Overview

EN 16636:2015 - published by CEN - defines requirements and competences for professional pest management services across Europe. The standard specifies a consistent, professional approach to protect public health, assets and the environment by prescribing process steps, competence levels and management controls for organizations that deliver pest control services. It excludes field crop protection and routine contract cleaning/disinfection.

Key topics and requirements

  • Professional service process: a clear process flow covering client contact, site inspection and assessment, pest identification, root‑cause analysis, risk assessment, definition of legal field of application, development of a pest management plan, formal client proposal, service delivery, waste management, reporting and verification of effectiveness (Sections 5.1–5.12).
  • Integrated Pest Management (IPM): emphasis on IPM principles - habitat modification, biological, physical and chemical control - to minimize pesticide use and environmental impact.
  • Competence and roles: defined competency requirements for personnel (Annex A) including administration, professional users/technicians and supervisors (Section 6 and Annex A).
  • Pesticides and biocides: responsibilities for the supply and use of pesticides/biocidal products, ensuring compliance with relevant EU/national regulations and material safety data sheet (MSDS) handling (Section 6.3).
  • Management systems: documentation, record‑keeping, monitoring, equipment management, insurance and controls for subcontracting (Sections 6 and 7).
  • Supporting guidance: field of application map (Annex B), common pest list (Annex C) and an environmental checklist (Annex D).

Practical applications

  • Ensures consistent quality and safety for pest management providers, supporting tendering, cross‑border services and client confidence.
  • Guides development of company procedures, staff training programs, competency assessment, and operational checklists.
  • A useful compliance benchmark for food industry sites, healthcare facilities, hospitality, retail, property managers and public health bodies that require documented, professional pest control.
  • Helps procurement teams specify contractual requirements and verify contractor competence.

Who should use this standard

  • Pest management companies and their managers
  • Technical staff and field technicians applying pest control measures
  • Quality, health & safety and facility managers procuring pest control services
  • Auditors, regulators and certifying bodies assessing service competence and compliance
