Safety of woodworking machines - Circular sawing machines - Part 16: Double mitre sawing machines for V cutting

This European Standard specifies all significant hazards, hazardous situations and events as listed in Clause 4 which are relevant to double mitre sawing machines for V-cutting with a maximum cutting capacity (width and height) of  200 mm, fitted or not with pneumatic systems, hereinafter referred to as the machine, designed to cut solid wood, chipboard, fibreboard or plywood and also these materials where they are covered with plastic laminate or edgings, when they are used as intended and under the conditions foreseen by the manufacturer including reasonably foreseeable misuse.
The requirements of this document apply to stationary and displaceable double mitre saw for V-cutting (see 3.3.3 and 3.3.4).
The requirements of this document apply to all machines whatever their method of control, e.g. electromechanical and/or electronic.
This document does not apply to transportable mitre saws or any adaptation permitting their use in a different mode, i.e. bench mounting.
NOTE 1   Transportable motor-operated electric single blade mitre saws are covered by the requirements of
EN 61029-1:2009 and EN 61029-2-9:2009.
This document is not applicable to double mitre sawing machines for V-cutting fitted with hydraulic system.
This document is not applicable to double mitre sawing machines for V-cutting which are manufactured before the date of its publication as EN.

Die Anforderungen in diesem Dokument gelten für stationäre und verschiebbare Klinkschnittkreissäge-maschinen (siehe 3.3.3 und 3.3.4). Die Anforderungen in diesem Dokument gelten für alle Maschinen unabhängig von der Art ihrer Steuerung, z. B. elektromechanisch und/oder elektronisch. La présente norme européenne spécifie tous les phénomènes dangereux, les situations et évènements dangereux, tels qu'énumérés à l'Article 4, qui sont applicables aux tronçonneuses doubles à coupe en V de capacité de coupe maximale (largeur et hauteur)  200 mm, équipées ou non de systèmes pneumatiques, ci-après désignées "machines", conçues pour la coupe de bois massif, de panneaux de particules, de panneaux de fibres ou de contreplaqué ainsi que ces matériaux lorsqu'ils sont recouverts de plastique stratifié ou de bordure plastique, lorsqu’elles sont utilisées comme prévu et dans les conditions prévues par le fabricant, incluant une mauvaise utilisation raisonnablement prévisible.
Les prescriptions du présent document s'appliquent aux tronçonneuses doubles à coupe en V fixes et transportables (voir 3.3.3 et 3.3.4).
Les prescriptions du présent document s'appliquent à toutes les machines, quel que soit leur système de commande, par exemple électromécanique et/ou électronique.

Ta evropski standard določa vsa večja tveganja, nevarne razmere in dogodke iz točke 4, ki se nanašajo na dvojne zajeralne žage za V-rezanje z največjo kapaciteto rezanja (širina in višina) ≤ 200 mm, ki so ali niso opremljene s pnevmatskimi sistemi, v nadaljnjem besedilu »stroji«, ki so namenjeni za rezanje polnega lesa, ivernih plošč, vlaknenih plošč ali vezanih plošč in teh materialov, prevlečenih s plastjo ali obrobo iz plastike, ter se uporabljajo v skladu z namenom in pod pogoji, ki jih je predvidel proizvajalec, vključno z razumno predvideno nepravilno uporabo. 5 Safety requirements and/or measures 5.1 General The machine shall comply with the safety requirements and/or protective measures of Clause 5.
In addition, the machine shall be designed in accordance with the requirements of the principles of EN ISO 12100:2010 for hazards relevant but not significant, which are not dealt with by this document (e.g. sharp edges of the machine frame). For guidance in connection with risk reduction by design, see EN ISO 12100:2010, 6.2, and for safeguarding measures, see EN ISO 12100:2010, 6.3. 5.2 Controls 5.2.1 Safety and reliability of control systems 5.2.1.1 General For the purpose of this document safety related part of a control system means the system from the initial device, e.g. push button or position detector or sensor up to and including the power control element of the final machine actuator or element, e.g. motor or brake. Safety related parts of the control system of this machine are those concerning the following functions and shall fulfil at least the requirements of the PL given below in accordance with the requirements of EN ISO 13849-1:2008:  starting and restarting of the saw-blade(s) rotation, the powered movements of the saw unit(s) (if fitted), the work-piece positioning mechanism (if fitted) : PL=c (see 5.2.3);  normal stopping: PL=c (see 5.2.4);  emergency stop: PL=c (see 5.2.5);  interlocking: PL=c (see 5.2.3, 5.3.7);  interlocking with guard locking: PL=c (see 5.3.7);  prevention of access by mechanically actuated trip device (trip bar): PL=c (see 5.3.7); SIST EN 1870-16:2012

For the components characteristics a confirmation from the components' manufacturers can be useful. 5.2.2 Position of controls 5.2.2.1 Manual machines The control devices of the machine for starting the saw spindles, normal stopping and emergency stop (if provided) shall be located at the front side of the machine within 600 mm from the centre line of the V-cut and between a minimum height of 600 mm and a maximum height of 1 800 mm from the floor level on a fixed part of the machine e.g. frames or panels. The handle(s) to move the saw unit(s) and the foot pedal used to control powered workpiece clamping (see 5.3.8) shall be in direct reach from the operator's position. Verification: By checking the relevant drawings, measurement and inspection of the machine. 5.2.2.2 Semi-automatic machines The control devices of the machine for starting the saw spindles, normal stopping and emergency stop shall be located together and situated either: a) at the front of the machine within 600 mm from the centre line of the V-cut and between a minimum height of 600 mm and a maximum height of 1 800 mm from the floor level; or SIST EN 1870-16:2012
