;
- die Verwendung von Verschlussvorrichtungen, die sich bei den Verfahren in Großwäschereien von Krankenhäusern als nicht haltbar erweisen könnten.
Wenn ein Teil des Kinderbettdeckenbezuges so gestaltet ist, dass er zusätzliche Funktionen bietet (z. B. Spielfunktion), unterliegt dieser Teil zusätzlich zu den folgenden Anforderungen auch den sicherheitstechnischen Anforderungen der zutreffenden Normen (siehe B.1).

Le présent document spécifie les exigences pour la sécurité des housses de couette amovibles pour lit à nacelle, utilisées dans l’environnement de sommeil de l’enfant (autrement dit hors surveillance) et conçues pour envelopper une couette pour lit à nacelle pendant le sommeil dans un lit à nacelle ou un produit similaire (berceau par exemple) dans lequel l’enfant est installé. Le présent document spécifie les exigences relatives aux housses de couette amovibles pour lit à nacelle adaptées aux enfants jusqu’à 36 mois.
Les exigences pour les couettes pour lit à nacelle sont définies dans l’EN 16779-1.
Certaines des exigences du présent document ne sont pas appropriées pour les articles utilisés par les hôpitaux lors de soins apportés à des enfants malades. Elles incluent :
- l’ouverture pour l’accès pour l’intubation du patient ou les appareils de surveillance pour surveiller le patient ;
- l’utilisation d’attaches qui peuvent ne pas être durables en raison du blanchissage industriel utilisé par les hôpitaux.
Si une partie d’une housse de couette pour lit à nacelle est conçue pour permettre des fonctions supplémentaires (fonction de jouer par exemple), en plus des exigences suivantes, cette partie est soumise aux exigences de sécurité des normes correspondantes (voir B.1).

Introduction
This document has been written to support EN 16779-1 Textile child care articles – Safety requirements
and test methods for children's cot duvets - Part 1: Duvet (excluding duvet covers) and to be used in
conjunction with it.
EN 16779-1 was written as a response to the European Commission Mandate N° M/497, under the title
“Standardisation mandate to CEN, CENELEC and ETSI on the safety of child-care articles; Cluster 2- risks
in the sleeping environment; Mattresses for cots, cot bumpers, suspended beds for children, duvets for
children sleep bags for children”.
The aim of this document is to minimize the main risks posed by products in the sleep environment of
babies and young children, such as:
— internal asphyxiation (choking);
— entrapment;
— hyperthermia (overheating);
— entanglement (strangulation);
— external asphyxiation (suffocation);
— flammability;
— injuries due to falls;
— injuries due to ingestion of small parts;
— injuries due to chemicals.
For the development of this document, attention was paid to:
— the child’s stages of development (age, height, weight, ability, etc.). Cot duvet covers were studied in
relation to children up to 3 years of age;
— the intended or foreseeable use of the product, bearing in mind a child’s behaviour. Such behaviour
exposes children to injury in ways that differ from those of adults, making children a particularly
vulnerable group in society;
— the hazard presented by the product in the circumstances under which the product and the child
come into contact with each other.
IMPORTANT — In order to comply with the safety requirements, this document is hazard based.
As this document only deals with a particular textile child-care article, i.e. removable cot duvet
covers, design characteristics have been specified only when necessary in order to introduce
inherently safe design. These characteristics have been specified in a manner which allows
compliance to be checked by interested parties, from designers to market surveillance authority
officers.
1 Scope
This document specifies requirements for the safety of removable cot duvet covers, used in the child’s
sleeping environment (i.e. not under supervision), and designed to envelop a cot duvet when sleeping in
a cot or similar product (e.g. crib/cradle) in which a child is contained. This document specifies
requirements for removable cot duvet covers suitable for children up to 36 months.
The requirements for cot duvets are covered in EN 16779-1.

4 General
The information provided here are the general characteristics for a cot duvet cover which are considered
to result in inherently safe design. Alternative designs may be acceptable, but will require safety risk
assessment using the rationales in Annex B.
NOTE 1 Inherently safe design is gathered in Annex A. Table A.1 summarizes the relationship between
inherently safe design and hazards and for which the entries are related to the design.
It should be noted that at night, an infant is effectively unsupervised as the carers can also be expected to
be sleeping, so certain features which are acceptable during the day when carers are available, may not
be acceptable at night.
NOTE 2 Rationales for the inclusion of some of the requirements given in this document are given in Annex B.
Table B.1 summarizes the relationship between inherently safe design and hazards and for which the entries are
related to the hazards.
The dimensions of the cot duvet covers might be compatible with the cot duvet dimensions.
NOTE 3 Maximum dimensions of cot duvet of 120 cm × 140 cm are stated in EN 16779-1:2018, 4.1.1.3. An
additional dimension of approximately 10 cm of cot duvet covers in length and width has been found suitable to
allow for the cot duvet thickness and laundry shrinkage.
5 Requirements and test methods
5.1 Mechanical hazards (see B.3)
5.1.1 Suffocation hazards (see B.3.1)
5.1.1.1 Requirements
5.1.1.1.1 There shall be no plastic transfer (e.g. plasticised print) or coated fabrics having a continuous
area which exceeds 100 mm by 100 mm. Areas of coated fabric or plastic transfer on one surface of the
cot duvet cover shall not exceed 5 % of the total area of this surface of the cot duvet cover and each area
shall be separate from each other with a minimum distance of 100 mm (Table A.1 - see B.3.1).
5.1.1.1.2 Slide fasteners shall have a slider locking device (Table A.1).
5.1.2 Entrapment hazards (ischaemia see B.3.2)
5.1.2.1 Requirements
5.1.2.1.1 The cot duvet cover shall be designed with three closed sides and one opening intended for
inserting the cot duvet. The opening shall be designed at one of the short sides so that it is placed at the
foot end of the cot (Table A.1 - see B.3.7).
5.1.2.1.2 Chain stitches, as described in ISO 4915:1991, including for attachment of fastenings, are not
permitted (Table A.1 - see B.3.2.2).
5.1.2.1.3 Monofilament thread shall not be used (Table A.1 - see B.3.2.2).
5.1.2.1.4 On the outside of the cot duvet cover, the maximum length of uncut float threads or uncut
stitches shall be 10mm, and the maximum length for cut threads or cut stitches shall be 20 mm
(Table A.1 - see B.3.2.2).
5.1.2.1.5 The ends of labels or the edge of raw edge fabric shall be secured to prevent unravelling
(Table A.1 - see B.3.2.2). The security of the ends of the labels can be confirmed by carrying out a tactile
inspection.
5.1.2.1.6 The ends of touch and close fasteners shall be secured to prevent unravelling (Table A.1 - see
B.3.2.2). The security of the ends of the touch and close fasteners can be confirmed by carrying out a
tactile inspection.
5.1.2.1.7 Labels shall not be attached in form of a loop (loop label) if attached on the outside of the cot
duvet cover. If attached on the inside, the loop label shall not protrude outside. (Table A.1 - see B.3.2.1).
5.1.2.1.8 If not covered in 5.1.2.1.1 to 5.1.2.1.7, when tested in accordance with 5.1.2.2:
— there shall be no openings in any textile materials including loop, mesh, knitted fabric and lace, with
the exception of button holes (used to fasten the cot duvet cover), that allow the conical probe for
mesh to penetrate to the 7 mm diameter section (see B.3.2.1);
— there shall be no completely bounded openings in rigid materials between 5 mm and 12 mm (see
B.3.2.1).
5.1.2.2 Test method
The test probes shall be made from plastic or other smooth, hard material, which can be mounted on a
force measuring device.
Check whether the conical probe for mesh (Figure 2) with an applied force up to 30 N enters into a mesh
hole to the 7 mm section.

Check whether the 5 mm test probe (Figure 3) with an applied force of up to 30 N, enters 10 mm or more
into any completely bounded circular openings in rigid materials, in any possible orientation.

If the 5 mm test probe enters 10 mm or more, then the 12 mm test probe (Figure 4) shall also enter
10 mm or more with an applied force of up to 5 N.

5.1.3 Choking hazards (see B.3.3)
5.1.3.1 Requirements
5.1.3.1.1 Children's cot duvet covers shall not have any pockets (Table A.1 - see B.3.3.1).
5.1.3.1.2 Slide fasteners shall comply with EN 16732:2015, at least the performance requirements of
code B, with the exception of the strength of closed-end for which the minimum shall be 70N, and with
the requirements of EN 16732:2015, Table 2.
5.1.3.1.3 Slide fasteners shall not have a removable slider (Table A.1 - see B.3.3.2). The absence of a
removable slider may be confirmed by manual inspection.
5.1.3.1.4 Slide fasteners shall include a top stop and either a bottom stop or be secured in a manner so
that the slider cannot be removed from the chain. (Table A.1). Claw type stops shall not be used. The
presence of the top stop and the bottom stop may be confirmed by visual inspection (see B.3.3.2).
5.1.3.1.5 There shall be no pom-poms, tassels (Table A.1 - see B.3.3.2).
5.1.3.1.6 There shall be no beads, sequins, diamantés (Table A.1 - see B.3.3.2).
5.1.3.1.7 There shall be no glitter prints (e.g. plastic glue glitter and spread over glitter) on children's
cot duvet covers.
5.1.3.1.8 There shall be no embellishments on slide fastener puller (Table A.1 - see B.3.3.10).
5.1.3.1.9 Metal press fasteners with plastic top cover, two-part buttons (buttons made of more than
one piece), fabric-covered buttons and buttons made of wood or shells shall not be used (Table A.1 - see
B.3.3.4, B.3.3.5).
5.1.3.1.10 Buttons shall not be attached by chain stitch (Table A.1 - see B.3.3).
5.1.3.1.11 If not covered in 5.1.3.1.1 to 5.1.3.1.10.
Cot duvet covers shall not contain attached components which do not comply with
CEN/TS 17394-1:2021.
Buttons of all kinds shall be tested according to EN 17394-2:2020.
Metal mechanically applied fastenings shall be tested according to CEN/TS 17394-3:2021.
And all other attached components shall be tested according to CEN/TS 17394-4:2021.
5.1.4 Entanglement hazards (strangulation - see B.3.4)
5.1.4.1 There shall be no drawstrings or cords attached to the children's cot duvet covers (Table A.1 -
see B.3.4.1).
5.1.4.2 Labels with free end shall have no more than 75 mm in length when attached on the outside
of the cot duvet cover. When attached on the inside of the cot duvet cover, labels with free end shall have
no more than 150 mm in length and loop labels shall have no more than 150mm in circumference; they
shall not protrude outside in use (Table A.1 - see B.3.4.4).
5.1.5 Hazardous edges and projections (see B.3.5)
5.1.5.1 Requirements
5.1.5.1.1 Cot duvet cover fabrics shall not contain any hard, sharp or foreign objects (i.e. any items
which are not intended to be present such as needle, staple, nail, unattached press fastener, wood
splinter, or insect or other infestation) (Table A.1 - see B.3.5).
NOTE Test methods are referred to in 5.1.5.2.
5.1.5.1.2 The top stop and the elements (teeth) shall be free from burrs and sharp edges (Table A.1 -
see B.3.5).

5.1.5.1.3 Pieces of touch and close fasteners shall be die cut with rounded corners to reduce the risk of
scratching (Table A.1 - see B.3.5).
5.1.5.1.4 Heat-sealed or laser cut materials shall not have sharp edges (Table A.1 - see B.3.5).
NOTE Test methods are referred to in 5.1.5.2.
5.1.5.1.5 If not covered by 5.1.5.1.1 to 5.1.5.1.4, the component parts used on children's cot duvet
covers shall not have any sharp edges, sharp points or burrs (see B.3.5).
5.1.5.2 Test method
The presence of hard, sharp or foreign objects shall be confirmed by carrying out a visual and tactile
inspection.
NOTE Ferrous foreign objects can be searched using magnetic devices.
5.1.6 Ingestion hazards (see B.3.6)
Children's cot duvet covers shall not be designed, manufactured or supplied with magnetic components
(Table A.1 - see B.3.6).
5.2 Chemical hazards (see B.4)
5.2.1 Migration of certain elements
Textiles shall comply with the migration limits of Table 1 when tested in accordance with
EN 16711-2:2015.
Other materials (plastic, metal, leather, etc.) shall comply with the migration limits of Table 1 when tested
in accordance with EN 71-3:2019+A1:2021 (see B.4.2).
This requirement may be addressed through a safety assessment.

5.2.2 Formaldehyde
The formaldehyde content of the individual fabric layers in cot duvet cover shall be no more than
30 mg/kg, when tested according to EN ISO 14184-1:2011 or, if a component of the cot duvet cover is
made of leather, when tested according to EN ISO 17226-1:2021 (see B.4.3).
This requirement may be addressed through a safety assessment.
5.2.3 Flame retardants
5.2.3.1 Requirements
The cot duvet covers or its components shall not be finished with chemical flame retardants (see B.4.2).
5.2.3.2 Methods
Where appropriate, the absence of chemical flame retardants can be proved by known declared sources
(traceability of the fabric finishing).
5.3 Thermal hazards hyperthermia and hypothermia (see B.5)
5.3.1 Requirements
5.3.1.1 Raised fabrics with fibre layer on the surface(s) with high thermal insulation properties (such as
certain pile fabrics) shall not be used to make children's cot duvet covers (Table A.1 - see B.5.2).
5.3.1.2 Children's cot duvet covers shall not have appliqué(s) with an individual surface exceeding
100 cm . Areas of appliqué(s) on one surface of the cot duvet cover shall not exceed 10 % of the total
area of this surface of
