This document establishes a common methodology for the quantification and reporting of greenhouse gas (GHG) emissions arising from the operation of transport chains of passengers and freight.

Le présent document établit une méthodologie commune pour la quantification et la déclaration des émissions de gaz à effet de serre (GES) résultant des opérations des chaînes de transport de passagers et de fret.
Toplogredni plini - Količinsko določanje in poročanje o emisijah toplogrednih plinov, ki nastanejo pri dejavnostih prometne verige (ISO 14083:2023)
Predlagani standard bo določil skupno metodologijo za kvantifikacijo porabe energije in izpustov toplogrednih plinov (GHG) pri transportu (transport blaga, oseb ali obojega).
Določil bo splošna načela, opredelitve, meje sistema, računske metode, pravila porazdelitve in podatkovna priporočila, njegov cilj pa je spodbujati standardizirano, skladno, kredibilno in preverljivo poročanje v zvezi s porabo energije in izpusti toplogrednih plinov pri vseh načinih transporta. Prav tako bo vključeval primere o uporabi načel in privzetih podatkov o emisijah in porabi, ki se jih priporoča ob odsotnosti razpoložljivih specifičnih podatkov.
Potencialni uporabniki tega predlaganega standarda so osebe ali organizacije, ki morajo pri poročanju rezultatov merjenja porabe energije in izpustov toplogrednih plinov pri transportnih storitvah uporabiti standardizirano metodologijo, še posebej:
• izvajalci transportnih storitev (prevozniki blaga ali oseb);
• organizatorji transportnih storitev (prevozniki, ki sodelujejo s podizvajalci transportnih storitev, špediterji);
• uporabniki transportnih storitev (pošiljatelji in potniki).
Obseg izračuna toplogrednih plinov mora vključevati emisije področij uporabe 1–3 s pristopom »od vira do kolesa«. Zato mora izračun porabe energije in emisij toplogrednih plinov zajemati energijske postopke na začetku dobavne verige (npr. ekstrakcija/proizvodnja goriva, prevoz in rafiniranje) in postopke na mestu uporabe.
S sklicevanjem na področja uporabe 1–3 v skladu s protokolom za toplogredne pline »Računovodski standard in standard poročanja za vrednostne verige podjetij (področje uporabe 3)« mora novi standard ISO prav tako vsebovati opredelitev vlog in obsegov poročanja zgoraj navedenih akterjev v transportni verigi.

This document (EN ISO 14083:2023) has been prepared by Technical Committee ISO/TC 207
"Environmental management" in collaboration with Technical Committee CEN/TC 320
“Transport - Logistics and services” the secretariat of which is held by NEN.
This European Standard shall be given the status of a national standard, either by publication of
an identical text or by endorsement, at the latest by October 2023, and conflicting national
standards shall be withdrawn at the latest by October 2023.

Table 1 lists the main technical differences between EN16258 and ISO 14083:2022. The terms
used in this table are the ones of ISO 14083:2023.
A comparison of the terms used in EN 16258:2012 and ISO 14083:2023 is provided in Table 2.
Beyond these main technical differences, further minor differences exist, related to terms,
structure of the documents, and methodological presentation.
