Overview

EN 12173:2012 - Chemicals used for treatment of water intended for human consumption - Sodium fluoride (CEN) is the European product standard that defines the characteristics, purity requirements, test methods and safe‑handling rules for sodium fluoride used in drinking‑water treatment. Approved by CEN in 2012 (superseding EN 12173:2005), the standard covers identification, physical/chemical properties, labelling, transportation, storage and safety measures (Annex B), and gives guidance on use in water treatment.

Key topics and technical requirements

  • Scope: Applies specifically to sodium fluoride (NaF) for treatment of water intended for human consumption.
  • Identification and properties: Chemical name NaF, empirical formula NaF, relative molecular mass 42; commercial form as colourless crystalline powder or crystals; solubility ≈ 40 g/L at 20 °C; bulk and crystal density ranges given.
  • Purity criteria:
    • Minimum NaF content: not less than 98 % (mass fraction).
    • Content tolerance: ±5 % of the manufacturer’s declared value.
    • Physical impurities: water‑insoluble matter max 0.5 %, moisture max 0.5 %.
    • Trace elements (limits in mg/kg): Antimony (Sb) ≤ 1, Arsenic (As) ≤ 5, Cadmium (Cd) ≤ 0.1, Chromium (Cr) ≤ 4, Lead (Pb) ≤ 4, Mercury (Hg) ≤ 0.1, Nickel (Ni) ≤ 4, Selenium (Se) ≤ 1.
  • Test methods and sampling: References and procedures for sampling and analysis (ISO/EN methods) are specified - e.g., ISO 2831, ISO 2832, ISO 2833 for insoluble matter, moisture and fluorine content; ISO 3165/6206/8213 for sampling; EN ISO 3696 for analytical water quality. Analytical techniques include hydride‑AAS for As/Sb/Se and flameless AAS for Hg; atomic absorption methods for trace metals.
  • Safety, labelling, transport and storage: Requirements and practical rules are included, with Annex B giving general safety rules and the standard addressing labelling and transport considerations.

Applications and who uses this standard

  • Water utilities and municipal water authorities specifying or procuring sodium fluoride for fluoridation programs.
  • Chemical manufacturers and suppliers producing, certifying and labelling sodium fluoride for drinking‑water use.
  • Analytical and testing laboratories performing conformity checks against the standard’s purity and trace‑metal limits.
  • Regulators and public‑health bodies assessing product suitability and compliance for human consumption water treatment.
  • Consultants and engineers designing fluoridation dosing systems and safety procedures.

  • EN ISO 3696 (water for analytical laboratory use)
  • ISO 2831 / ISO 2832 / ISO 2833 (NaF test methods)
  • ISO 3165, ISO 6206, ISO 8213 (sampling)
  • ISO 6353‑1, ISO 5993 (trace analysis methods)

EN 12173:2012 is a practical reference for selecting, testing and safely handling sodium fluoride in drinking‑water treatment while ensuring compliance with recognized European test and quality methods.
